VCS Children and Young People Strategy Group The Strategy Group meets quarterly to agree the strategy to be followed by VCS representatives. It brings together all the representatives from the workstrands below with the wider network of Children and Young People’s Organisations. Anyone can attend. Chair: Cordell Ray (from June 2008) Vice-Chair: Stuart Croft (from May 2008) Children and Young People Strategic Partnership (CYPSP) The CYPSP is the ‘Children’s Trust’ for Gloucestershire – a multi sector partnership bringing together; key public sector agencies including police, health, social services and education (i.e. the Children and Young People’s Directorate of the County Council), Job Centre Plus, Colleges, etc; the Voluntary and Community Sector through the VCS CYP Strategy group; and the Private Sector. The CYPSP publishes a three year plan called the Children and Young People’s Plan (CYPP), laying out how all the partners will co-operate to achieve better outcomes for children, young people and families. Bob Lewis Sep 2008 Work strand leads report monthly on progress, and the meeting focuses on removing blocks to progress, identifying common issues faced by work strand leads and maintaining momentum. Workforce Development Steering Group Chrissie Webber May 2009 The WDSG manages the programme of training and (Tall Ships Trust) knowledge development across all sections of the children’s workforce (including the VCS) required to enable Keith Urch tba staff to understand and contribute to the ‘Change for (Young Anglers Project) Children’ programme. From teachers to youth workers, health visitors to playworkers, Government Policy is that all sections of the workforce will share a common set of underpinning values, and have the skills to improve outcomes for children and young people. Extended Services/CAF Project Management Board Jane Parker (Barnardos) Jul 2009 (PMB) This PMB manages the roll out of the Extended Schools Sue Barker (PATA) May 2008 Programme in the county, and the development of the Common Assessment Framework (bringing multi agency work around the child), or CAF. The development of the individualisation agenda will have key implications for the Voluntary and Community Sector, and is a central part of the agenda for the VCS strategy Group. Parenting Strategy Group Phil Blake (Family Jul 2008 Manages the development of the programme of parenting Space) support for families where parents face challenges in supporting their children, and where parenting practice is tba negatively impacting on children and young people. Teenage Pregnancy Partnership Board Alex Corgier April 2009 The UK has the highest rate of teenage pregnancy in the (Homestart Stroud) G7. This group manages the roll out of the programme locally to lower the rates of teenage pregnancy, and to support teenage parents Group VCS Reps as from Children’s Centres Partnership Board Sue Barker (PATA) May 2008 Children’s Centres are the inheritors of the principles behind the Sure Start Programme, bringing a wide range of services around children under 5 and their families. They provide access to playgroups, day care and early education, as well as access to health support, advice and guidance, parenting support and so on. Participation Steering Group Corrine Chartier tba This group oversees the development of the principles and (Action for Children) practice of ensuring that children and young people participate in decisions which affect them, including having a voice and influence on the development of services in the Voluntary and Community Sector. Gloucestershire Safeguarding Children’s Board Dave Jones Jul 2008 The GSCB has the high profile role of ensuring that (County Community Children and Young people are safe in the county in all Projects ) parts of their lives. Informal Early Years Partnership Sue Barker (PATA) May 2008 This partnership currently has no formal status, but has a powerful role in the development of a wide range of early years initiatives across the county. Substance Misuse Commissioning Board Steve Cooke (Nelson Nov 2009 The board oversees the development of a coherent Trust) response to the challenges of the harm and risks to young people who are involved in substance misuse (including alcohol) It also has the responsibility of responding to ‘hidden harm’ – where children and young people are affected by the substance misuse of their parents and carers. 14 – 19 Strategic Group No representatives – This group reports directly to the Children and Young 2 vacancies People’s Strategic Partnership, and is responsible for the development of appropriate learning opportunities for this age group, and the transfer of funding and responsibility from the Learning and Skills Council to the Local Authority in 2010 Information Advice and Guidance sub group Cordell Ray (County Responsible for development of a coherent approach to Community Projects) IAG support to this age group Employer Engagement Group Heather Lee Responsible for the development of links with employers in (Gloucestershire relation to the development of work based sklills for 14 – Education Business 19 year olds. Partnership (provisional) Group VCS Reps as from NEET (Not in Education, Employment or Training) Rob Rees July 2009 Partnership Forum The role of this group is to bring partners together (multi agency) to provide a strategic approach to ensure the implementation of the County NEET Action Plan and to create a forum for discussion, decision-making and information sharing around work with NEET clients within Gloucestershire. It also supports the work of the NEET Development PA posts in Connexions.
