                        Five-Year Strategy 2005-10
                            Executive Summary

    Background

In April 2003, the Office of the Deputy Prime Minister (ODPM) launched the
Supporting People Programme. The programme is committed to providing a better
quality of life for vulnerable people, enabling them to live more independently in a
home of their own. The programme provides housing related support to prevent
problems that can often lead to hospitalisation, institutional care or homelessness
and can help the smooth transition to independent living for those people leaving an
institutional environment.

    The Supporting People programme in Blackpool can support:

      People who have been homeless
      Older People
      People who have mental health problems
      People who have a learning disability
      People who have a physical or sensory disability
      People who have substance misuse problems
      People who offend or are at risk of re-offending
      People at risk of domestic violence
      People with HIV/AIDS
      Teenage Parents
      Young People who are leaving care
      Young People at risk
      People from minority groups including:
        Travellers and gypsies
        Asylum seekers and refugees
        Chinese Community
        Bangladeshi Community
        LGBT (Lesbian, Gay, Bisexual, Transgender) community
        Faith Groups

          People with complex needs including:
          Older people with mental health problems
          People with substance misuse problems and mental health problems
          People at risk of domestic violence with additional needs
          People who offend or are at risk of re-offending who have substance
           misuse problems

    What is housing related support?

The main aim of housing related support is to enable a person to live as
independently as possible in their accommodation. There are a variety of support
services that could include:

      Assistance with Benefit applications
      Providing support with accessing services including education, training, care
       and specialist counselling
      Developing domestic and life skills

      Help in establishing social contacts and activities
      Supervision and monitoring of health and well-being

Services currently provided vary from low-level support that is available for only a
short period of time up to the involvement of a full time support worker over a
sustained period of time and are tailored to the needs of the client.

Services that are provided short-term usually last up to two years with the focus on
providing the client with the skills to live as independently as possible, whereas long-
term services are provided on an open-ended basis.

Short-term services are paid funded by the Supporting People Programme and are
free to the service user. Long-term services are chargeable, unless the service user
is in receipt of Housing Benefit. Service users can also ask for an assessment of
financial circumstances that can lead to a reduction in the amount payable.

    How does Supporting People work?

The Office of the Deputy Prime Minister allocates Supporting People grant to
Administering Authorities (Blackpool Council is the Administering Authority in
Blackpool) but responsibility for the delivery of the programme rest with the
Administering Authority and their partner organisations, Blackpool Primary Care Trust
and National Probation Service, Lancashire.

This partnership forms Blackpool’s Commissioning Body (the Local Public Service
Board) and provides strategic guidance for the Supporting People programme and
has approved the Blackpool Supporting People Partnership Strategy 2005 – 2010.

The day-to-day administration of the Supporting People programme in Blackpool is
undertaken by a small team of officers who form part of the Housing Needs Division
within Blackpool Council’s Housing and Social Services Department. The team are
responsible for the management of the programme as well as reviewing and
monitoring schemes for quality and value for money. They will also undertake the
implementation of the Strategy.

    Supporting People Vision

Blackpool’s Supporting People Partnership will aim to secure a better quality of life
for vulnerable people and the Community in which they live.

    Supporting People Partnership Strategic Objectives

The agreed strategic objectives are:

   1. To provide housing related support that will tackle the issues that lead to a
      chaotic and transient lifestyle.

   2. To enable vulnerable people to attain and maintain an independent life.

   3. To commission appropriate and accessible services that will support and
      assist the delivery of the Supporting People Partnership priorities.

   4. To develop services that will assist in creating sustainable communities.

5. To increase effective participation within the Blackpool Supporting People
   Partnership.

6. To develop a range of services that are able to support people from diverse
   communities.

7. To ensure that there are continuously improving services through effective
   assessment and monitoring.

8. To develop services which are value for money, strategically relevant and of
   good quality.

These objectives are linked to Blackpool’s Community Plan 2004-2020 and are
reflected in the Supporting People Partnership Annual Plan.

 Achieving the strategic objectives

The Blackpool Supporting People Partnership will achieve the strategic objectives
by:
     Identifying future gaps in service provision.
     Strengthen and maintain effective consultation methods with all
       stakeholders.
     Developing a range of performance monitoring techniques and outcome
       focused objectives.
     Reflecting and reviewing service provision to meet the needs of the
       Blackpool community.

 Where are we currently?

       o   The total Supporting People grant for 2004/05 was £6.2 million. The
           largest proportion of the grant funds (£2.0m) supported people with
           learning disabilities although the largest client group was older people.

       o   17% of the grant is spent on services for the homeless, 15% for
           people with mental health problems, 13% for older people and 8% on
           services for young people under 25 years old.

       o   A total of 2022 units of support are available to the vulnerable groups
           the programme supports. Of these, 67% are for older people, 12% for
           the homeless, 5% for people with learning difficulties and 4% for
           people with mental health problems.

       o   The Service Review process assesses the quality of service, value for
           money and strategic relevance against a common set of standards. A
           significant proportion of reviews are now complete.


 Where are we going?

In developing this strategy, there has been an opportunity to identify core issues
for vulnerable people with accommodation needs. The main focus for the
Blackpool Supporting People Partnership for the next 5 years will include the
following:

    Older People
   There are a significantly high proportion of older people who require support
   to enable them retain their independence within their own home for as long as
   practicable.

    Generic floating support
   Throughout the identification of needs process and outcomes from the
   reviews completed, the reported lack of adequate floating support provision
   was overwhelming. During a Tenancy Sustainment Workshop, all aspects of
   support currently provided were explored and gaps in provision were
   highlighted, with reference to specific recommendations for future delivery.

    Mental Health
   In identifying the needs of people with mental health issues, the local hospital
   psychiatric unit discharge records were used to determine some of the major
   issues surrounding accommodation. These included delayed discharge times
   and re-admission to hospital due to tenancy failure and the service users
   inability to maintain independent living.

    Access to Accommodation based services for people with multiple needs
   One of the main issues for client groups with multiple needs is the availability
   of appropriate supported accommodation and access to specific floating
   support.

    Research
   During the period of strategy development, the need for further research and
   exploration of gaps has been identified as an underlying and integral issue,
   affecting all services in the town.

    Double counting
   Throughout the gap analysis, the issue of ‘double counting’ of service users
   and potential users became apparent and is a subject that the Supporting
   People Partnership will afford particular attention.

 Our priorities for the next 5 years

   The following list identifies our priorities for the Supporting People
   Programme following consultation with stakeholders:

      Extra care Sheltered Housing Scheme
      Generic floating support service
      Short-term accommodation for people with mental health issues
      Accommodation based service for people with Learning Disabilities
      Direct access shelter for over 25’s
      Assessment Centre for homeless young people
      Short term accommodation for people with Mental Health and Substance
       Misuse issues.
      Refuge places for women with additional needs
      Additional family hostel
      Long term ‘wet’ accommodation including ‘Night Café’
      Expansion of Home Improvement Agency

 Action Plan 2005/06

   An Action Plan has been developed to contribute to the development of the
   programme and will be used to outline specific actions for the Supporting
   People Programme for the forthcoming year. This document will be reviewed
   and amended accordingly.
