2009 Annual Conference

RESOLUTION NUMBER: 2009-01

RESOLUTION TITLE: EXPRESSION OF APPRECIATION TO THE PROGRAM
COMMITTEE

WHEREAS, the responsibility of developing, coordinating, and delivering a program
that challenges, informs, and stimulates the participants requires creativity,
dedication, time, effort, and commitment; and

WHEREAS, Brenda Weisz of ND, Program Chairperson, and the entire Program
Committee have performed in an outstanding manner in preparing the program for
the 62nd Annual Conference of the National Association of State Human Services
Finance Officers (HSFo), so as to meet or exceed the expectations for that
committee,

NOW, THEREFORE, BE IT RESOLVED THAT:

THE NATIONAL ASSOCIATION OF STATE HUMAN SERVICES FINANCE OFFICERS
expresses its sincere appreciation and heartfelt thanks to Brenda Weisz and each
member of the Program Committee, for their efforts in preparing an outstanding
program for the 2009 HSFo 62nd Annual Conference.

RESOLUTION NUMBER: 2009-02

RESOLUTION TITLE: EXPRESSION OF APPRECIATION TO THE ARRANGEMENTS
COMMITTEE

WHEREAS, the logistical task of preparing to host the annual conference, arrange
events, conduct registration, and support the delivery of the annual program
requires significant planning, effort, and commitment; and

WHEREAS, the 62nd annual conference was hosted by the State of Louisiana; and

WHEREAS, Jeff Reynolds of LA, Arrangements Chair and the entire Arrangements
Committee have performed in an outstanding manner in hosting the 2009 National
Association of State Human Services Finance Officers (HSFo) Annual Conference,

NOW, THEREFORE, BE IT RESOLVED THAT:

THE NATIONAL ASSOCIATION OF STATE HUMAN SERVICES FINANCE OFFICERS
expresses its sincere appreciation and heartfelt thanks to Jeff Reynolds and each

RESOLUTION NUMBER: 2009-03

RESOLUTION TITLE: EXPRESSION OF APPRECIATION FOR HOSTING THE HSFo
2008 FALL PLANNING AND BOARD MEETING

WHEREAS, the 2008 Fall Planning and Board meeting was hosted by the State of
Alabama; and

WHEREAS, Terry Bryant and his staff did an outstanding job in preparing for and
hosting the HSFo 2008 Fall meeting in Montgomery, AL.

NOW, THEREFORE, BE IT RESOLVED THAT:

2009 SPRING PLANNING AND BOARD MEETING

WHEREAS, the 2009 Spring Planning and Board meeting was hosted by the State of
New Hampshire; and

WHEREAS, Dague Clark, Simone Roy and their staff did an outstanding job in
preparing for and hosting the HSFo 2009 Spring meeting in Portsmouth, NH.

NOW, THEREFORE, BE IT RESOLVED THAT:

2009 Annual Conference

RESOLUTION NUMBER: 2009-05

RESOLUTION TITLE: EXPRESSION OF APPRECIATION AND WELL WISHES TO
RICHARD(DICK) HUMISTON.

WHEREAS, Richard(Dick) Humiston has recently retired from the State of Idaho, and

WHEREAS, Dick's hard work and tireless efforts to support HSFo through his
committee chair activities, Board positions, and executive officer responsibilities has
contributed greatly to the organization, and

Whereas, Dick's continued involvement as a Past President is important to the
success of the HSFo organization,

NOW, THEREFORE, BE IT RESOLVED THAT:

THE NATIONAL ASSOCIATION OF STATE HUMAN SERVICES FINANCE OFFICERS
expresses its sincere appreciation and heartfelt thanks to Richard(Dick) Humiston for
his hard work and commitment to HSFo, and wishes him a very satisfying and
rewarding retirement.

HUMAN SERVICES FINANCE OFFICERS RESOLUTION
2009 Annual Conference

RESOLUTION NUMBER: 2009-06

RESOLUTION TITLE: EXPRESSION OF MEMORIAL OF JOHN THOMSON.

WHEREAS, Past President John Thomson recently passed away from a long illness,
and

WHEREAS, John has been a member of the HSFo family since 1976 representing the
Great State of Texas, and

WHEREAS, John worked hard supporting HSFo through his participation in various
committees including serving as chairperson, and

WHEREAS, John served on the HSFo Board of Directors as a Regional Director,
Executive Officer and the 1998 HSFo President, and

WHEREAS, John will always be remembered for his love of family, life and HSFo,

NOW, THEREFORE, BE IT RESOLVED THAT:

THE NATIONAL ASSOCIATION OF STATE HUMAN SERVICES FINANCE OFFICERS
expresses its heartfelt sorrow to John's widow, Elaine and his family.

HUMAN SERVICES FINANCE OFFICERS RESOLUTION
2009 Annual Conference

RESOLUTION NUMBER: 2009-07

RESOLUTION TITLE: THE AMERICAN RECOVERY AND REINVESTMENT ACT(ARRA)
OF 2009

Whereas, The American Recovery and Reinvestment Act of 2009 was signed into law on
February 17, 2009, and

Whereas, States have received funding under the ARRA without also receiving clear and/or
written guidance on what constitutes acceptable accountability and transparency as required, and

Whereas, States have not received clear and/or written guidance on acceptable re-allocation of
State general fund savings due to ARRA increased FMAP, and

Whereas, the Federal Government has encouraged quick use of the ARRA funds to prevent
service reductions and stimulate the economy, and

Whereas, the ARRA has provided funding to the OIG to increase staff for the
purposes of audit in conjunction with federal program agencies indicating their intent to assure
increased oversight and audit, and

Whereas, the ARRA has not provided additional funding to State Centralized or
Human Services financial divisions to improve financial management and/or reporting systems.

NOW, THEREFORE, BE IT RESOLVED THAT HSFo REQUESTS:

States be held harmless to required reporting and related audit and oversight, except
where specifically required by ARRA, to be no more stringent than requirements prior to
passage of ARRA, and that

States be held harmless for re-allocation of State general fund savings, except where
specifically prohibited by ARRA from deposit to a "rainy day fund", and that

Financial management and reporting rules under ARRA be subject to, and not imposed until, they
have been proposed, commented and issued, following established rule-making procedures; and
that

Except where specifically required by the ARRA, such rules will be applied no sooner than 60
days after publication.
