RE: GRANT REQUEST TO CLEAN UP DEBRIS AND SECURE PROPERTY

Mr. Villacorta,

Please find attached a grant request form for a neighborhood cleanup of the properties
located at 1020 and 1024 NW 2nd avenue.

We will be organizing a clean up of the rear of the two properties, which are littered with
trash and debris. The project is a follows:

   -   Rental of Bobcat for one day
   -   Hiring of neighborhood workers with chainsaws to cut vegetation – Liability and
       Wokman’s Comp insurance to be provided to owner.
   -   Disposal of debris
   -   Placement of a temporary construction fence to secure the rear of property
   -   Secure window and door openings to prevent access.

The OMNI/PARK WEST REDEVELOPMENT ASSOCIATION will manage the project
and hire workers and rent equipment directly, requesting reimbursement or payment
directly to vendors. The association will also charge a 15% administrative fee for the
project.

At this time, the intent is to have the City of Miami’s solid waste department pick up the
debris, thus saving on the disposal costs. However, should this not be able to be
organized, private dumpster fees will apply.

Mr Villacorta, as you have the ability as Executive Director to approve up to $4,500.00
without Board approval, we request that you immediately approve this small, but
beneficial project so as to permit the event to take place this Saturday, February 27, 2010.
