Chief Ladd called for action on the pending minutes. Chief Noon moved to approved the pending minutes. Chief Shocky seconded the motion and the motion carried on a voice vote. Chief Ladd called on Chief Seibert for the Treasurer’s Report. Chief Seibert presented a verbal and written report. Chief Pruett moved to approve the Treasurer’s Report. Chief Wiegand seconded the motion and the motion carried on a voice vote. Director Lineback presented a written and verbal report on the status of the DARE, SRO, and Chiefs for Kids Safety Divisions (see written reports.) Chief Pruett reported on the Certification Division. He reported on the training that he received. He also asked to revise standard 9.4 removing the bi-annual requirement, but requiring decision shooting as a substitute for the additional live fire. Chief Pruett moved to make the changes to 9.4. Chief Noonan seconded the motion and the motion carried on a voice vote. Chief Milam addressed the status of the Combined Conference. Chief Ladd reported that the Command College Division had a signed MOU with Lincoln University. 300 contact hours would be provided by MPCCF and 12 credit hours would be provided by Lincoln University on-line. Chief Copeland reported on the Business & Law Enforcement Partnership Division. During this report he discussed the current status and the need to for the more participation. Under Old Business the business plan was presented. Chief Batson moved to create a new Division entitled Grant Services Division, to approve the business plan, and for Director Lineback to get a contract for services prepared. Under New Business the DocView issue was transferred to the Association. Chief Shockey moved to adjourn. Chief Batson seconded the motion and the motion carried on a voice vote. Missouri Police Chiefs Charitable Foundation TREASURER’S REPORT (See Report & 990s Attached) DARE DIVISION REPORT The 2009 / 2010 DARE funding was released to the training center. The distributed funding will only allow the MPCCF Training Center the opportunity to have one DOT for the contract period. The next scheduled DOT, following the 2009 September class, will be in September 2010. Visit the MPCCF web site to review current DARE information or visit Missouri.DARE, the Missouri DARE Officers Association’s (MDOA) web site. The MDOA recently announced the 2010 State Conference will be held in Columbia, Missouri. The MPCCF has Over the Counter (OTC) Drug Prevention workbooks. Any officer who has completed the required training may request these “Free” workbooks. Workbooks for the OTC Program will be shipped to you by means of the MSHP to the closest troop headquarters or the workbooks can be picked-up at the training center. DARE America has released a new Middle School Program. The new middle school program was tested and certified by researchers at Pennsylvania State and Arizona Universities. The program is currently listed on the National registry of Evidence-based Programs and Practices (NREPP). The MPCCF has coordinate training sessions (using mentors) in several regions to teach-the-teachers this new curriculum. If an officer did not attend one of these training sessions, a December date will be set at the MPCCF in Jefferson City. This will be mandatory training for all DARE officers who currently teach the Middle School DARE Program. There will be POST credits offered with this training, 2 – Technical & 2 - Skills. There will be a phase-in period to allow all DARE officers the opportunity to get this training and use-up old middle school workbooks prior to purchasing new workbooks. Mr. Charlie Foster was selected as the International Educator of the Year by DARE America. He was recognized at the July DARE America International Conference in Orlando, Florida. Charlie was the first educational advisor in the state of Missouri. He has been involved with the DARE Program since 1988. Charlie has now retired and lives in Jefferson City. Charlie Foster has been know to walk on water, but he’ll clearly tell you the good Lord told him where the rocks were located. Congratulation to Mr. Charlie Foster. Mike has been attending a by-monthly State Advisor Council Meeting for the Division of Alcohol and Drug Abuse, Department of Health. MPCCF is a vendor for the Department of Health due to the DARE Program being funded by the Division of Alcohol and Drug Abuse. 2000 DARE workbooks were distributed to law enforcement agencies who had stated that they needed the assistance. The following agencies were: California PD (100), Everton PD (200), Lamar PD (200), Atchison Co. S/D (100), Webster Co. S/D (400), Monroe Co S/D (100), Miller Co. S/D (100), Pemiscott Co. S/D (100), Pineville PD & McDonald Co. S/D (400), Archie PD (100) and Pleasant Hope PD (100). SRO DIVISION REPORT Advanced SRO Training was conducted July 13 thru 17, 2009. The agenda and program was designed to benefit all SRO currently serving in that capacity. The Advance program had 28 SRO’s in attendance. Highlights to the training were school visits for an Active Shooter Program, CPTED and a visit to the Juvenile Detention Center. The MSROA / Educator Conference at Osage Beach was a complete success. Over 175 officers and educators registered for this conference. The MSROA Executive Board is looking forward to next years program. If anyone desires a certain program, please contact the MSROA Executive Board. Chiefs for Kids Safety Division Report On August 26, 2009, the Children’s Trust Fund of Missouri requested our assistance with providing 3 convertible car seats. These seats will be used by the educational staff at the local high school for new mothers. On July 09, 2009, the Jefferson City Police Department requested and received 2 car safety seats for departmental use. On 09-03-09, the MPCCF donated 4 car seats to the Special Learning Center of Jefferson City. These four seats replaced damaged seats that were being used in the Learning Center’s van. The Chief’s Safety for Kid’s Program has provided a total of 166 car safety seats since January 1, 2009. We recently had nine walk-ins at the MPCCF requested safety seats. These nine request were for infants seat whose mothers were still in the hospital following child delivery. We have a limited supply of safety seats (1 High Back Booster & 19 Convertible Seats). A new request was submitted to the Department of Highway Safety for additional seats. Currently, we have 181 bike helmets in stock. On September 8, 2009, the MPCCF donated 144 bike helmets to the local Optimist Club for a major bike safety event connected with the “Tour of Missouri” program. If you are planning a safety event, contact Sheldon for car seats or bike helmets. Free safety literature can be obtained by going to the Highway Safety web site (www.modot.mo.gov/ordersystem) or calling (573) 751-5413. COMMUNITY SUPPORT BY MPCCF The training facility has continued to allow organizations and civic groups the opportunity to utilize our facility. We have had the Special Olympics, Cub Scouts and several civic groups utilize the training center. CERTIFICATION DIVISION REPORT (See Maryland Heights Report Attached.) TRAINING DIVISION REPORT (See Report Attached.) DITEP – Drug Impairment Training for Educational Professionals, a 16 hour post certified training program will start in October. Five locations have been designated as trial training sites. The first Springfield has filled and another training date was added to the list. This is a free program recommended for school staff, SRO’s and DARE officers. The only cost is for each attendees meals and lodging. This is a program similar to DRE, but less intense.
