					                   EXECUTIVE SUMMARY
 TAMWORTH BOROUGH COUNCIL VOLUNTARY AND COMMUNITY SECTOR
                COMISSIONING FRAMEWORK

In line with national best practice, Tamworth Borough Council has conducted a
review of the current framework, process and procedures for awarding grants to
voluntary sector organisations.      This has been to inform an “intelligent
commissioning” approach to funding for implementation in 2010. The review is built
on existing good practice such as the 14 point funding framework developed by
Tamworth Borough Council (TBC) in 2005 and ensures that new commissioning
procedures are Compact compliant, clear and transparent.

The Council currently provides direct annual support of £164,000 through grants to
six voluntary sector organisations and additional one off sports, arts and small grants.
A further £80,000 is given in-kind through rents and building subsidies. Other service
specific funding is paid to the voluntary and community sector via individual
agreements with TBC services, such as Housing.

Having a robust commissioning framework will:
    Improve the clarity and accountability of funding to the third sector.
    Bring consistency to how we work with partner organisations
    Extend the opportunity of funding to more local voluntary and community
       organisations through healthy competition.
    Provide a more robust framework to effectively manage the performance of
       contracts, which will improve services for residents
    Ensure value for money is achieved.
    From a Corporate perspective the VCS CF provides added value in that with
       amendment it could form the basis of a robust Corporate Commissioning
       Framework which would accelerate our progress to becoming a
       Commissioning Authority.
