Following CEN and CENELEC
approval of BT/ JWG – EM Final Report,
and decision to create new ad hoc technical Bodies,

Italy UNI has proposed to CEN 2 Task Forces on

* Energy Management,
         for Standards on : - EMS –ESCO –EM;

* Energy Efficiency and Saving Calculations.

CEN has asked NSBs approval of the proposal,
and their interest in taking on the Secretariats.

By the same time France AFNOR has proposed

to create a “Sector Forum: Energy Management”

to continue the consulting activity previously done by
   the CEN/CLC BT/ JWG – “Energy Management”

Meanwhile UNI/ CEI have established a
national “Mirror Group” : UNI/CEI/ GGE

to interact with the corresponding CEN/ CLC Task Forces,
plus specific Working Groups to prepare
National Standards on :

- “Energy Managers and Experts”

- “ Energy Service Companies- ESCO”                              3

On 29.6.06 CEN decided to create:

• TF 189 – “Energy Management”, led by Italy UN
                                                     CTI Secretariat
• TF 190 – “Energy Efficiency and Saving Calculations”

• Sector Forum – “Energy Management”, led by AFNOR

CENELEC followed CEN joining the TFs and SF.

TF 189 had its kick-off meeting in Milan on 20.11.06
with 24 participants from 10 countries.

3 Project Teams have been created
for the Standards to be developed:

• PT – “Energy Management Systems”,
       led by Sweden SIS;

• PT – “Energy Service Companies- ESCO”,
        led by Italy UNI/CEI;

• PT – “Energy managers and experts”
        (in a stand-by status waiting for CEN general Guidelines
       for Standards on qualification of personnel)              5

                Approved with 8 positive votes and 1 Abstention

 Title:
“Energy Management and related services
-General requirements and qualification procedures”.

Scope :
“To elaborate EN standards in the energy management and related
 services field:
    •Energy Management Systems: definition and requirements
    •Energy Service Companies (ESCO):
       definition, requirements and qualification procedures;
    •Energy Managers and Experts:
      roles, professional requirements and qualification procedures.”   6

Resolution n.2 – Adoption of New Work Item on
                 “Energy Management Systems”
                  The decision was taken by unanimity.

Title:
“Energy Management Systems: requirements with guidance for use”.

Scope:
“This standard specifies requirements for an energy management system, to
   enable an organisation to take a systematic approach to the continual
   improvement of energy performance. The standard lays down requirements
   for continual improvement in the form of a more efficient and more
   sustainable use of energy, irrespective of the type of energy. The standard
   does not itself state specific performance criteria with respect to energy.”

Resolution n.3 –Pre-adoption of New Work Item on ESCO
                The decision was taken by unanimity.

Title:
     “Energy Service Companies (ESCOs):
       definition, requirements and qualification procedures.”
 Scope:
     “This Standard specifies definitions, requirements and evaluation
        methods for Energy Service Companies (ESCOs) and services
        they provide.”

• Decision n.5 –Adoption of a new Work Item on
               “Energy managers and experts”
  TF decides to wait for CMC communication since possible interferences
  with BT JWG 192 “Qualification of Personnel”could lead to problems of
  competence.


• Decision n. 6 –Next meetings
  Next plenary meeting (duration 1 day) will be held in Milan
  on 25.05.07

TF 189/ PT-“Energy Management Systems”
had its kick-off meeting in Brussels on 25.1.07
with 20 participants from 10 countries.

The EN Standard on EMS will be based
on the comparison and on agreed compilation
of the 3 existing Standards: Danish, Swedish, Irish;

plus the NOVEM Specification for Netherland,

and the German VDI Specification.

U.S. ANSI MSE 2000 will also be considered.

Energy Management Systems standard spec.

• Consistency with the ISO 14001 Environmental management systems
  standards and practices;

• Using common “management standards jargon”;

• Concentrated normative text, accompanied by informative annex(es);

• Avoid creating unnecessary bureaucracy;

• The Energy Management Standard shall work as a “module”to fit into an
  organisation’s management system;

• Follow the Irish, Danish, Dutch and Swedish example.

The EN Std will be congruent with
 the Directive 2006/ 32/EC on Energy Services and
the EC “Action Plan for Energy Efficiency”.

A Mandate is expected fron the EC – DG TREN
   to CEN and CENELEC

to produce the EN Standards needed by the ESD,
   including the one on Energy Management Systems.

to plan an ISO Standard on EMS,
congruent with ISO 14 000,
on the basis of the EN Standard under
 definition and US ANSI MSE 2000.
