Job Title:                 Business Energy Adviser – Thames Gateway South Essex Leading a Low
                           Carbon Economy Programme

Job Type:                  Full Time – Maximum 3 year Fixed Term Contract up to 31 December 2012

                           Groundwork South Essex, constituent local authority project partners (led by

                           Working with the Business Energy Adviser to ensure the successful
Job Aim:                    achievement of the outputs and desired impact of the TGSE Leading a Low
                            Carbon Economy programme on behalf of the partnership. The position of
                            Business Energy Adviser will specifically:

                               •   Support small and medium sized businesses to reduce their carbon
                                   emissions through the provision of technical support, specialist low
                                   carbon advice and environmental audits.

                               •   Manage business relationships through the coordination of specialist
                                   environmental advice from a range of business support agencies and
                                   specialists

                               •   Work with businesses to support the development of environmental
                                   policies and grant funding applications

Salary:                    £27,918 to £35,391

Overall Purpose of the Post of Business Energy Adviser

The post of Business Energy Adviser is part of a team managing an innovative and dynamic TGSE
Leading a Low Carbon Economy Programme (TGSE LLCEP) up to 2012 in the first instance. The

programme is funded by the East of England European Regional Development Fund (ERDF) and by a
range of delivery partners.

The aim of the programme is to help small and medium sized enterprises (SMEs) to reduce their carbon
footprint and therefore increase their competitiveness. A co-ordinated programme of support will be
provided at an individual business level, including expert advice on ‘greening’ businesses such as how to
use products and services more efficiently, identifying tailored carbon reduction solutions and providing
small capital grants for investment in carbon reduction processes and equipment. This will be achieved
through the management of three stages of programme activity:

    •   Stage 1 - Engagement & Awareness: including business engagement events, learning
        workshops and road shows; 1-to-1 business engagement sessions; marketing, awareness raising
        and networking for SMEs in South Essex; development and implementation a Business
        Engagement & Marketing Strategy; and production of publicity materials
    •   Stage 2 - Diagnostic & Assessment: Initial audit, additional audit & diagnostics; development
        of Environmental Business/Action Plans for SMEs; and the design of bespoke support packages
    •   Stage 3 - Carbon Reduction Solutions: Provision of advice on delivery of Environmental
        Business/Action Plans; a tailored grants programme; advice and guidance of other available
        grant/loan schemes; specialist consultancy for businesses to develop environmental technologies
        and markets; development & implementation of a dissemination strategy of best practice (both
        technical and partnership ways of working); guidance on bulk purchasing & procurement; and a
        mentoring scheme for SMEs on environmental business practices, processes and services
The overall aim of the post of Business Energy Adviser is to lead on the delivery of the Diagnostic &
Assessment stage and on aspects of the Carbon Reduction Solutions stages of the programme working
across and on behalf of the partnership. They will act as a broker on behalf of businesses to create
beneficial relationships, helping to identify and access funding and services to ‘green’ their businesses
and deliver their low carbon ambitions. The successful post holders will work across the partnership and
Thames Gateway South Essex region to deliver the programme’s aims and objectives and to enhance
the partnership’s reputation for professional excellence in the area of low carbon economy, business
engagement and business support.

About the Partnership

The TGSE LLCEP is managed by a partnership comprising of Essex County Council, Groundwork
South Essex, Southend Borough Council, Basildon District Council, Rochford District Council, Castle
Point District Council, Thurrock Council, Thurrock Thames Gateway Development Corporation, Thurrock
Local Enterprise Agency and National Industrial Symbiosis Programme. All activities under the
programme are agreed by the Green Business Partnership Steering Group and managed by the Green
Delivery Group.

                               To translate the TGSE LLCEP business case into realistic implementation

                               Assessment and Carbon Reduction Solution stages.

                               To manage the relationships between businesses and suppliers on behalf
                               of the partnership.

                               To contribute to the development of the programme’s Work Plan.

                               To develop and maintain partnerships across TGSE, the wider East of
                               England Region, and elsewhere in the UK on low carbon economy and
                               business engagement initiatives, bringing the learning back into the
                               programme.
Standards                         • Objectives for the delivery of the Diagnostic & Assessment and
                                      Carbon Reduction Solution stages of the programme are set in
                                      consultation with the Green Business Partnership Steering Group
                                      and the Green Development Group.
                                  • Successful delivery of the Diagnostic & Assessment and Carbon
                                      Reduction Solution stages of the TGSE LLCEP business case.
                                  • Development and maintenance of a comprehensive three year
                                      partnership resource and delivery plan for the Diagnostic &
                                      Assessment and Carbon Reduction Solution stages of the
                                      programme.
                                  • Membership of the Green Delivery Group.
                                  • Represent the programme at partner meetings and externally, as
                                      required.
                                  • Research best practice & existing provision in relevant
                                      environmental legislation the low carbon agenda, and business

Duty 2 (60%)                   Business Management & Development

                               To manage the journey of individual businesses throughout the Diagnostic
                               and Assessment process including establishing brokerage services for
                               individual businesses on existing provision; and providing a ‘one-stop’
                               approach to environmental information and environmental business support
                               for businesses in South Essex

                               To manage and implement the Diagnostic and Assessment strand of the
                               TGSE LLCEP working to ensure synergies between different programme
                               strands and objectives

                               To carry out environmental audits and develop bespoke environmental
                               business action plans

                               To identify, procure and manage the commissioning of external service
                               providers to assist businesses in identifying appropriate and relevant
                               carbon reduction solutions.

                               To work with businesses and specialist business support agencies to
                               develop deliverable low carbon projects and to secure grants for specialist
                               consultancy services available under the Carbon Reduction Solution stage.

                               To liaise directly with economic and business support officers in each
                               locality

                               To be accountable for the identification, management and reporting of risks

                               surrounding the delivery of Diagnostic & Assessment and Carbon
                               Reduction Solutions stages of the TGSE LLCEP

                               To contribute to the achievement of the desired outputs and impact of the
                               Diagnostics and Assessment and Carbon Reduction Solutions stages; and
                               to support the achievement of the Engagement & Awareness stage.

                               To contribute to the preparations for the Mid Term and Final Evaluation of
                               the TGSE LLCEP

Standards                          • TGSE LLCEP documentation and processes consistent with agreed
                                     programme and ERDF standards and procedures, and adopted by
                                     all staff in the management of the programme
                                  • Risks are managed in line with the TGSE LLCEP risk processes,
                                     procedures and standards.
                                  • A balance is achieved in terms of business support across the
                                     region throughout the life of the TGSE LLCEP
                                  • Delivery plans to be realistic and achievable within time, budget and
                                     other resource constraints.
                                  • Progress reports produced on the Diagnostic & Assessment
                                     component and submitted to the TGSE GBP and GDG
                                  • TGSE LLCEP outcomes and outputs are delivered according to
                                     aims, goals and objectives within time frame and budget and as
                                     detailed in the Work Plan.

Duty 3 (10%)                   Programme Monitoring & Evaluation

                               To monitor, evaluation, identify and disseminate learning and best practice
                               from the Diagnostic & Awareness & Carbon Reduction Solution stages of
                               the TGSE LLCEP based on the findings of Monitoring and Evaluation
                               exercises.

                               To establish and maintain systems and data on performance against
                               business performance and reductions in carbon emission achieved as a
                               result of the programme

Standards                          • Development of TGSE LLCEP specific Monitoring & Evaluation
                                     processes for the Diagnostic & Awareness stage of the programme
                                  • Ensuring reporting is appropriate and timely.
