							UKIERI Professional and Technical Skills - Engineering
BAE and HAL Partnership Opportunity
BAE Systems and Hindustan Aeronautics Limited (HAL) are offering UK and Indian
technical and vocational training institutions a unique opportunity for collaboration in
the delivery of an education and training partnership project as part of the UK-India
Education and Research Initiative (UKIERI).

Partners in both countries are sought to work alongside BAE and HAL in the
development and delivery of an initial apprenticeship programme which is the first
stepping stone to a career in Engineering and have the opportunity of becoming part
of a team involved in the production of aircraft.

Applications are invited from UK and Indian technical and vocational training
institutions as part of the Professional and Technical Skills strand of UKIERI. The
deadline for applications is 26 October 2007 and successful applicants will be
announced in early November 2007. The project will be funded for up to 3 years.

Background Information
BAE Systems and Hindustan Aeronautics Limited (HAL) have a contract to deliver
and assemble Hawk training aircraft in India which creates a demand for skilled
engineers with the necessary competencies.

The project will focus on HAL’s general Engineering Apprentice Programme that
develops young engineers who then have the opportunity of progressing to develop
the skills needed to become assembly engineers.

The project will look at linking HAL’s Engineering Apprentice Programme to global
industry standards and BAE’s current apprenticeship best practice. The aim of the
partnership will be to develop a focused, industry-driven apprenticeship programme
to meet BAE and HAL’s requirements for skilled aeronautical technicians.

Proposals are invited from UK colleges and training providers who would be able to
join and contribute to the partnership between BAE and HAL through their
experience in workplace delivery and assessment, industry based curriculum
development, quality assurance and teacher training in the area of aeronautical
engineering.

BAE Systems is a global company engaged in the development, delivery and
support of advanced defence and aerospace systems in the air, on land and at sea.
The company designs, manufactures, and supports military aircraft, combat vehicles,
surface ships, submarines, radar, avionics, communications, electronics, and guided
weapon systems. It is a pioneer in technology with a heritage stretching back
hundreds of years and is at the forefront of innovation. BAE has major operations
across five continents and customers in some 130 countries. The team involved with
this project have experience of delivering training to HAL as part of the contract for
Hawk aircraft. The team have to date delivered over 150 man months to over 180
delegates within the UK and have also visited HAL and had first hand experience of
HAL’s training centre. The team have also had involvement with UKIERI with the

Along with this, the site (located at Brough, East Yorkshire) BAE has a number of
individuals based in Bangalore as part of a Technical Assistance contract to HAL.

The team have been involved in apprenticeship training programmes through
delivery of apprenticeships and management of apprenticeship and still have strong
linkages to the apprenticeship programme today.

Hindustan Aeronautics Limited is a premier defence (Public Sector) undertaking
with 16 manufacturing units and 9 Research and Development Centres in 7 locations
in India. The company has an impressive product track record with12 aircraft models
manufactured and a further 14 models produced under license.

The team which will be in involved in the project is a part of the Technical Training
Institute (Training Department) and have vast experience in delivering training to
trade apprentices under statutory provisions for four decades.

The number of trade apprentices undergoing training at any given point of time is
around 400. Number of Engineering Graduates and Engineering Diploma holders
undergoing training at any given point of time is around 250. The team have also
been involved in training of newly qualified technicians to enable them to work on
aircrafts, helicopters and aero engines.

Project Objectives
The project aim is to develop skilled Indian technicians through HAL initial
apprenticeship programme who will have the opportunity to progress to gain the skills
needed for the assembly aircraft.

Applications are invited from centres of vocational and technical excellence in India
and UK who will be able to join HAL and BAE in developing initial apprenticeship
training programmes which will meet Indian national standards and be benchmarked
to global standards.

UK and Indian colleges wishing to submit an application will be asked to provide
evidence of their track record in:

-      Training of trainers, assessment and delivery of competency based
       qualifications.

-      Knowledge transfer and exchange of best practice in terms of industry
       based curriculum development, delivery and quality assurance.

-      Evidence of successful partnership working and international experience

-      Evidence of successful partnerships with employers

-      Track record in the delivery of programmes and training in aeronautical and
       related engineering sectors.


Funding and administration:
Applications will be reviewed by an assessment panel which will include
representatives from BAE.
Successful applicants will work alongside BAE and HAL and be supported by a total
grant of £53,000 which will be awarded to the consortium. The primary purpose of
the funding is to cover reasonable travel, accommodation and dissemination costs.
The funds are not intended to contribute towards direct costs of staff time associated
with the project nor for administration or other overheads.

In the case of a consortia application, the proposal should be submitted by a ‘lead
applicant’ college which will subsequently hold the contract with the British Council.

Please note the hard copy version of all proposals must be signed by the Principal of
the applicant college. In the case of consortia projects, the proposal should be
submitted by a lead college which will be responsible for co-ordination and reporting
but should be signed by the Principals of all participating colleges.
