United Nations Development Group Country Team Assessment
Tool

Professional Competence
         Definition: Understanding and creativity in applying the concepts and tools of
         UN reform. Degree to which the Representative stays abreast of latest UNDG
         developments and proactively promotes them:

         Note: Assessment Items (Behavioural Indicators) are taken from the following RC
         and Country Team Competencies: Analytic Judgment, Strategic Perspective,
         Flexible Decision Making, Organizational Acumen, and Commitment to Learning &
         Development.

         Behavioural Indicators for Professional Competence:

                1. Understands sources of authority and influence and how to
                   appropriately leverage them in the service of the UNDAF while
                   upholding the values of the UN.

                2. Considers the impact of various courses of action on the
                   achievement of UNDAF goals rather than thinking only of their
                   particular agency.

                3. Prioritizes own activities and those of her/his agency to support the
                   Country Team in the achievement of UNDAF goals.

                4. Appropriately manages the tradeoffs between short term programs
                   and the UNDAF when making decisions.

                5. Contributes and shares learning with other members of the Country
                   Team based on own area of competence and the expertise of his/her
                   agency and encourages others to do the same.

Communications Skills:
         Definition: Effectiveness in communicating the idea of “one UN” and the UNCT
         goals, to agency staff and external partners.

         Note: Assessment items (Behavioural Indicators) are taken from the
         competencies of Communication, Cultural Adaptability and Sensitivity, and
         Commitment to Learning and Development.

         Behavioural Indicators for Communications Skills:

                1. Builds effective alliances with colleagues in other UN agencies that
                   help to break down barriers to the achievement of the UNDAF.

                2. Demonstrates through own behavior the value of acting as “one UN”
                   and supporting the UNCT in the achievement of UNDAF goals.

                3. Seeks “win win” solutions that contribute to an environment where
                   people focus on the larger good and the shared goals of the UN and
                   UNCT as stated in the UNDAF.

                4. Promotes the sharing of knowledge and information across the UN
                   community in the country and region.

                5. Balances the advancement of the vision from their agency with the
                   priorities of the country team as described in the UNDAF.

Quality/Quantity of Work
          Definition: Contribution to leadership in UNDAF Results Matrix goals and
          UNCT activities. Productivity in terms of efficiency and effectiveness of
          performance against agreed Agency commitments to UNCT work plans (RCS
          annual work plan &/or UNDAF results matrix, theme group work plans, etc…)

          Note: Assessment items (Behavioural Indicators) were taken from Results
          Oriented, Organizing and Coordinating, Implementing the Vision and Influence to
          Action.

                 1. Takes personal responsibility for delivering the results and achieving
                    the success that is expected of the country team in the achievement
                    of the UNDAF.

                 2. Contributes to the ability of the country team to adjust its efforts to
                    the actual conditions and/or priorities in the host country while
                    maximizing alignment with the UNDAF.

                 3. Develops ambitious but realistic milestones for her/his agency’s
                    contribution to the UNDAF.

                 4. Enhances productivity of the country team and alignment of Country
                    Team efforts with the UNDAF by assuring that work assignments are
                    fair and maximize the skills and involvement of the various agencies.

                 5. Organizes people and resources effectively in own agency to enable
                    the country team to achieve the UNDAF.

Commitment to the Team
         Definition: Demonstrated willingness to lead and support common efforts and
         accept collective responsibility on UNCT decisions. Contribution to managing
         decision making in the UNCT and taking personal responsibility for timely and
         appropriate action. Effectiveness in working harmoniously with other UNCT
         members, including by sharing information.

         Note: Assessment Items (Behavioural Indicators) were derived from the
         competencies of Team Commitment, Building and Maintaining Relationships,
         Managing Conflict and Stress, and Courage.

         Behavioural Indicators for Commitment to the Team:

                1. Supports country team decisions in public even though s/he may
                   disagree with decisions reached within the country team.

                2. Proactively represents the ethical standpoint of own agency and the
                   UN community to the host country government and other partners.

                3. Contributes to an open and transparent communication on the
                   country team by sharing information, keeping people informed, and
                   encouraging openness and transparency.

                4. Personally contributes to country team activities -- does not seek
                   opportunities to delegate country team participation to another
                   member of own team

                5. Contributes to a spirit of collaboration in the service of the UNDAF
                   rather than competition with other agencies.

Team Leadership Skills


          Definition: Ability to develop and communicate a vision; to plan, organize and
          delegate work; to lead, motivate, guide and develop the UNCT; communicate,
          build a team and maintain a harmonious atmosphere.



          Note: Assessment items (Behavioural Indicators) have been taken from the
          competencies of Implementing the Vision, Influence to Action, and Team
          Commitment.



          Behavioural Items for Team Leadership:




                   1. Articulates an engaging vision of the UNDAF and communicates it
                      effectively to other agencies in the country team.

                   2. Accurately assesses the strengths and weaknesses of colleagues
                      on the country team in order to use their talents effectively in
                      country team activity in support of the UNDAF.

                   3. Creates an atmosphere on the country team where ideas can be
                      constructively challenged and debated and conflicts resolved in an
                      open, collegial, and transparent manner.


                   4. Demonstrates the ability to marshal resources from across the
                      various agencies in support of country team activity in support of
                      the UNDAF.

                   5. Ensures that the various agencies are recognized for their
                      contributions to the country team.


                 6. Demonstrates understanding and sensitivity to the traditions and
                    cultures of the various people and agencies on the country team.


                 7. Ensures that roles and responsibilities as well as objectives and
                    measures for the country team are well understood by all members.
