              starting from NETCODE project discussed on current changes within the
              social parties organizations connected with the launch of the Information
              Society and how universities and social parties can cooperate to define
              continuous training process to manage these changes.

Nr. project agreements between education centres and social parties identified:
     Organismo Bilaterale per la Formazione, involving representatives from the
        social parties and the regional government
     Training agreements between some faculties of local Universities (such as
        Business Studies and Engineering) and employers‟ associations for student
        placements
     Forum per l‟Innovazione: it is an agreement signed by University of Palermo
        and municipalities, unions and employers‟ associations which operate in the
        Alto Belice area, which main objective is to consolidate the relationships
        between the University and local boards in the field of dissemination and
        management of innovation


Nr. local networks complementary to NETCODE
     “Borse di ricerca per innovare i sistemi locali” is a project funded under the ESF
        by the Regional Administration, promoted by SINTESI and supported by the
        Universities of Palermo, Catania and Messina, the Chamber of Commerce of
        Palermo and the Regional Employers‟ Union, which aims at funding research
        grants for carrying out thesis work within local companies. The project intends
        also to encourage continuous cooperation between universities and companies,
        thanks to the support of entrepreneurial associations, for R&D and
        technological innovation in production systems
     P.I.T.: SINTESI is involved in a Integrated Local Project (Progetto Integrato
        Territoriale) in the area of Alto Belice Corleonese, grouping municipalities,
        unions, employers‟ associations between the towns of Palermo and Agrigento
        and the University of Palermo to implement a common local development
        strategy. SINTESI and the University of Palermo are involved in some
        innovative actions, among which the set-up of a liaison office to facilitate
        technology transfer and spin-off activities
     Minerva & Vulcano: it is a project managed by the training centre of
        Confindustria, the main national employers‟ association. It has been carried out
        also at regional level, identifying and analysing best practice cases of
        university-enterprise cooperation

Nr. transnational networks complementary to NET CODE
     ETUV is a transnational project funded under Leonardo in 1995, preparing
        unionists for the role of innovation agents, in order to promote and manage
        innovation & change within the European Unions. Project outcomes will be used
        for the NETCODE project
     COLABORA and CREATEL: these are two European projects in which
        SINTESI and CREA are partners, which aim at the design, testing and
        validation of a virtual environment for knowledge management and e-learning
        through an Internet platform which enables European SMEs to share new
        distance learning opportunities, to exchange experiences and get business
        services

       relationships within different sectoral branches of the labour market) and the
       broader offer of services provided by the employers‟ association to associated
       companies asking for higher specialisation and operational knowledge in other
       fields than the traditional ones


Indicators of impact :

      broader concept of the mission of the social parties: as a result of the survey
       phase, it comes out that both employers‟ and trade unions are aware of their
       new role further to the introduction of new technologies and the impact they
       have had on the labour market, and have started to identify competence
       needed to fulfil their members‟ expectations and provide better qualified
       services
      through the experience acquired in the frame of NETCODE, the social parties
       involved regionally have expressed their interest in consolidating the
       cooperation with SINTESI and the University of Palermo for other joint projects
      open-minded attitude to Europe: during the transnational project meetings and
       training seminars, representatives from participating employers‟ and trade
       unions have taken this chance to exchange information on their organizations
       (in Palermo, through informal events, in Springe through a visit that the
       members of CGIL union have carried out to the headquarters of IG BCE union
       in Hannover). The communication in a foreign language is still a problem.

Indicators of realisation :

      In the case of the trade union (CGIL), 14 people have been interviewed (almost
       2 hours each)
      from which 22% are women, 78% are men

       been interviewed

      In the case of the employers‟ association (Confindustria Sicilia), 18 people have
       been interviewed (almost 2 hours each)

      staff people working both at the employers‟ association regional headquarters
       and at the 9 decentralised offices throughout the region have been involved

Indicators of result :

      The survey has been addressed to key functions/positions within the social
       parties organisations, both technical and administrative tasks
      Due to the low number of questionnaires filled in and the use of an approach of
       direct contact with the target group, no advanced method for data processing
       has been used, using a qualitative approach to the statistical analysis of data
      A draft of questionnarie was proposed by SINTESI and used by almost all
       partner, who then adapted it to local needs and language, accompanied by an
       introductory letter with some clarifications and info on the project
      During the Springe training seminar no common report structure was used by
       regional coordinators, thus the German partners suggested to use group work
       sessions to compare data at transnational level, using visualization techniques
       such as the Metaplan method. This method was run very successfully.

Indicators of impact :

            improved consistency between continuous training demand and offer: ECAP
             training centre, supported by SINTESI, started to design a pilot training
             curriculum based on the needs coming out from the survey, as it seems that
             training organised for heads of departments have been sofar either too
             specific, or focused on basic knowledge, by no means affecting the field of
             competences needed to perform their daily tasksimproved communication
             within the partners' organizations: the participation in the regional working
             group, in the transnational meetings and in other project activities enabled
             the representatives from the social parties to work together both on the
             definition of their needs and in finding out solutions, and also to cooperate
             with the university and the training centre.
            All partner organization have also started a fruitful dialogue on NETCODE
             main issues with the regional administration (Council for Labour)

        We defined four sections for the work on the specified subjects and suggested
        a coordinator for each section. The foreseen outputs will be: communication
        tools and strategies, pilot training programmes, models/suggestions for
        European integration, organisational development best practices.


Indicators of result :

      info on the project Web site should be more regularly updated, but big efforts
       have been carried out to improve the sections reserved to project partners to
       communicate („Forum‟) and to access project documents („project management‟
       section)

      on occasion of the May national conference, wide dissemination concerned
       Universities, social parties both at central and decentralised level, public bodies,
       training and innovation centres, etc… The survey phase was also an occasion
       to sensitise social parties staff to the project objectives (through fax, phone, e-
       mail and direct contacts)
      transnational group work has been significantly boosted during the Springe
       seminar and it will be further improved through the thematic forum. The same
       electronic tools will be used not only to increase communication and distance
       work, but also to provide expertise on line, to make available to other partners
       best practice cases and to exchange experience acquired in the frame of other
       projects.

Indicators of impact :

      All interviewed people agree that IT facilitated and improved services delivered,
       it shortened times, improved work quality, made communication quicker
      There are good IT systems in use, but people are not ready to exploit them at
       the very best. The focus is on exploiting potentialities and existing resources
       rather than buying IT facilities. To be familiar with IT for most staff people
       means using Internet for getting information, press releases, using word
       processors
      Technological innovation has still a low impact on organisation development
      During the project realisation, it has been noticed that there are positive
       relationships between the counterparts, especially as it concerns training and
       innovation, whereas both of them want to keep their traditional role to defend
       the interests of their associated members in the field of industrial relationships,
       collective bargaining, work agreements etc….

Activity :    Survey on current changes within the partner organization systems and

Indicators of realisation :

      3 representatives from the employers union (CREA) within the regional working
       group from a total staff of 40 employees.
      3 representatives from the trade union (UGT Aragón) within the regional
       working group from a total staff of 100 employees
      3 representatives from the training centre (IFES Aragón) within the regional
       working group from a total staff of 995 (within the national network)
      aprox. a 60% of women from the total.
      9 representatives from regional partnership from a total of 20 providing advice
       and support to the regional working group.
      3 common agreements have been reached among social parties and training
       centres on 1996, 1999 & 2000 for the social and economic development in the
       Aragonese region. Main ouput from agreement of 2000 has been the launch of
       the “Aragonese Plan for Vocational training”.
      Local networks complementary to Net code are in process of being implemented
       for improving communication among social parties & public authorities within
       training and employment fields.


Indicators of result :

      2 social parties ; employers union & trade union, and one training centre are
       involved within the regional working groups.
      Data provided within the regional report are based on different studies and
       reports made at local, regional and transnational level to be used as working
       documents within the field of activity of the different type of organisations.
      It must be underlined :

                    Local conference “Information Society in Aragonese Region” .27
                  feb 2002 to introduce current situation including qualitative and
                  quantitative research, where Net Code project was also launched.

      New areas of competence can be identified summarising as follows ; new
       behavioural & technical competences are required by the partner organisations
       to improve communication within a cycle involving University-Social parties-

       companies for a more efficient and better comprehension of training & other
       qualification needs.


Indicators of impact :

      The employers´union (CREA) aims at signing a framework agreement in order
       to use & integrate University technological resources for developing in a
       partnership, common innovatice learning projects addressed both to students and
       employees with professional knowledge on ICT.
      Social parties are conscious about :

        Canalizing and transferring operatively, all qualification and vocational
         training´s sectorial and territorial demands , so therefore set up local
         networks for taking advantage of existing resources and improve
         communications.
        Advance on providing tailor made guidance for increasing employability of
         unemployed and requalifications needs, so therefore a more professionalism
         is required by own staff.
        Knowing how to better take advantage of existing tools & methodology for
         promoting Information Society within the region.
        Others.

      Social parties have made their own contribution during European councils with
       concrete measure to be carried out and be integrated within European advices
       for what it concerns to the employment, social cohesion and competitiveness.
       Moreover, Social parties in Aragonese region have established the “Aragonese
       council for vocation training & employment” to work together towards
       European strategies.

       All organisations from this project partnership also lead and participate among a
       high number of innovative projects and networks related to training &
       employment in order to develop new products, tools, methodologies and actively
       exchange information and best practices.

    All internal departments from Presidency to technical and administrative
     departments have been involved in the survey


Indicators of result :

    The survey has been addressed to different functions/positions within the
     organisations ; general manager, technicians and administratives coming from
     the internal staff and from the direct members (associations).
    Internal databases have been used for interviewing and circulate a general
     questionarie, depending on the different methods for data processing within the
     organisations, mostly through the intranet.
    A common questionarie was provided by the promotor ; Sintesi, which has been
     adapted to local needs and language and has been acompanished by an
     introductory letter for dissemination purposes.
     No common report structure has been used by regional coordinators for
     comparing data at transnational level.

Indicators of impact :

            There is quite a good consistency between continuous training demand and
             offer at regional level but the offer must introduce measures for a greater
             flexibility (adapted to personnel needs and to different collectives) in order
             to enlarge the employees attending it ; women, rural areas, etc.

   The research has allow to transmit to own staff not only information on this
    project, but also receive their feeback related to motivation, communication
    and compromise with the objectives of the organisation.
   This survey has also allow the social parties and training centre to work
    together on first reflexing on their needs and second proposing potential
    solutions.
   The no. of employees involved within working processes changes may be
    increased by carrying out conclusions from this project.

Detailed information concerning the participants in the Springe seminar is on your own.
We believe it was a good chance for team working at transnational level, but not well
balanced, as no everyone participated as actively as what was necessary.

We´re not capable enough at this stage to provide a more detailed valorisation on the
impact of this last activity.

                          centres. In February 200, it was 77 members councils taking part in the
                          network. Network as a form of life long learning in Gnosjö region. System for life
                          long learning in Gnosjö region. Finally the Kraft program: The kraft programme
                          is organised by a consortium of Swedish Univeristies, including Lund University.
                          They are working in close co-operation with companies in Sweden for
                          education.

    National Competence Center for adult learning = ENCELL, In 2001 the government granted the
    School of Education and Communication in Jönköping with the following task: Developing over a three
