SPECIALTY LEASING PROGRAM INFORMATION
HOW DO I BECOME A SPECIALTY LEASING MERCHANT?
The first step in the selection process requires that you complete the enclosed business plan/application and return it to one of
the Specialty Leasing Managers at the appropriate Shopping Center address. You will be contacted by a Specialty Leasing
Manager to discuss what opportunities may be available for your particular business. Our Specialty Leasing Program was
developed to allow for a constant blending and balancing of a shopping center’s merchandising offering. Westcor Specialty
Leasing is committed to maintaining the integrity of each Shopping Center Program. Therefore, a thoughtful selection process is
utilized to choose the appropriate candidates that, in our sole professional opinion, will best enhance the Shopping Center(s) in
which they are placed.
WHAT KIND OF COMMITMENT DO I HAVE TO MAKE?
Specialty Leasing Agreements are typically written for three to six months. A Landlord right-of-termination allows the Shopping
Center Owner to terminate an agreement “at will,” with 3 days’ notice on carts and kiosks and 30 days’ notice on In-line store
HOW ARE RATES STRUCTURED?
Each Shopping Center has a unique Fee Schedule based on its particular characteristics, which include location, demographics,
and tenant mix. Merchants are responsible for a monthly Base Fee, which is payable in advance. In addition, you will pay a
percentage of your sales over a natural breakpoint (a threshold which is calculated against your Base Fee) each month, in
arrears. Each Shopping Center must collect a rental tax on all fees collected. This is required by city and state regulations.
ARE THERE OTHER COSTS?
Once your concept has been approved and you are invited to join our Specialty Leasing Program, you will be responsible for an
opening fee (which can include a sign fee, document fee, and visual merchandising fee). Additionally, you will incur all costs
associated with the physical set-up and merchandising of your business and its presentation.
WHAT HOURS DO I NEED TO OPERATE?
All merchants are required to be open and fully operational during the normal Shopping Center hours as designated by mall
management. Shopping Center hours are typically Monday – Saturday 10:00 am – 9:00 pm, Sunday 11:00 am - 6:00pm.
DO I NEED INSURANCE?
Prior to entering the Specialty Leasing Program, you will be required to secure a Comprehensive General Liability policy for
Bodily Injury and Property Damage; for carts/kiosks: $2,000,000 combined each occurrence in the aggregate; for in-line:
$3,000,000 combined each occurrence in the aggregate. This policy must name the Shopping Center Owners as Additional
WHAT ABOUT PRESENTATION?
An appealing, innovative, and professional presentation is essential and will immediately tell the customer the story about your
merchandise. This is achieved through fixture and display. Sufficient inventory must be displayed at all times to maximize
sales, maintain the quality of your presentation, and uphold the integrity of the Specialty Leasing standard. You will be required
to use the services of a merchandising professional that will assist you in preparing a display plan for approval by the Shopping
Center Owner prior to entering the program.
WHO PROVIDES MY UTILITIES?
The Shopping Center Owner will provide electrical service sufficient to operate the lighting needs of your cart or kiosk unit, your
cash register, and credit card processing equipment. You will be required to pay utility cost on an in-line store space.
Additionally, you will be required to pay the shopping center’s contracted 3rd party trash pick-up company directly.
WHERE WILL MY CART OR KIOSK BE LOCATED?
The exact location of all carts and kiosks are at the sole discretion of the Shopping Center Owner and are subject to relocation at
any time the Shopping Center Owner determines it to be in the best interest of the Shopping Center.
DO YOU PROVIDE SECURITY?
Our Security Department can assist in maintaining a profile at the scene of any disturbance or crime. However, it is the
responsibility of the merchant to handle shoplifting, bad checks, and other such matters with the local police department.
WHAT IF I AM LOOKING FOR STORE SPACE?
Westcor Specialty Leasing offers a variety of temporary in-line store opportunities. Upon receipt of your completed application,
a Specialty Leasing Manager will contact you. Each store space is unique and is individually negotiated based on the particular
needs of your business as it relates to the needs of the Shopping Center.
I ALREADY HAVE MY OWN KIOSK…CAN I USE IT IN YOUR PROGRAM?
Providing your kiosk meets the design criteria of the Specialty Leasing Program, we can discuss what opportunities may be
available. Please include a picture of your kiosk, along with its dimensions, with your completed business plan/application.

2009 Specialty Leasing Rates & Information
Cart and kiosk leases typically range from three (3) months to one (1) year. Temporary leases for in-line spaces are typically six
(6) months to one (1) year. Promotional units are available typically for shorter stays such as a day (1), weekend (3) or week (7).
MONTHLY RENTAL RATES
The monthly rental rates for a Cart, Kiosk or Floor space at Paradise Valley Mall and Fiesta Mall vary depending on
location and concept.
Cart Space – Typically, the monthly rental rates range from $2,500 to $4,500 per month, January through
October (some exceptions may apply). Holiday rates (November - December) typically range from $5,000 to $7,000 for
November; $6,000 to $9,000 for December. After receipt of your completed business plan the Specialty Leasing Manager
can discuss these rates in more detail.
The monthly rental rates for In-line space are based on several factors, including location, use and square footage and can be
discussed in greater detail once your completed application has been received.
Start-up fees are to be paid with certified funds (cashier's check or money order).
FIRST & LAST MONTHS’ RENT
Landlord shall collect from Tenant a sum that totals the first and last months’ fees, in lieu of a Security Deposit. This is due with
the signed Specialty Lease Agreement.
$300.00 Opening Fee for all Tenants
*The City of Phoenix charges a 2.6% rental tax fee on all fees.
*The City of Mesa charges a 2.25% rental tax fee on all fees.
TRASH AND RECYCLE PICK UP
You will be billed directly for monthly waste management services. This is a required service for all Fiesta Mall tenants and
Paradise Valley Mall in-line tenants. In-line stores can expect to pay slightly more than cart and kiosk tenants; this is based on
square footage of location.
Percentage rent is based on a percentage of sales over a natural breakpoint. The natural breakpoint is calculated by dividing the
base rent (not including the city rental tax) by the breakpoint percentage. Percentage rent is due no later than 15 days after the
month ends, and it is the Tenant’s responsibility to calculate and make payment of percentage rent without demand or notice.
Fines apply to late payments.
The location selected will be based on availability and at the sole discretion of the Specialty Leasing Manager.
It is the Tenant’s responsibility to creatively display and show their merchandise in a pleasing way. The services of a Visual
Merchandiser are subject to the discretion of the Landlord; a consultation may be required. The cost for this service varies,
depending on your needs. Actual cost can be given to you only by the Visual Merchandiser whom you hire.

1. In-line spaces are leased in “as-is” condition. Any changes to the space (including paint or carpet) must be approved by
Landlord and are done at the sole expense of the Tenant.
2. Utilities are paid by Tenant to Landlord.
3. All store fixtures are supplied by Tenant. Any fixtures that are in the space prior to tenants move-in are considered
property and are to remain the property of the Landlord when tenant vacates.
4. Tenant is responsible for all expenses related to their store-front sign. Tenant must comply with Landlords signage criteria
before possession of in-line store space will be given.

which our Leasing Managers can assess what opportunities may be available for you.
Therefore, it is important for you to put your best foot forward and provide as much information
as you can to help us in understanding your proposed business concept.
Once we have received your completed business plan/application, it will be reviewed and can
be shared with other Specialty Leasing Managers in the region. Following this meeting, your
Leasing Manager will contact you to discuss your application and what opportunities may be
available to you. You can expect to hear from us within 7-10 days following our receipt of your
