Marlys Davis called the Wireless Workgroup Meeting to order at 9:30 a.m., Thursday, March 13,
2008.

1.     Approval of January 10, 2008 Meeting Minutes

       The January 10, 2008 meeting minutes were approved as submitted.


2.     E-911 Advisory Committee Requirements

       The E-911 Advisory Committee is in the process of documenting each of its
       subcommittees. Each subcommittee has been asked to prepare a statement of their
       objectives, identify a vice chair, and list the members. A draft statement was distributed
       (Exhibit A). The name of the subcommittee was discussed, since the scope of issues
       has expanded beyond wireless. Previously, VoIP could not be added to the Wireless
       Workgroup because a proviso on the State E-911 Office budget prohibited them from
       expending any funds on VoIP, but that restriction is no longer in place. Since the
       Workgroup deals with issues related to wireless, wireline, VoIP, and other new
       technologies, members determined that “9-1-1 Communications Subcommittee” was the
       most appropriate name.

       Advisory Committee policies require that the vice chair be a member of either the
       Advisory Committee or a County 911 Coordinator. Typically, the Committee is more
       comfortable with subcommittee chairs being from counties rather than vendors. Peggy
     Fouts agreed to be the vice chair, unless there is another County 911 Coordinator who
     would like to fill this position.

     A list of Workgroup members has not been identified in the past because the meeting
     attendees have been fluid depending on the issues being addressed. Subcommittee
     members are eligible for travel reimbursement from the State. There are attendance
     requirements for members. If a member misses three consecutive meetings or more
     than half the meetings in one year without good cause, they are removed from the
     subcommittee. Attendees who agreed to be identified as members are listed in Exhibit
     A. Exhibit A, as amended in the discussion, will be presented to the E-911 Advisory
     Committee for approval at their next meeting.


3.   Wireless Carrier Contact Information

     AT&T Mobility provided the merged list of counties served from their merger with
     Cingular (Exhibit B).

     The Workgroup requested that a contact list for VoIP be developed.


4.   FCC Actions

     There was no written report provided. The FCC has extended the deadlines for wireless
     location accuracy by six months.


5.   Phase I/Phase II Costs

     Carrier Cost Recovery
     Bruce Baardson reported that it appears that there will not be any funds available at the
     end of the State fiscal year in June for carrier cost recovery. This is also expected to be
     the case in 2009. The revenues have leveled off.


6.   Phase I Implementation Issues

     County Phase I Order Status
     See Exhibit C. Changes should be reported to Carol Losey at c.losey@emd.wa.gov or
     fax (253) 512-7202.

     AT&T Mobility is still showing as Cingular and Cingular Blue on the spreadsheet, and
     these columns need to be merged. Based on the list of counties provided by John
     Garner for the Contact list, Marlys Davis created a new column for AT&T Mobility on the
     spreadsheet, and applied the most recent dates from the Cingular and Cingular Blue
     columns. This information has been sent to AT&T Mobility for review.

     Phase I Class of Service
     Counties need to continue to report the P-ANIs with the bad classes of service as errors
     so they can be corrected.

     Other Implementation Issues

            Suppression of Lat/Long on Phase I Calls
            When Phase I and II service was first implemented, PSAPs had requested that
            the lat/long of cell towers not be displayed to eliminate confusion and the
            possibility of dispatching to cell tower locations. At that time, the carriers could
            not technically do this. We have recently discovered that AT&T Mobility has
            started suppressing the lat/long. Intrado has reported that they can do this for all
            of their carriers. TCS has been asked if they can also do this. If all carriers can
            suppress the lat/long of cell towers, there may still be benefits to having this
            implemented. If all carriers can’t technically do this, it may be better to remain
            consistent and not have this implemented for any of the carriers.


7.   Phase II Implementation Issues

     County Phase II Order Status
     See Exhibit C. Changes should be reported to Carol Losey at c.losey@emd.wa.gov or
     fax (253) 512-7202.

     Wireless Call Transfers

        Dual Loading of P-ANIs
        No action since the last meeting.

        Statewide Standard PSAP Transfer Procedures
        This issue was discussed at the 911 Coordinators’ Forum in March, and the agreed
        upon standard was distributed (Exhibit D). The Workgroup reviewed the standard
        and recommended a few changes. The revised document will be presented to the
        E-911 Advisory Committee for approval.

     Prepaid Wireless Issues
     There has been a pending law suit by TracFone in Thurston County. TracFone
     appealed the Department of Revenue (DOR) opinion that they had to remit the 911 tax
     to the Tax Adjustment Board, and the Board sided with DOR. TracFone then appealed
     to Thurston County Superior Court. The Court has agreed with DOR in a Summary
     Judgment, which is very difficult to appeal. TracFone had until February 25th to appeal.
     The impact of this ruling will need to be reviewed, to determine whether this is sufficient
     to settle the prepaid tax issue in Washington, or whether legislation as recommended by
     NENA/APCO/NASNA is still needed.

     Wireless Traffic Studies
     The subcommittee has met twice, and is making good progress. It appears that all
     carriers can provide reports with the desired data. The reports may look different, as the
     goal is to make it as easy as possible so the carriers can use the reports already
     generated by their switches. The data provided is more important than the format it is
     presented in. One carrier’s staff is resistant to producing the reports. In order to
     encourage them to provide their reports, it was suggested that they can make this a
     service that they can charge for, if that is the only way they will provide the data. The
     next meeting of the subcommittee is on March 24th at 1:30 PM.

Other Wireless Issues

   Phase I and Phase II Service Agreements
   John Garner has not heard from the policy group at AT&T Mobility regarding their
   position on Service Agreements.

   Discontinuation of Analog Service Effective 02-18-08
   The effective date has passed. There were no issues reported.

   Combination Wireless/VoIP Service
   SprintNextel did not have any information yet on when they will roll out the service in
   Washington State.

   112
   It was discovered that dialing 112, the emergency code for Great Britain, calls 911.
   This worked for all wireless phones except Verizon Wireless, which gives a
   recording. This appears to be part of the standard requirement for GSM. From
   wireline, Verizon testing showed that all 11x codes call 911. For Qwest, a residential
   phone received a fast busy, but it appears that calls from Centrex service did forward
   to 911. Qwest has been asked for an explanation. A normal ALI display was shown
   on all of the test calls. A diagram showing emergency numbers around the world
   was distributed (Exhibit E). Rob Bennett reported that all GSM and UMTS phones
   will be programmed with 911 and 112, and 08 in Mexico. This is not programmed
   into CDMA phones. There are close to 300 emergency numbers worldwide. Peggy
   Fouts reported that APCO states that dialing 911 will reach emergency services in
   Europe.

   There is a mass e-mail being distributed telling people that 112 works and to use it
   because it is easier to dial than 911. The carriers reported that there is no delay in
   the translation of 112 in their switches. The need for public education was
   discussed. The Workgroup agreed that since there is really no harm in dialing 112,
   we should remain silent on the issue, as doing public education would make more
   people aware of this capability, and may encourage more people to dial 112.

   FCC 24/7 Watch Center
   FCC has established a 24/7 Watch Center to assist PSAPs in identifying and locating
   individuals who make repeated non-emergency/prank/harassing 911 calls. They
   handle not only 911 phone harassment problems, but also radio interference
   problems. There is no written information on their services, or a specific protocol to
   follow. PSAPs should call when they have a life-safety issue or one that is impacting
   the ability of 911/public safety agencies to provide service. They will assess the
   information, make a determination as to how disruptive the problem is to the
   provision of service, and then pass the information to their regional office in Seattle.
   The regional office can then work to determine who the caller is (for phone issues) or
   what the source of interference is (for radio problems). They can contact the
   offender with a warning to cease and desist. They also have the ability to levy fines
   and seize equipment.

   Ford SYNC 911 Assist
   Nothing new was reported.

        OnStar Implementation
        OnStar has a three stage plan for getting emergency calls from their call center into
        the E-911 system:

            1.      2007 - Send calls to 911 trunks using VoIP call routing technology (TCS).
                    Six counties did not implement. The Workgroup has recommended that
                    all counties implement this service, since having the calls come in on the
                    E-911 network facilitates the transferring of calls to other PSAPs. Dave
                    Irwin will follow-up with those six counties.
            2.      2008 – Add latitude, longitude. This was due to be implemented in the
                    first quarter, but has now been delayed until the fourth quarter.
            3.      Unknown Date – Add crash data (probably will be implemented with
                    NG911).

        Audible Tones Emitted by Phones after Calling 911
        There was a news story about a woman who was concerned that her wireless phone
        emits an alarm after it calls 911. Verizon Wireless reported that this feature is
        required on all of their handsets. They have now announced that new phones sold
        this summer will give customers the option to activate the alarm, but the phones
        won’t come with it programmed. For phones that have already been sold with it
        activated, it can’t be turned off.

        Oregon Star Transfer Codes
        Qwest has provided the list of transfer codes for the Oregon PSAPs. The list will be
        distributed to the counties. PSAPs may program the codes into their E-911
        equipment if they have a need to transfer calls to Oregon.

        Fixed Mobile Wireless
        Dick Dickinson raised the issue of fixed mobile wireless service, in which there is a
        small cell site that covers a home. The phone is a VoIP phone in the house, but
        converts to wireless when the phone goes outside. Class of Service was discussed.
        If there is a VoIP Class in the house, then the phone goes outside, if the PSAP does
        a rebid, they may get WPH2, which would be confusing to the PSAPs. There is a
        proposal to add a new list of PANIs for this service, and Intrado is working on this.
        There is little risk of the call dropping when it switches from VoIP to wireless because
        this is a soft hand-off like a cell sector change. While MPCs are capable of doing
        rebids, VPCs may not have this capability. Carriers were asked if they can provide a
        list of where they have cell sites that cover a specific building. These cell sites could
        be routed to the PSAP serving that building. AT&T Mobility reported that they can
        provide a list.


8.   Public Education

     The State Office will add a link to King County’s E-911 web page to their web site for
     information on wireless misdials and phone locking.

9.   VoIP Report

     Federal Actions
     There are two bills in Congress, H.R. 251 and H.R. 740, which deal with caller ID
     spoofing. There has been no activity since the last meeting. S. 428, the IP-Enabled
     Voice Communications and Public Safety Act of 2007, was passed by the Senate. The
     bill is now being conferenced with H.R. 3403, the 911 Modernization and Public Safety
     Act of 2007. A final bill is expected to be presented to the President to sign into law
     within a month.

     VoIP Implementation
     The issue of military staff being re-deployed, taking their VoIP phone with them and not
     changing the address, then calling 911 and the call comes to the local PSAP where they
     used to reside, was discussed. Bruce Baardson checked with Ft. Lewis and verified that
     they do not have information on this issue in their deployment literature. Penelope
     Cassidy handed out a brochure to caution VoIP subscribers (Exhibit F) that will be
     distributed to the military. Some of the information in the brochure appears to be
     outdated. Proposed updates should be sent to Penelope.

     Statewide VoIP Testing Standard
     The Workgroup recommended that there should be one generic standard to apply to all
     technologies. The draft Standard was distributed, reviewed, and approved by the
     Workgroup (Exhibit G). The Standard will be forwarded to the E-911 Advisory
     Committee for their approval.

     Other VoIP Issues

        VoIP 911 Taxes
        The effort to pass legislation to establish a tax on VoIP was not successful. The
        Senate did add a requirement on the State E-911 Office budget to expend $200,000
        on a study to determine the future funding of NG911. It will be recommended that
        wireless carriers and VoIP providers be included in the study, so carriers should start
        identifying who their representative will be. Federal Senate Bill 428 confirms state
        authority to impose 911 fees on VoIP as long as the fees are used for enhancements
        to E-911. Hopefully this language will remain in the final bill.

        Comcast announced that they would discontinue offering CLEC service on or after
        November 28, 2007, and would only offer VoIP service. They changed their
        company name to Comcast Phone IP, and specified that their customers are VoIP
        customers. They are continuing to remit the 911 tax under the new company name.
        Counties are not authorized by State legislation to collect the tax on VoIP. King
        County’s prosecutor has instructed King County to return the taxes to Comcast, due
        to the City of Seattle being required to refund millions of tax dollars in a similar case.
        The loss of Comcast revenue will cost King County over $.5 million per year. Marlys
        Davis has spoken with Comcast’s regulatory director, who is to provide their
        attorney’s assessment of how they are remitting the tax. Once that is received, a
        meeting with the Dept. of Revenue, Washington Utilities and Transportation staff,
        and the Prosecutor will be scheduled. The Workgroup requested that the State
        Office ask DOR how they are going to deal with this issue with the State revenues,
        and to report at the E-911 Advisory Committee.

          VoIP Providers Not Providing 911 Service
          Carol Losey reported that she heard an ad for a service on the radio, and the ad
          stated that there is no guarantee that 911 will work.

          It was reported that Skype doesn’t provide access to 911.


10.   Other Business

      None reported.


11.   Next Meeting

      The next meeting will be on May 8, 2008 at 9:30 AM Pacific Time at the E-911 Office at
      Camp Murray.
