Introduction
     Welcome to the Community Relations Section of the Royal Borough of Kensington
     and Chelsea.

     The Royal Borough has a multi-cultural, multi-ethnic and multi-faith population. More
     than 100 different languages are spoken within the Royal Borough. The 2001 Census,
     which gave details of numbers of people from 65 different categories of country, found
     that the Royal Borough had residents represented in every category, making it one of
     the most diverse and cosmopolitan parts of London.

     The diversity of the Royal Borough is represented in the range of nationalities of the
     people living and working within it. These include communities originally from: Morocco,
     Spain, Portugal, the Caribbean, Bangladesh, the Philippines, Iran, Egypt, Australia,
     the United States of America, Somalia, Eritrea, Sudan, Ethiopia, and many other African,
     European and Middle Eastern countries.

     The expansion of the European Union from May 2004, to include 10 more countries,
     will also add to the diversity of the population of the Royal Borough.

About the Community Relations Section
     The Section was established in 1967. It was probably the first agency of its kind in
     London and possibly in the country. During its 37-year history, the Section has provided
     a range of services to a variety of different voluntary, public and private sector bodies.
     The Section has assisted in the establishment of a number of different organisations
     which, with its continued practical support, have gone on to flourish and thrive. The
     Section has been recognised for its work many times during its existence and has
     been awarded the Local Authority Race Award, commended as Community Initiative
     of the Year by Local Government Chronicle and cited as good practice in various local
     and central government publications, over the years.

     In 1997, the Section celebrated its 30th anniversary with a series of high profile events.
     That year also marked the beginning of a new way of working for the Section, with a
     more streamlined approach to the way in which it offered its services to other Council
     departments and the local community, and a shift from its previously reactive to a
     more proactive style of working.

     2004 will see further enhancements in the way the Section works. Special consideration
     has been given to achieving things that really make a difference in the community.
     The Section has also consulted with beneficiary groups in formulating its three-year
     Business Plan which covers the period from April 2004 - March 2007.

     A socially cohesive community of communities in the Royal Borough.


Mission
     To provide appropriate advice, assistance and support to the diverse communities
     within the Royal Borough of Kensington and Chelsea, the Council, voluntary and
     statutory organisations and others, so as to foster harmonious relationships and
     promote equal opportunities in this cosmopolitan Borough.

The Section’s main objectives are:

     1   To advise the Council and other providers of services to residents of
         the Royal Borough on:
              Managing issues of diversity and cultural complexity;

              Taking the special needs of ethnic and faith groups into account
              when planning the delivery of services; and

              Ensuring that residents from ethnic and faith groups access such services.

     2   To undertake effective liaison and partnership work between and amongst
         ethnic and faith communities and the Council;

     3   To provide capacity building support for organisational development to ethnic
         and faith groups.

These objectives are in accordance with the spirit of Section 71 (1) of the Race Relations
(Amendment) Act 2000 which imposes a general statutory duty on public authorities
to ensure that their functions are carried out with due regard to eliminating unlawful
racial discrimination; and to promote equality of opportunity and good relations between
persons of different racial groups. The Section’s work is also underpinned by the
European Equality Directive (Article 13) which prohibits discrimination on the basis on
race, religious belief and sexual orientation.

The Section is a specialist advisory and consultancy service of the Royal Borough. It
is part of the Corporate Services Business Group and operates borough-wide to provide
specialist advice, consultancy and guidance for Council departments, voluntary
organisations, private sector employers, and the public at large, on the promotion of
equality of opportunity and good relations between persons of different racial and
religious groups. From time to time, and when requested, the Section also provides
assistance to the Royal Borough’s Councillors.

      The Community Relations Section is part of the Policy and Partnerships Unit (PPU)
      which is headed by the Director for Strategy and Service Improvement. The PPU has
      7 other teams within it and is part of the Corporate Services Business Group.

What the Community Relations Section does
For community organisations:
        Community building through community development for Minority Ethnic and Faith
        (MEF) communities;
        Conducts seminars and workshops on developing good community relations;
        Capacity building support to MEF community organisations;
        Disseminates up to date advice/ information on race/ community relations, urban
        regeneration and funding issues;
        Partnership building between different
        sectors to enable better service delivery
        for MEF communities;
        Facilitates consultation and organises
        events; and
        Signposts organisations and individuals
        to other agencies.

For Council departments (Business Groups):
         Support and assistance on incorporating diversity management and equal opportunities
         (including ethnic and faith issues) into service delivery;
         Advice on promoting good race relations and compliance with Race Relations
         (Amendment) Act 2000, European Equality Directive and various Statutory Codes of
         Good Practice issued by the Commission for Racial Equality;
         Advice on the Council’s Race Equality Scheme;
         Advice and assistance with setting up and developing projects geared towards good
         race, community and interfaith relations;
         Advice on interpreting and translation issues;
         Advice on racial harassment and effective measures to combat it;
         Advice and assistance on consulting with MEF communities;

    The Section also works in partnership with the local health service (Primary Care Trust),
    the Police and other public and voluntary sector organisations.

The Section’s process of sharing knowledge
The Section aims to operate from a viewpoint that
the people and organisations that it serves are its real
employers, and the real impact of sharing knowledge
with the people and organisations it serves helps to
develop relationships that bring about lasting positive
change.

The knowledge that resides within the Section is
currently shared through publications such as the
Guide to Ethnic and Faith Organisations in the Royal
Borough, regular newsletter and the Section’s internet
page. The Section’s Internet page can be visited at

The Section is also working towards compiling a
database of e-mail addresses of its beneficiaries.
Once complete, the database will be used by the
Section to disseminate information more efficiently.

Complaints of
Racial and Religious Discrimination
     Individuals who believe that they have been discriminated against on the grounds of
     their colour, race, nationality or ethnic origin can refer themselves or be referred to the
     Section. The Section’s terms of reference for such work are to advise, assist and,
     where appropriate, make initial enquiries.

     With regard to complaints of racial and religious discrimination against the Council,
     the Section will refer such complaints to the relevant Chief Officer of the Council and
     suggest that the complainant should contact an independent advice agency.

     The Council has a racial incident recording form which is used by the Section and all
     other departments to record all reported racist incidents taking place within the Royal
     Borough.

Customer Care Charter
         The Section has an appointment system for personal callers. This means that, if you
         have an appointment, you will be seen on time. It also means that if you call in without
         an appointment, you may have to wait as it may not be possible to see you that day.
         However, we will try to help, wherever possible, in cases of urgency.

The Section’s approach to the provision of service is:
         To treat all those who seek or receive its services as individuals, who are entitled to
         full and proper consideration of their point of view, to an open and straightforward
         explanation of any decision affecting them.

The Section is committed to:
             Offering a service which is open to all
             Taking positive steps to promote better community relations
             Contributing to the Royal Borough’s commitments under the statutory
             responsibility of meeting the requirements of the Race Relations (Amendment)
             Act 2000, the various Commission for Racial Equality Statutory Codes of Good
             Practice and any subsequent relevant legislation.
             Welcoming any suggestions to improving its services.
             Responding to all correspondence as soon as possible and being courteous
             when dealing with telephone enquiries.
