       1..INTRODUCTION;

(a )   The National Programme of Nutritional support to Primary Education commonly known
as ( Mid Day Meals Programme) which was launched as a Centrally Sponsored Scheme on
15th August-1995 . its objective to boost “universalisation of Primary education by increasing
enrolment,retention and attendance and simultanously impacting on nutrition of students in
primary classes, improving enrolment and regularities of attendance and reducting the drop out
.

(b )     DEMO GRAPHIC PROFILE OF THE U.T.


        The Union Territory of Dadra and Nagar Haveli is situiated on the western coast of India
between the paralles o 20-0 & 20-25 of latitude north and between the meridian 72-50 & 73-15
of longitude East. The territory surrounded by Valsad district of Gujarat on West, North & east
and by Thane District of Maharashtra on south & South east. It was hilly terrain specially toward
the northeast and East where it is surrounded by ranges of Sahyadri Mountains. (Wetern Ghat)
The terrain is intersected by the River Daman Ganga and its three tributaries. The territory
receives an annual rainfall between 2000 to 2500 mm.

       The nearest Railway station is Vapi which is about 18 k.m. from silvassa,the U.T. is
linked with National Highway No. 8..

        The Dadra and Nagar Haveli was born on 17th December-1779 as a result of a treaty
between Portuguese and Maratha. There are 72 villages located are called the Dadra and Nagar
Haveli liberated on 2nd August-1954. The population of U.T. is predominated tribals who
constitute 62-24 of total population. The main occupation of tibals is agriculture buit due to rapid
industrial development in this U.T. about 44861 persons are employed in about 2221 industrials
units which are fuctioning at present. The language spoken by the tribals is a mixure of marathi
language and Gujaratai . however most of tribals understand Gujarati language. The main
festivals are Holi, and Diwali,dnce, drinks and music predominate of the festivals.. Shri
Mohanbhai S. Delkar is the elected person of Member of Parliament of the U.T. Dadra and
Nagar Haveli.

( c)     SOCIAL AND ECONOMIC INDICATORS IN THE STATE,
         INCLUDING LITERACY RATES HEALTH INDICATORS (IMR,MMR)
         SEX RATIO; POVERTY RATIO ETC.

         The booklet”Socio Economic Development of Dadra and Nagar Haveli “ for the year
2005-06 published by the Administration of Dadra and Nagar Haveli, department of Plannin and
statistics is covered all data information as above is enclosed herewith for further necessary
information

(d)      NUTRITION STATUS INCLUDNG DATA ON MALNUTRITION,
         ANEAEMIA, VITAMIN- A,OTHER MICRO-NUTRIENT
         DELICIENCES ETC..

       As per Supreme Cuort order, the students are provided following quantum of the
foodgrains containing 300 calories and 8-12 gram proteins every day in all Govt. and Govt,
aided primary schools to children of classes I to V as per guidelines of the scheme.
                                100 gram rice per child per day
                                020 gram Dal per child per day
                                 005 gram oil per child per day
                        Salt, Haldi, chilli ,Dhana-jeera powder, Masala
                            Jeera and Rai vegetable as per taste etc.

2. Description and assessment of the programme implemented in the previous year
   2006-07) with reference to;;


      a. Calorific/protein value of the mid day meal provided’

          300 calories and 8-12 gram protein containing cooked mid day meals.

      b. Regularity and wholesomeness of mid day meals served to children;
         Reasons for programme interruptios if any;

          The hot cooked meals prepared engaging cook/helper on wages basis
          everyday for regular cooking procress hence there will be no interruption
          to the programme at any time

      c. Number of children (class,category and gender wise) who participated in
         the programme

          classes I to V all category children who present on a day are
           participated in the programme. Total 25000 students average monthly
           participated in the said programme.

      d. Foodgrains management,including adequancy of allocation, timeliness of
         lifting,transportation and distribution and suitably of storage at different
         levels;

          The foodgrains allotted through Food corporation of India by the concern
          ministry which was lifted and transported from FCI depots through
          approved rate transport agency and distributed to the schools as per their
          month-wise requirement every month very smoothly. The storage facilities
          of the foodgrains are made at schools levels and centre levels smoothly.

      e. Central Assistance received and utilized (a)Cooking costs(b)Kitchen shed
         construction(c)procurement of kitchen devices (d)management monitoring
         and evaluation (e) transport subsidy.

          The Central Assistance allocated by the Ministry to the Dadra and Nagar
          Haveli District during the year 2006-07 in a manner to utilise the
          above (a) to (e). the assistance culd not encashed as the authority was
           issued in the name of Director of Accounts, Dadra and Nagar Haveli.
          The Demand draft in favour of Chief Executive Officer,District Panchayat,
          Dadra and Nagar Haveli would sent by Pay and Account Officer , Ministry
          of of HRD, the same could be utilised.
f. State budget provisions and expendituire in 2006-07 towards (a ) reimbursement of
   Centyral Assistance (b ) state contribution

     No reimbursement of central assistance made thereon nor state contribution.

g. System for release of funds provide under cooking costs(Central and state)

     The funds provided for cooking cost from the U.T. budget Rs. 100.00
     lakhs for the year 2006-07 under MDM scheme.

h. System for procuring cooking ingredients( fuel, condiments oiletc,)

     The department of implementing agency invited tenders and quotations
     and whose lowest rates approved are given supply order thus procuring the
     misc. items .

I.      System for cooking , serving and supervising mid day meals in the school.

        The cooking & serving process are carry out by Daily Wages engaged
        cook/helper and close supervising and monitoring is carry out by the
        H.Ms of the achools and mother to watch mid day meals scheme.

j.      Status of construction of kitchen sheds from ( i) funds released under the
        mid day meals Scheme and ( ii)funds from other development
        programme such as SGRY BRGF etc.

        No construction of kitchen sheds made from the funds released from
        SGRY and BRGF etc.

k.      Status of procurement of kitchen devices from ( i ) funds released under
        the mid day meals programme (ii ) other cources;

        the kitchen devices procurement may be made from the funds of U.T.
        budget released under Mid Day Meals Scheme. There is no other
        sources of funds except CentralAssistance received.

l.      capacity building and training conducted for different categories of
        persons involved in the midday meals programme under programe of
        SSA DIET etc.

        This is pertaining to SSA who under take the training programme.

m.      Management information system at school,viilage/Gram
        PanchcyatBlock,district and state Level.

        Management and information system are not developed,but all para-
        metter are sending through concern H.Ms and teachers at schools level
        and Panchayat secretary for GramPanchcyats only.

n.      System to ensure transparency and openness in all aspects of programme
        implementation, incldung inter alia foodgrains manageme ingredieints
        procurement cooking and serving, appointment of cooking staff. construction of
        kitchen sheds, procurement of cooking devices,

         The system to ensure transparency and openness in all aspects of
         programme implementation incl;uding ineter alia, foodgrains

        carried out by the U.T..

o.       Overall assessment of the manner in which implementation of the
         programme is contributing to the programme objectives and an analyssi
        of strengths and weakness of the programme implementation

        Overall assessment of the manner in which implementation of the
        programme made is very smoothly and there is no any kind of
        interruption under the said scheme
3,   Action Plan for 2007-08(To be provided in the tables attached )


TABLE ;1;     District wise information on enrolment & children availing Mid
              Day Meals for 2006-07 for classes I to V.

              The U.T. Dadra and Nagar Haveli is one District in which total
              251 Govt. and 12 govt. aided primary schools all children of
              Classes I to V are covered . Total 34284 studens shown
              is enrolment as on 30-9-2006 and above students will be
              participated in the year 2007-08.

Work Plan and Budget-2007-08 for the U.T. of Dadra and Nagar Haveli under Mid Day
Meals Programme duly filled in the prescribed formats and Tables. It is therefore,
requested to kindly allot free foodgrains for the year 2007-08 for implementation Mid Day
Meaals from next academic year i.e. from June-2007 onward.

2.    Also please find enclosed herewith the Anneure-B ( Table-8-A ) showing the
enrolment data of classes VI to VIII for possibility of expansion of Mid Day Meals
Scheme to the upper primary stage of education(Classes VI to VIII ) for your further
needful action .

2.     Institutional arrangements for foodgrains transportation;

       (a )   Lifting foodgrains from FCIs to Taluka level/wholesale point;

               The transportation arrangement from FCI to Head Quarter silvassa carried out
by the approved rates transport contrator of the Administration Deptt. of Civil supplies and
from Silvassa godown to various primary schools , the department has to fixed the lowest rates
transportation agency who will delivered the foodgrains at every schools as per their monthly
requirements.

       (b )   Lifting and transportation foodgrains from intermediate level to school;


               Lifting and transportation foodgrains are not from intermidtate level to school.

       (c )   Who transports foodgrains to schools? Transport contractior? School teachers/

              The foodgrains transported by the transport contractor fixed by the deptt.



       ( d)   Who pays for the transpoprtastion costs ?How are Funds for transportation
              And storage released ?


              The transportation costs are paid by the implementing Department from
              U.T. Budget “ Grant-in-aid “ under District Panchayat, DNH.District.


       (e)    Has the lifting and transportation been regular ?Or, do requirtements of
              over One month get bunched up ? if so, does it lead to interruption in the
              feeding Programme ?

              The lifting and transportation monthly quota are regular basis released by
              FCI and hence there has been no any interruption in the feeding the
              Programme. Smoothly running the scheme.


       ( f)   Assessement of the adequacy of transport arrangements and indentification
              of weaknesses;


              Transportation arrangement has assessed in order and adequate manner
              and no weaknesses found thereon.


3.     Institutional arrangements for cooking materials supply and conversion


       i.     mechanism for budget release for conversion costs

              The Budegt released under Grant-in-aid “head total Rs. 100.00 lakhs under
              Mid Day Meals Scheme which conversion cost of cooking per child incurred
              Rs. 1.68 per day per child without cost of Rs. 0.57 cost of rice. Total Rs. 2.25
              conversion cost for 200 days for more than 25000 total students only.

       ii.    Are ingredients such fuel, spcies, oil etc. supplied or money released or part
              supply and part reealsed in cash ?
              The ingredients such as fuel, spices,oil etc. are purchase and supplied to all
               Schools quarterly as well cash released for misc. purchased made by the schools
              Authorities.
          iii.   Are budget released in the beganing of the year ? if not when ? what happens
                 when
                 There is delay ?

                 The budget are released in the beganiing of the academic year, so, there is no
                 any interruption in the Scheme. If it is delayed, the schools authorities purchased
                 the ingredients items and bills submitted for payment.

          Iv     Are funds for cooking released to schools ?panchayats ?

                 The funds are released to implelementing agency.


          iv.    Assessment of system.

                 The assessment are carried out by the Chairman/Collector, CEO(DP),EO(DP,
                 Concern H,Ms of the schools as well as Village Education Committee and Asstt.
                 Education Officer in their fields supervised and monitored grounds level under
                 MDM Scheme.

4.        Guideslines on conversion;


          i.     Are there guidelines for conversion of grains to hot cooked meals with break
                 down of activities and unit costs?


                 The hot cooked meals is containing 300 calories and 8-12 gram proteins provided
                 to the children every day as per following quantum of foodgrains

                 100 gram rice per day per child
                 020 gram dal per day per child
                 005 gram oil per day per child
                 Salt, Haldi, chilli, dhana-jeera powder, Grm masala, Rai and Jeera & green
                  vegetabkes etc, as per taste are given.

          ii.    adequancy of guidelines relating to nutrition facts, dietary composition veriety of
                 meals etc,

                 The Govt. of India through FCI supplied the rice free of cost to the U.T. for
                 providing cooked meals to students of class I to V and other adding materials are
                 purchased by the department from funds released under U.T. budget head
                 which is not sufficient for maintaining varieties of cooked meals relating to
                 nutrition, dietary composition etc.

     1.   Implementation arrangements nd reviews

          j.     Are there reviews at a ) State Level b) District Level c )Block level ? what is the
                 Periodically of reviews ?

                 District Level reviews has taken up. The review at block level are carried out
                 by the CEO(DP).EO(DP) and field level Asstt. Educations Officers and H,Ms are
                 superviosing and moniotoring .No any reports received .

          ii.    What is system of inspection and monitoring ?

                 The CEO(DP) as well as EO(DP) jointly inspection are carried out and
                 monitoring.

          iii.   are inspections and monitoring done alongwith routine school visit ?

                 Yes. Inspection and monitoring done alongwith school visit.

          iv.    Have deficiencies been identified and corrective action taken ?

                 There is no any kind of deficiencies reported .
 v.      What is the naure of involvement of panchayat and SBCs ?

         The Mid day Meals Scheme is implemented by the Primary Education under
         District Panchayat and hence all panchayats are involved .

 vi.     who manages the programme at the school level?

         The Mid day Meals programme managed by one teacher who
         is maintain the stock and issue cooked meals registers at schools level.

 vii.    Is there any system of independent checks and audit ?

         The independent checks are carried out by the AEOs at the time of
         audit/inspection of the schools once in a every year.

 viii.   Is the State open to the idea of independent evaluation ?

         No comments.

 Outcome monitoring


 i.      Does theState have a nutrition profile- age group wise-weights for age and height
         for age ?


         Every schools have a weighying machine and heights mapping machine to
         checks their nutrional profiles as well as School Heath programme carried out by
         the Medical and Public Health Department every year,.

 ii.     Are nutrition outcome planned to be monitord ?

                        No


 Iii     .Is there anyidenfication of malnourished children/poorly nourished children
         being done at the school level ?

                        No


 iv      Is there nutrition awareness programme for a ) teachers b ) parents c 0Panchayat
         members and d 0 general community ?

A;      U.T. of Dadra and Nagar Haveli , Primary Education
        Under District Panchayat is implementing agency
        Of Mid Day Meals Programme.

 B.     There are total 251 Govt, Primary Schools
                          12 Govt. aided schools.
                      -------------
               Total.. 263 schools covered under MDM Scheme.

C.      Last year 2006-07 total enrolment as on 30-9-2005 of I to
        V classes were 32251 students

 E     Total adhoc allocation of foodgrains were issued on the
       basis of last year 2005-06 6102.01 Quintals but in the
       month Jan-2007, the said foodgrains allocation revised to
       total 5081.40 Quintals which which less allocated.


C.    During the current year 2007-08 as per Annual work Plan and
      Budgwet-2007-08, there are total 34284 enrolment as on 30-
      9-2006 shown who will participated for cooked meals for the
      year 2007-08, ,the Annual work Plan and Budget-2007-08
      submitted on 4-4-2007 to the Ministry, but before submission
      same , Ministry already issued adhoc allocation of foodgrains
      on the basis of last year 2006-07 total 5084.01 Quintals vide
      their letter dated 27-3-2007 which not sufficient against the
      total strength of 34284 students for the year 2007-08.

              The actual allocation required to be made by the
      ministry is total 647.14 M.T. i.e. 6471,40 Quintals
     foodgrains in ten academic year 2007-08 under MDM
     scheme as per Table-7 enclosed herewith., so there will be
     no shortfall for providing cooked meals in the U.T. of
     Dadra and Nagar . Hence it is kindly requested your honor
     to make a revised final allocation of foodgrans for
     the year 2007-08, cancelling of adhoc allocation made
     during current year vide letter 27-3-2007 please.
