The training was carried out in Sweden and support was given in Orhei by Swedish experts.

The pilot programme was prolonged with a second phase and contains four main parts.
1. Continued methodological support to the trained in the pilot programme

The new training took part during four seminar weeks in Moldova for approximately 30
persons. Local development work will be supported through methodological advice and mini
seminars during totally 12 weeks and the programme is supposed to be finalised in December
2001.

Project: Social Development of Children at Risk

The main objective of Moldova Social Investment Fund is to support community based
development projects. The Funds main financial sources are from a credit provided by the
World Bank and grants from e.g. Sida. Sida is also directly involved in the financing of a
training programme for social development of children at risk, both for staff from the Fund
and from community based micro projects.


The project is run in co-operation with Stockholm University and composes of a first phase
with workshops and study visits in Sweden and Lithuania. Secondly, there will be a follow up
phase also including a national conference and thirdly there will be special training in
supervision of implementation, impact monitoring and an evaluation seminar. Totally 90 -
100 persons will be participating in most parts of the training programme.

Description: A full time course during 34 weeks headed by a responsible project leader and
participation of various lecturers/experts within the different fields. The training course
contained sections that dealt with cultural analysis, curriculum development, tenderin,

individual projects with mentors in HRD or others areas of international interest. Study visits

Description: Programme for intermittent training of managers of vocational training
workshops and stores for raw materials, spare parts and equipment.
The programme was divided in several parts, starting with assessment of needs and conditions

components dealt with management performance in a democratic context, organisational
issues, costing and prising, quality control and collaboration between specific workshops and
external bodies, like authorities, companies and organisations.

attention was paid on calibration of diesel pumps, repair of pumps and cleanliness in handling
of fuel and lubricants.

Special attention was paid on methodology in faultfinding, handling of instruments and
knowledge about cost effective and quality controlled methods for repair work.

Description: Training programme (three months) for upgrading of four Tanzanian vocational
training teachers in maintenance of machinery and buildings.

The programme was carried out in Sweden, where four vocational training teachers attended a
specially designed training in preventive maintenance and repair of machinery and buildings.
Special attention was paid on the importance of preventive maintenance, modern methods and
technical aids in executing preventive maintenance. Knowledge about materials used in
corrective maintenance as well as calculation of loss of income and efficiency in case of bad
preventive maintenance was also stressed.

Description: Development programme in order to secure the efficiency and sustainability of
Swedish financial and technical support to Moshi Vocational Training Centre.

A two years programme was carried out by Swedish experts on management and specialised
sectors of training, among them diesel engine technology, where a long-term advisor
reorganised the workshop and trained the staff. One part of the programme covered
reconstruction of the central store for raw materials, spare parts and equipment needed for the
training. The store contained more than 30.000 different articles and a new store management
system was introduced. A staff-training programme was executed and new routines for
purchasing and forwarding of goods were implemented.

Project: Skills training for secretaries - feasibility study

Description: Short-term mission on assessment of needs and conditions for skills training of
secretaries.
The mission was carried out in Dar es Salaam, where NVTD had identified shortcomings in
secretaries' work, especially concerning handling of modern technical equipment such as
computers and copiers. The mission verified urgent needs of training as well as a growing
labour market for trained secretaries. Recommendations were made on starting up of a
training programme at the Vocational Training Centre.

Project: Management support to national administration of vocational training

Description: Comprehensive support programme carried out with the National Vocational
Training Division in Dar es Salaam.

The programme was carried out in consortium with another Swedish company. The main
components within the Zenit part of the programme covered development and implementation
of a new strategy and practical handling of purchasing and forwarding of goods needed for the
whole national network of vocational training centres. One important result of the programme
was change of focus when goods had to be bought, i.e. from having been concentrated on
foreign suppliers focus was put on domestic companies, which showed to be capable to
deliver most of standard goods needed.

Project: Reinvestment and maintenance of vocational training facilities

Description: Short-term mission covering assessment of needs of reinvestments and
maintenance of educational buildings, machinery and equipment.

The mission covered carrying out of stocktaking of machinery and equipment, inspection of
buildings etc, and resulted in recommendation on a great number of practical measures to be
taken and investments to be made.

Project: Pedagogic and management support to teacher training college

Description: Long-term programme (two years) carried out at Morogoro Teacher Training
College, Morogoro.
The programme covered two main components: development and implementation of an
academic master programme in pedagogy/ methodology and support to the college
management in planning and executing of managerial tasks.
The mission was carried out in a time when radical changes had to take place in organisation
of the educational programmes given by the college as well as within steering and managerial
structures. Main results of the consultancy input were examination of Tanzanian masters in
pedagogy and substantial improvements of board and managerial acting.


Project: Development and implementation of truck driving training

Description: Development and implementation of training programme covering professional
driving of heavy trucks and wheel loaders
The programme, implemented at Kihonda Vocational Training Centre, Morogoro, Tanzania,
lasted 3,5 years. The initial part of the programme was carried out in Sweden, where four
Tanzanian driving teachers were trained in a six months tailor made programme. Thereafter a
Swedish truck driving teacher stayed for 30 months at Kihonda, advising in design of
necessary buildings, purchasing of vehicles and teaching aids, development of
teaching/learning materials and further training of teachers and management of the training.
Development of co-operation with the transport market (private and public employers) and
authorities within the transport sector was another task executed.

teachers in conducting training in modular and individualised form.

counselling. Participation in pre-service and in-service training for tutors and area supervisors.
Participation in work shops for YTEPP. Training of 21 counsellors, elaboration of 13
modules, assisting 450 tutors (in daily contact with 10.000 students).

Description: Improvement of the competitivness of the mechanical engineering sector through
training programmes at UTU. Establishment of a structure for technical education throught a
tripartite commission and a modular training system. Establishment of an auto-financed pilot
centre withing UTU. Training of 10 instructors. Assistance in the organisation of modular
training courses for students in CNC, autocad, quality techniques, production techniques,
