                           MINUTES OF COUNCIL

                              20th October 2008

PRESENT: The Mayor (Councillor Mrs. Chebsey)
         Councillors Adams, Mrs. Allaway, Armstrong, Barker, Bebb, Mrs
         Brennand, Bushell, Clarke, Durnell, Everall, Freestone, Mrs.
         Holyoak, Jetson, Mrs Jones, Kenny, Moore, Nutting, Parkhurst JP,
         Price, D. Roberts, K. Roberts, Sambrook, Mrs Sandford MBE,
         Sheppard, Mrs. Wild, J.M. Williams and Winchester.

             Officers in attendance: Council Manager, Assistant Council
             Manager (Town Clerk), Democratic Services Manager and
             Democratic Services Manager (Shropshire County Council)

            APOLOGIES FOR ABSENCE: Councillors Farmer, Lord, Owen,
            Mrs Owen, Townsend, Mrs. Williams, and S. Williams.

             PRAYERS: Prayers were said by the Reverend Hayes.

94/08      COMMUNICATIONS

The Mayor thanked everyone who had supported her at her own church service
at St Georges, Frankwell. She then reminded members of the following events:

 The Mayor’s Charity Ball at The Albright Hussey on Friday, 31st October 2008.
  Tickets were available from the Mayor’s Secretary.
 The Mayor’s Charity Concert on 20th November 2008 featuring The Little Big
  Time Band from Birmingham. Tickets were still available from the Music Hall.
 Remembrance Sunday Service at St Chad’s Church on Sunday, 9th
  November 2008.

95/08    ELECTORAL          REVIEW      OF    SHROPSHIRE        –    FURTHER
CLARIFICATION

It was proposed by Councillor Nutting, seconded by Councillor D. Roberts:

That Shrewsbury and Atcham Borough Council asks the Electoral Commission to
resolve any boundary problems within its area at the earliest opportunity as it
wants the elections for the new Shropshire Council to take place next year with
new boundaries in place.

That this Council –

1. Notes that the Boundary Committee has clearly stated that a single member
   division for the whole of Bayston Hill Parish will not be allowed due to the
   electoral variation being too high.

2. Notes that in other areas of Shropshire where similar circumstances have
   existed (Broseley and Shifnal) and a single parish is too large to be
   coterminous with a division of the new Council, then arrangements have
   been agreed to ward such parishes, and then appropriate electoral
   arrangements made.

3. Believes that both the options now being consulted upon are totally
   inappropriate and unacceptable for the following reasons :

    (a) A three-member division covering Bayston Hill, Column and Sutton and
        Reabrook would straddle the new Town Council boundary.
    (b) A two-member division covering Bayston Hill and the whole Burnell
        division would cover a huge geographical area and still have an
        unacceptable electoral variation. There is little in common between the
        small rural parishes of the Shropshire Hills and the more urban village of
        Bayston Hill. There is also huge objection from all the parish councils in
        Burnell.

4. Confirms its previous decision that the area covering the present Shrewsbury
   and Atcham Borough Council area should have 25 seats with 17 urban single
   member divisions and 8 rural divisions and resubmits the evidence previously
   supplied to the Boundary Committee.

5. Requests that in the event that either of the two inappropriate options now
   being consulted upon, are imposed on the area, then the Boundary
   Committee undertakes a further review within the first four years of the new
   Council to resolve issues around Bayston Hill. This would not be required
   were the Electoral Commission and the Boundary Committee to accept the
   proposals in 4. above which offer a permanent solution to a very difficult
   situation.

It was moved as an amendment by Councillor Clarke and seconded by
Councillor Moore that the recommendations be amended to read as follows:

That Shrewsbury and Atcham Borough Council asks the Electoral Commission to
resolve any boundary problems within its area at the earliest opportunity as it
wants the elections for the new Shropshire Council to take place next year with
new boundaries in place.

That this Council –

1. Believes that both the options now being consulted upon are totally
   inappropriate and unacceptable for the following reasons :

   (a) A three-member division covering Bayston Hill, Column and Sutton and
       Reabrook would straddle the new Town Council boundary.

  (b) A two-member division covering Bayston Hill and the whole Burnell

2. Confirms its original decision made 21st April 2008 supporting single member
   divisions throughout the central area.

On being put to the meeting, the amendment was lost with 8 members voting in
favour, 16 against and 6 abstentions.

The original motion was then put to the Council and, with 16 members voting in
favour, 8 against and 4 abstentions, it was

RESOLVED:
That Shrewsbury and Atcham Borough Council asks the Electoral Commission to
resolve any boundary problems within its area at the earliest opportunity as it
wants the elections for the new Shropshire Council to take place next year with
new boundaries in place.

That this Council –

1. Notes that the Boundary Committee has clearly stated that a single member
