                         Managers Guidance for Starting Salaries

All offers of employment must be made with salaries upon commencement at the bottom of
the Agenda for Change pay scale of the post being offered. No higher salary offers should
be made unless a business justification form has been approved by HR and Finance in
advance of the offer being made.

Managers do not have the authorisation to offer salaries any higher than the bottom of the
Agenda for Change Pay scale of the post being considered. In exceptional circumstances,
when an offer of a higher salary is being considered the attached form MUST be completed
and submitted to Employment Services as soon as possible.

The justification should consider the following points:
    Impact on existing team members when considering if the salary being requested is
      higher than that of existing team members and whether this can be justified, bearing
      in mind the length of service or equivalent experience obtained in another health
      related role.
    Impact on other teams/departments when considering if the salary being requested is
      higher than that of existing team members and whether this can be justified, bearing
      in mind the length of service or equivalent experience obtained in another health
      related role.
    The risks of possible equal pay claims and grievances.
    The whole package: e.g. the candidates current annual leave entitlement & benefits,
      these need to be considered along side DPT’s entitlements and benefits.
    Budgets and any financial implications
    Number of appointable applicants for the post and the reasons why an offer could not
      be made to the next highest scoring candidate if the initial appointment offer is
      rejected, or could the post be re-advertised.
    Previous NHS experience and what level this experience was at.
    Your ability to objectively justify and defend any subsequent claims or grievances.

Ensure all the above points are considered in the justification or the forms will be returned.

Staff already on Agenda for Change Pay and conditions

Staff moving within the Trust within the same pay band will move across on the same spinal
column point and retain their incremental date. On promotion, staff will move to the first
incremental point producing an increase in basic pay. The incremental date would then move
to the start date in the new salary.

Staff joining the Trust from another NHS organisation on Agenda for Change terms and
conditions will usually have their current Spinal Column Point and incremental date
honoured. Evidence of current or previous NHS salary will need to be provided, e.g. payslip.

NHS Professionals and Agencies
Salaries will not be matched to those paid by NHS Professionals or other agencies. Agency
staff do not receive the same entitlements that is gained in substantive employment e.g. sick
pay, maternity/paternity/adoption entitlements, annual leave etc, therefore the whole
package needs to be considered.

                                        BUSINESS JUSTIFICATION FORM


   All initial offers of employment should be made with salaries upon commencement at the bottom of
   the Agenda for Change pay scale of the post being offered.

   This form should be completed and authorised before any offers of higher salaries are made in all
   cases if a request is being made for a salary above the bottom of the pay scale, and should only be
   in exceptional circumstances. No offer of employment should be made at any other salary until the
   business justification has been approved. Please see the managers guidance before submitting a
   business justification form.
   Any justification needs to take into account the whole employment package which needs to include:
   Salary, Annual Leave, Contracted Hours, Sick Pay, Pension Scheme, Working Patterns etc .


Justification: to include impact on others already in post, others outside the department/team, consistency locally. See
managers guidance before completing.
