DELIVERY PLAN 2008/09: OUTLINE


Recommendation/action required

The Board is asked to note progress made with the Health Scotland Delivery Plan for
2008/09. Following conclusion of the Delivery Plan Review meetings, the draft plan
will be circulated to all Board Members for detailed consideration. Comments will be
sought back from Board Members by 10 March 2008.

DELIVERY PLAN 2008/09: OUTLINE


Purpose of paper

1.   The purpose of this paper is to update the Board on progress with the Health Scotland
     Delivery Plan for 2008/09.

Background

2.   There are two elements to our business planning process. The first relates to our Local
     Delivery Plan (LDP) which is driven by HEAT targets and specific Scottish
     Government guidance, and the second element relates to capturing the full extent of
     Health Scotland activity.

3.   Staff across Health Scotland made a significant effort to meet the deadline of 29
     January 2008 for the first round submissions to the 2008/09 business planning process.

4.   Teams have been asked to plan programmes of work that will help us to deliver on the
     HEAT targets; Health Scotland’s areas of focus, or will contribute to the delivery of the
     Better Health, Better Care Action Plan.

5.   This is the first year that Health Scotland has also been asked to complete HEAT
     templates, and these will constitute our LDP. The initial date for submission of the
     LDP to the Scottish Government Delivery Directorate is 18 February 2008, with a final
     submission date of 20 March 2008. Appendix 1 sets out the HEAT targets that apply
     specifically to Health Scotland and Appendix 2, the planning template we must use. It
     should be noted that the template requirement is for high level summary text.

6.   The Business Plan will demonstrate the full breadth of work we plan to undertake in
     2008/09 and will incorporate the LDP.

7.   Submission of all programmes has been online via the intranet-based business planning
     tool. Submission of the LDP will be via the Scottish Government HEAT templates.

Action/recommendations

8.   The draft plan submitted to the intranet is currently being analysed and checked for
     consistency and Team Heads will meet with a Delivery Plan Review Panel to discuss
     the programmes/projects they have submitted to the Plan. Following conclusion of the
     Delivery Plan Review meetings, the draft plan will be circulated to all Board Members
     for detailed consideration. Comments will be sought back from Board Members by 10
     March 2008.

9.   The revised and final version of the Delivery Plan will be brought back to the Board for
     approval on 21 March 2008.

Resource and management implications

10.   The Delivery Plan will be finalised against the budgetary allocation and staff resource
      available to Health Scotland in 2008/09. We have still to receive notification of Health
      Scotland’s core allocation for 2008/09, but have been advised to base indicative
      allocations on 3% uplift on 2007/08 funding. Including receipt of the funding for Fair
      for All Teams, (which will join Health Scotland’s directorate of Equalities and
      Planning) we can assume a total core allocation of £18.6m. Our budget in 2007/08 also
      included non-recurring/non-core funding which resulted in a total budget of £23.2m.
      The amount of non-core funding for 2008/09 has still to be confirmed but will be
      limited to funding for Healthy Working Lives and Mental Health and Wellbeing
      projects.

Communications

11.   The final printed version of the Health Scotland Delivery Plan will be widely circulated
      to key partners and the online version will be fully accessible to Health Scotland staff
      via the intranet.

Appendix 1: HEAT Targets

Health Scotland must set out in a Local Delivery Plan (LDP), an annual delivery
agreement with the Scottish Government Health Directorate demonstrating how we
will deliver on key ministerial objectives known as HEAT targets. The specific targets
Health Scotland will deliver on in 2008/09 are:

HEAT Targets: Health Improvement

     H1: Reduce mortality from Coronary Heart Disease among the under 75s in
     deprived areas.

     H2: 80% of all three to five year old children to be registered with an NHS
     dentist by 2010/11.

     H3: Achieve agreed completion rates for child healthy weight intervention
     programme by 2010/11.

     H4: Achieve agreed number of screenings using the setting-appropriate
     screening tool and appropriate alcohol brief intervention, in line with SIGN 74
     guidelines by 2010/11.

     H5: Reduce suicide rate between 2002 and 2013 by 20%, supported by 50% of
     key frontline staff in mental health and substance misuse services, primary
     care, and accident and emergency being educated and trained in using suicide
     assessment tools/ suicide prevention training programmes by 2010.

     H6 : Through smoking cessation services, support 8% of your Board’s smoking
     population in successfully quitting (at one month post quit) over the period
     2008/9 – 2010/11.

     H7: Increase the proportion of new-born children exclusively breastfed at 6-8
     weeks from 26.6% in 2006/07 to 33.3% in 2010/11.


HEAT Targets: Efficiency and Governance

     E2: NHS Boards to achieve a sickness absence rate of 4% from 31 March
     2009.

     E3: NHS boards to ensure that all employees covered by Agenda for Change
     have an agreed KSF personal development plan by March 2009.


     E5: NHS boards to operate within their agreed revenue resource limit; operate
     within their capital resource limit; meet their cash requirement.

     E6: NHS boards to meet their cash efficiency target.

2008/09 LOCAL DELIVERY PLAN RISK NARRATIVE

Narrative Section and contextual information for completion

HEAT Targets and Local Delivery Plans set out specifically NHS Scotland’s contribution
towards meeting the government’s targets and outcomes. The HEAT targets are aligned
but not confined to the 45 National Indicators and Targets.

30 HEAT Targets : 7 Health Improvement; 7 Efficiency; 7 Access to Services; 9
Treatment.

31 HEAT Key Performance Measures and Delivery Trajectories: The delivery
trajectories which set out the ‘contract’ between NHS Boards and the Scottish
Government.

Use of Narrative

Please insert Health Board name in the space provided above.

The LDP Risk Narrative is intended to allow Boards the opportunity to provide locally
based contextual information in relation to each target’s key risks and how they are
being managed regarding:

             Delivery: This information should briefly highlight local issues and in
              particular highlight risks which may impact adversely on the achievement
              of targets and/or the planned trajectories towards targets and how these
              risks are being managed.

             Workforce: NHS Boards should include a brief narrative, and relevant
              projections where possible, regarding the workforce implications for each
              of the key targets. This should include, as far as possible, an assessment
              of the availability of the staff required, the need for any training and
              development to equip the staff to deliver the specific target and the
              affordability of the workforce resource. Boards should not duplicate
              generic workforce risks applicable to the achievement of all targets.

             Finance : Boards should identify and explain any specific issues e.g. cost
              pressures or financial dependencies specifically related to the target.
              Boards should not duplicate generic financial risks applicable to the
              achievement of all targets.

             Improvement : This information should briefly outline any risks in the
              Board’s approach to sustainable improvement to deliver HEAT targets and
              how these are being managed.

The amount of narrative is expected to be commensurate with the complexity of local
issues and degree of risk but should not exceed 1-2 paragraphs under each of the 4
headings. Appropriate references to local plans will be made were necessary. Pro-
formas not adhering to these standards will be returned to Boards for re-submission.

Boards are invited to refer to the ‘Methods and Sources’ (Annex 3b) reference document
when completing the narrative under each key performance measure.
