Job Title:              Group Manager (Capital)

Grade:                  Band 3

Salary band:            £34,746 - £36,645

Location:               Finance – Brigade Headquarters, Aylesbury

Reporting to:           Treasurer

Responsible for:        Debt Management Officer


Purpose of Job:

To assist the Treasurer in developing and implementing financial strategy and
purpose.

To ensure that capital accounting functions are carried out in accordance with
legislative requirements, proper accounting practice and Brigade policy.

To ensure effective management of the Brigade’s debt, cash, borrowings and
investments in accordance with the Brigade Treasury Management Strategy.

To act as liaison officer for Finance for internal audit.


Main Duties

Capital

1.        To be responsible for the preparation of capital plans, monitoring of the
          capital programme.

2.        To ensure the provision of capital accounting complies with current and
          developing statutory provisions and CIPFA Codes of Practice.

3.        To prepare and submit timely and accurate statutory and CIPFA returns.

4.        To provide the Treasurer, other members of staff and elected members with
          sound financial advice in respect of capital accounting issues.

5.        To prepare regular capital monitoring reports for the consideration of senior
          management and elected members.

6.        To support the Treasurer and Group Manager (Revenue) in the preparation
          of the Brigade’s Statement of Accounts to ensure compliance with statutory
          requirements and CIPFA guidance, with particular responsibility for the
          capital accounting elements.
Treasury Management

7.     To fully participate in the development of Treasury Management strategies,
       policies, plans and practices to enable effective specification and delivery of
       treasury management functions.

8,     To deliver the treasury management service in accordance with the
       approved policy and control procedures and the CIPFA Code of Practice for
       Treasury Management in Local Authorities.

9.     To liaise with Buckinghamshire County Council for all relevant services in
       respect of the Brigade’s internal / external debt, temporary cash borrowings
       and, where appropriate, investments.

10.    To develop effective cash management plans and deliver reports on the
       position when requested.

11.    To provide advice to senior management on treasury management and
       related services.

12.    To ensure compliance with the Brigade’s Debt Management policy and
       report to senior management and members on the performance indicators
       and debt write-off.

13.    To investigate, analyse and make recommendations on options for
       minimizing the interest costs of borrowing to the Brigade.

14.    To be responsible for the calculation of the precept payments, to liaise with
       council tax authorities for the calculation and collection of precept, and to
       monitor that all payments are received correctly, including NNDR and
       Revenue Support Grant (Formula Grant).

15.    To be the nominated V.A.T officer – registering the brigade for VAT status.
       To ensure systems are in place for timely and accurate returns and to advise
       the brigade on all V.A.T matters.


Internal Audit

16.    To be the Finance team liaison for internal audits and collate and monitor
       recommendations from audits and reviews that relate to Finance.

Other duties

17.    To lead on and be responsible for the production of the Statement of Internal
       Control for inclusion in the Statement of Accounts on behalf of the Brigade.

18.    To assist in delivering financial training courses to Brigade staff as
       requested.

19.    To undertake ad hoc project work as directed by the Treasurer or the
       Director of Corporate Services.

20.    To undertake such other duties as may be assigned by the Treasurer.

21.    To manage the performance and development of staff in line with Company
       procedures and performance appraisal scheme.
