The study prepared in 2004 by the ADB on «African Women In Business-
AWIB: the Continent’s hidden growth reserves» underscores that the
buoyancy of the AWIB sector is key to promoting economic and social
development of African economies. Indeed, increasingly, enterprises run
by women are seen as a major source of employment and potential
growth. Women entrepreneurs represent more than half of the micro,
small and medium enterprises in Africa.       Too often policies and
programmes are designed for men, and the specific requirements of

women entrepreneurs are overlooked and so are the obstacles they
encounter as they run and try to succeed in a business activity.

The search for innovative strategies propitious to a better development of
enterprises run by women implies first and foremost that the current
situation be correctly assessed, the salient points, obstacles and
challenges identified, and secondly that questions on the possible
strategies for a better promotion of enterprises run by women be raised.

Although development assistance may be available, women may not be
aware or the assistance may not suit their needs. In addition, traditions
may maintain women in the wings and prevent them from playing an
important role in the economy.

This session presents the major obstacles and challenges businesswomen
face, the conclusions and recommendations of the study conducted by the
ADB on AWIB and examines two fundamental issues: the need for an
environment conducive to entrepreneurship in line with the various types
of entrepreneurs and the strategies likely to facilitate a rapid growth of
their small enterprises so as to contribute to job creation and in the long
run, to growth. This session will also present the new integrated
methodology assessing the business environment of growth oriented
women entrepreneurs. This methodology has been developed jointly by
AfDB and ILO. Conclusions of case studies for Kenya, Uganda, Ethiopia
and Tanzania will be presented.

AWIB; How to arouse awareness and disseminate a positive business

 The session will examine the role of a good corporate governance and its
 importance and impact on entrepreneurship development. Good
 corporate governance has an important role in promoting both economic
 efficiency and equity (through lower cost of capital, larger capital
 markets, higher market valuation of firms and profits).
 From the Bank’s perspective, good corporate governance matters to the
 whole spectrum of ownership structures, including family-owned small
 and medium enterprises. The lack of separation between ownership and
 control typical of small family businesses, of transparency and
 accountability (e.g. no external auditing) is one of the major obstacles to
 Vases growth, e.g. by increasing their tax liabilities (due to higher
 monitoring costs) and reducing access to external capital.

10h00-12h00:      Facilitate   Financing   of   Enterprises        Owned   by

Difficult access to credit and lack of adequate financial services were
emphasized by the ADB-conducted study, as a particularly serious
constraint for women.       Reasons include huge differences in asset
distribution and access to property and land, thus inhibiting women and
their capacity to access credit at affordable costs. Although micro-credit
programmes are generally available to women in Africa (through micro-
finance institutions and NGOs), these differences are still a major obstacle
to SMEs owned by women.

Issues to Raise: How does the management knowledge most women in
business lack (an issue already raised), the poor business relations and
low technical capacity of women’s associations compound the difficulty of
access to credit? How to make women award of existing financing
possibilities and ways of benefiting from them? How to ensure that women
access financing in fair conditions? How to introduce new financing
instruments for SMEs?

This session will focus on international trade as a key factor to ensure
strong growth of small and medium enterprises. It will present the
requirements and tools to help African women in business overcome the
barriers they face and make access to international markets easier. As a
conclusion, it will make proposals on actions to undertake within the
framework of the African Women in Business Development Policy with a
view to building the capacity of women entrepreneurs to be more active in
the field of export and build the capacity of associations to provide the
necessary support and enable women entrepreneurs to succeed in export.

Issues to Raise: What are the requirements of SMEs to facilitate their knowledge of
international markets and access to potential partners in these markets? Are the CCI
support programmes in the area of capacity building in export management and
access to the export market adapted to African women in business? How to build
support services for the promotion of international trade within Associations of African
Women in Business?

10h-00- 10h30: Develop the Business Culture Among Women

This session examines two basic questions: links between business, the
system of education and training of women. It will present effective
means at the disposal of women in business, training instruments, skills
and customised advice, especially tutorials and knowledge of good
practices. Examples of incubator programmes will also be presented.

Encourage Business through Education
The education system is a means of familiarising girls and boys with the
challenges to take up in business and of offering all equal opportunities to
learn and cultivate their own skills from a very young age, especially when
selecting their streams. Teachers should be trained accordingly, prepared
to inculcate in their pupils the skills indispensable to succeed in the
business world and to sensitise them to the problems of gender balance
which arise when their schooling begins.

Train Women to Acquire the skills required in the Business World

Management and vocational training for women in business should be
easily accessible, affordable and flexible: for as best as possible use
should be made of the opportunities for acquiring the know-how offered
by IT and new technologies.         Accordingly, it would be desirable to
encourage         public-private        partnership      (i.e.      public
authorities/universities/enterprises, NGOs, etc).

Case Studies of Established Incubators will be Presented.

Issues to Raise: How to make the most of existing possibilities to
stimulate business through cooperation between the public authorities,
business, industrial circles and NGOs in education, by endeavouring in
particular, to catalogue the instruments most adapted to and most
efficient in reviewing, disseminating and implementing education
programmes that focus on business. How to promote and have access to
good practices including management models designed by women, so that
they are better known and if necessary reproduced.

Presentation of Experiences of Associations of Women in Business

Establishing a network of enterprises is absolutely vital for their
development. It promotes not only links between enterprises but is an
opportunity to draw lessons from mutual experiences. The networks may
provide the opportunity to access new markets and win new clients. In
Africa, such networks may also strengthen the role of entrepreneurs and
small enterprises, becoming not only actors of change in the fields of
education, legislation and governance but also enhancing the influence of
enterprises in general.     Networks are the most important support
structure although a greater number of local networks may intervene as
business incubators.

Through the experience of the Association of Women in Business, this
session will try to examine ways and means of improving the conditions
and infrastructure necessary for the proper conduct of business networks
at the service of women, including vocational associations, and in
particular through cooperation         with regional and international
organisations. It will explore the opportunities offered to women and their
associations to join existing business networks, to take active part in them
or establish their own actual or virtual local, national and international
networks. Modern technologies offer new possibilities of strengthening
and extending these networks.

Issues to Raise: Ways of building the institutional and technical capacity
of the associations so as to enable them in turn, to strengthen women in
business. The technical and institutional capacity of associations and
networks, their weaknesses/strengths and the constraints they face to

serve their members well, partnerships with the banking sector, examples
of good networking practices and assistance requirements, types of
measures to recommend to donors, governments and network members
(North-South Cooperation and launch of “Pilot Twin Cities "); constitution
and building of business networks at local and regional levels; exchange of
information and ideas; promoting business by publishing successful case
studies of women entrepreneurs; possible adoption of other support
structures for business development such as business incubators; and
strengthening the NICTs of associations of women entrepreneurs.

Training on the Use of the CandGO Internet Platform of Women’s
Associations and Business Management

Presentation and Training on the Module NICT Partnership
Developed by the ADB & STRATINFO-CANDGO, Belgium

The network management and partnership of Associations of African
Women in Business module, developed by the ADB in collaboration with
CANDGO and FCEM will then be presented.

STRATINFO-CANDGO is a non-profit making association which has
developed in collaboration with FCEM, an Internet Platform for the
development and application of NICT tools for the administrative
management of associations and their networks. These user-friendly tools
will help the associations provide effective services and efficient assistance
to women entrepreneurs who are members. This session will make an
initial introduction to the partnership and networking tool between the
associations of women in business developed by the ADB and STRATINFO-

and CANDGO, to define the objectives and results expected as well as its
serviceability and selective research capacity.   This module initially
