                                     JOB DESCRIPTION


Job Title: Administrative Officer II                   Jobholder: Vacant
           (Health)

Reports To: Deputy Chief Officer                       Ministry: Ministry of Health and
           (Policy and Planning)                                 Human Services


1.      JOB PURPOSE

To be accountable to the Deputy Chief Officer (Policy & Planning) for maintaining
the Ministry’s policy liaison and oversight responsibilities in Health in relation to the
Department of Counseling Services, Health Insurance Commission, Health Practice
Commission, Department of Public Health, Cayman Islands National Insurance
Company (CINICO) and Health Services Authority (HSA),


2.      DIMENSIONS

In this regard the post-holder will carry out the following duties:

     (a) Advise Heads of Department and Chief Executive Officers of
        i) Department of Counseling Services
        ii) Health Insurance Commission
        iii) Pubic Health Department
        iv) Health Practice Commission
        v) Cayman Islands National Insurance Company (CINICO)
        vi) Health Services Authority
        on the implementation of policies of the Ministry and where relevant of the
        Government generally;

     (b) Provide relevant information, analysis and advice to the Policy Officer (Health)
         and Deputy Chief Officer (Policy and Planning) relevant to policy
         responsibilities of subject agencies;

     (c) Provide targeted administrative support to
         i) Department of Counseling Services

        ii) Health Insurance Commission
        iii) Public Health Department
        iv) Health Practice Commission

     (d) Support the Policy Officer (Health) in planning and managing the Ministry’s
         work in policy formation and implementation;

     (e) Assist with pertinent local community/business organizations, and quasi
         governmental organizations with regards to both policy inputs and
         implementation, and in particular, with regards to partnerships with the
         Ministry.




3.      PRINCIPAL ACCOUNTABLILITES                                        Percentage

        for the formulation of policies, strategies and programmes that are relevant

3.      Monitor and investigate as necessary, and promptly inform
        the Deputy Chief Officer, on current developments, matters

4.      Support the work of the Deputy Chief Officer (Finance &                15%

        and quality of services within the terms of existing policy and

       Aftercare, Health Insurance Commission, Public Health
       Department, Health Practice Commission, Cayman Islands
       National Insurance Company (CINICO) and Health Services
       Authority (HAS), and assist with the necessary Performance
       Agreement and Ownership Agreement.
6.     Assist the Policy Officer (Health) when requested, to provide
       information for speeches by the Minister whether delivered
       publicly or pursuant to the introduction of bills, official
       motions or contributions to other business of the Legislative
       Assembly.
7.     Assist the Policy Officer (Health) to thoroughly examine
       Parliamentary Questions so that the Minister is able to give
       accurate and timely answers in the Legislative Assembly and
       provide appropriate information for any supplementary
       questions that may arise.
8.     Contribute as required to the efficient and timely preparation
       of Cabinet Papers for the assigned subjects; and to the
       analysis and preparation of correspondence and reports
       (incoming and outgoing).
9.     Ensure that accurate information is available when publicity
       is to be given to policies, achievements, decisions and
       legislation; and assist the Deputy Chief Officer in liaising
       with the Minister and briefing him for interviews, public
       discussions and other media exposure for the relevant area
       of his assigned subjects.

5.     BACKGROUND INFORMATION
       The Ministry develops policy and legislation that enables the work of the
       Department of Children and Family Services, Department of Counseling
       Services, Health Insurance Commission, Health Practice Commission,
       Women’s Resource Centre and Probation Aftercare Unit. It also has
       responsibility for the HAS, NDC, CAYS Foundation as well as for NGOs; and
       works thru private-public partnerships as deemed appropriate.

       In the subjects for which it has responsibility, the Ministry provides policy
       guidance, obtains funding and other resources to provide an evolving range of
       services, consults and cooperates with other Ministries and their Departments
       in policy formulation and implementation, and answers to the Legislative
       Assembly for the fulfillment of its responsibilities.

       The main areas covered by the postholder’s job lie in the explanation of
       Ministry proposals and policies advice on implementation and gathering of
       feedback on implementation and newly evolving situations.

       Principal challenges of this post are to provide accurate and timely readings of
       changes in situations calling for new policy consideration; and to render
       accurate advice on policy implementation having regard always to the budget
       implications. In addition forward planning and strategy development will be
       required in the subject areas; services have to be assessed, programmes and
       capital projects developed, administered support arranged, and so on and the
       postholder will be required to play a key liaison role in all of this.

       The postholder works largely as a member of a team, whether in assisting
       colleagues in the Ministry office (possibly up to/including the Chief Officer) or

       agency, to arrive at problem definitions and solutions, and plan strategies for
       action.


6.     KNOWLEDGE, EXPERIENCE AND SKILLS

       Given the breadth of the subjects to be covered, and the demand on several
       fronts for consultation, advice and assistance, a fairly high level of intellect
       has to be assumed. A sound tertiary level education is preferred. This
       background generally ensures the training in analysis and organization of
       thought, essential to the job; although sound supervisory or middle
       management level experience may be an acceptable alternative.

       Ability to communicate well orally and in writing, and work effectively with a
       variety of agencies, (public and private) as well as with the general public, are
       also very important, and proven experiences of such practices would be a
       strong asset. In addition, a good experience and sound working knowledge of
       Government’s organizational structure and functions, in particular including
       budget and financial control, and personnel management procedures, would
       be definite assets.


7.    ASSIGNMENT AND PLANNING OF WORK

       The work is in part ‘demand-led’ i.e. it arises out of situations as they unfold;
       and in part generated from programmes development and implementation.
       Surprising turns and short turn-around times are a feature of the work.
       In this general context, the Deputy Chief Officer (Policy and Planning) may
       assign a problem to be solved or a deadline agreed on.                 There are
       opportunities for participation with the Policy Officer (Human Services) in the
       definition and design of projects. Other situation will require problem solving
       acuity.

       Generally speaking, although the volume and pace of activity will tend to be
       large and hectic, forward planning of work still has to be done; in relation to
       the work of the assigned agencies, or statutory bodies under the Ministry, and
       relevant private sector entities. Inputs from the heads of these agencies, and
       from the general public, will be taken into account, as appropriate.




8. OTHER WORKING RELATIONSHIPS
       The postholder will advice, information and /or guidance on policy and
       enactment. The heads of the Department of Counseling Service, Health
       Insurance Commission, Public Health Department, Health Practice

       Commission, Cayman Islands National Insurance Company (CINICO) and
       Health Services Authority (HSA) will both receive from and give to the
       Postholder’s advise, information and guidance.
       Advice, etc will be exchanged with these individuals on how to respond to
       demands from the public, and on development of strategic plans and
       programmes of service. The postholder will also provide interpretation of
       policy, and related personnel and budget management implementation.
       In addition, the postholder will work as needed to clarify briefs for works to be
       done on behalf of the Ministry; or which require general programming/project
       advice and assistance.
       To ensure policy coherence the postholder will work with his/her
       counterparts on the Health side of the Ministry, across Ministries, and in
       relation to private sector entities.

9. DECISION MAKING AUTHORITY AND CONTROL
       To work within the parameters of the General Orders and Public Management
       and Finance Law.
       Advice to agencies on legal and policy applications to be confirmed with
       Deputy Chief Officer (Policy and Planning).
       Inter-Ministerial and private sector relations as well as media exposure to be
       guided by the Policy Officer (Human Services).
       Immediate responsibility on behalf of the Chief Officer to assist the Deputy
       Chief Officer (Policy & Planning) and the Chief Financial Officer in the
       Ministry with budget preparation, monitoring and reporting on the
       performance of the Department of Counseling Services, Health Insurance
       Commission, Public Health Department, Health Practice Commission,
       Cayman Islands National Insurance Company (CINICO) and Health Services
       Authority.



10.    PROBLEMS/KEY FEATURES
       1. Possible over reliance by Heads of Sections on post-holder for
          administrative support.
       2. Maintenance of capacity to grasp and render effective assistance with wide
          range of matters – from building plans to the legislative drafting process to
          programme development- for a diversity of service areas and clients.
       3. Time consumed by requirements of detailed and complex procedures
         established by central departments- Personnel, Finance, also L.A., Legal
         and Planning from time to time.

       4. Requirement to attend functions and meetings outside working hours.
       5. Lack of privacy as Postholder will work in an open-plan office environment.
       6. Underdeveloped capability and arrangements to facilitate inter-Ministerial
         collaboration or private-public partnership.
       7. The Ministry is currently undertaking a phased restructuring and some
         organizational change will affect the position in the near future.
