Minutes of a Meeting of the Joint Committee held at the Conference Room,
Units 5-8 Stephenson’s Court, and Newark on Monday 2 July 2007

Election of Chair

It was proposed by Byron Rhodes and seconded by Angela Crowe that Janet Birkin
should be appointed as Chair of the Joint Committee for the ensuing year. There
being no other nominations and Mrs Birkin having indicated her agreement

It was resolved that:

Mrs Janet Birkin be appointed as Chair of the Joint Committee for the ensuing
year

Election of Vice Chair

It was proposed by Marie Dickie and seconded by Byron Rhodes that Angela Crowe
should be appointed as Vice Chair of the Joint Committee for the ensuing year.
There being no other nominations and Mrs Crowe having indicated her agreement

It was resolved that:

Mrs Angela Crowe be appointed as Vice Chair of the Joint Committee for the
ensuing year

Apologies;

Received from Trevor Southerd (Derbyshire), Tony Lake (Lincolnshire), John Clarke
and Dick Hassett (Nottinghamshire).

It was noted that there were no urgent items of business to be considered at the
meeting.

Heads of Agreement and Terms of Reference

The Committee had before it a report from the Chief Executives of the East Midlands
Police Authorities to which was annexed draft Heads of Agreement.
Clarification was provided in response to a question from Angela Crowe that the
Heads of Agreement as drafted would permit the Committee to scrutinise and to
govern collaboration projects once these were up and running. It was confirmed that
Clause 11 of the Agreement extended to cover the police authorities' scrutiny role.

It was also confirmed that standing orders would be drafted to regulate the procedure
at meetings of the joint committee including a facility for the public to raise questions.
A scheme of delegation would also be considered. The draft Standing Orders would
be received at the next meeting of the Joint Committee.

It was agreed that the Agreement should be amended by the deletion of the word
‘the’ from Clause 8 quorum; the amended clause reading as follows;

‘The quorum of EMPAJC shall be at least one member of four party authorities.’

It was resolved that:

   1. The Heads of Agreement as amended be approved.

   2. Simon Hobbs is appointed as Secretary to the Joint Committee for the
      ensuing year.

   3. The Joint Committee Secretary in consultation with the Chair of the
      Joint Committee appoints a Treasurer to the Committee to attend as and
      when necessary

   4. The timetable of meetings be approved.

Collaboration in the East Midlands

The Committee had before it a report from the Chief Executives of the East Midlands
Police Authorities.

The report provided a position statement on collaboration activity between the five
forces and authorities and outlined the role of the committee in influencing the
development and maintenance of joint working projects, maintaining the
effectiveness and efficiency of any such projects and overseeing the resourcing
requirements of collaborative work.

The Joint Committee represented an important step forward in terms of collaborative
activity and in seeking to close the gap in relation to the protective services.

The Committee resolved:

To note and endorse the contents of the report

Exempt Information Items

Resolved that under Section 100A of the Local Government Act 1972 the public
should be excluded from the meeting for the following items of business on
the grounds that they involve the likely disclosure of exempt information
defined by Schedule 12A of Paragraphs 3, 4 and 7 to the Act as amended by
the Local Government (Access to Information) (Variation) Order 2006 the public
interest in maintaining the exemption outweighing the public interest in
disclosing the information.
