JOB TITLE:               Investigations Team Leader

JOB PURPOSE:
To manage and co ordinate the delivery of Trading Standards Services across the
Borough of Cheshire East, using a combination of project planning, risk assessment
methods and intelligence led investigation to safeguard the interests of individual
consumers and businesses and the community as a whole. To contribute to the
development of robust service plans which help to reduce risks to consumers and
honest businesses through the effective identification and targeting of high-risk
offenders. To identify and respond to realistic customer needs and expectations in
order to improve standards of fair trading for the benefit of customers and other key
stakeholders.
PRINCIPAL RESPONSIBILITIES

1      Manage the delivery of Consumer Protection and Investigations across the
       Cheshire East Borough to include Investigations and Business Support and
       Regulation. To ensure identification and reduction of risks to consumers and
       businesses from unfair, unsafe or fraudulent practices; to ensure continuous
       improvement in the achievement of standards, performance indicators and targets
       in the delivery of regulatory consumer protection and customer services as outlined
       in the service plans.
2      Manage people, appraise, develop and actively encourage effective team working,
       systems and processes within the geographical unit and deal with property,
       administration, ICT, financial and personnel issues to ensure effective and efficient
       use of all operational resources.

3      Maintain a robust system of review to ensure that all resources are effectively and
       efficiently utilized and to ensure that budget targets are met.



4      Review operational performance and report deviations from agreed service plans in
       order to identify and implement appropriate corrective action where necessary and
       appropriate.


5      Work collaboratively with colleagues in co-coordinating work between service areas
       to ensure effective service delivery across all those areas and co-ordinate activities
       to complement and support other service areas.


6      Promote and develop a range of effective and sustainable partnerships with
       business and consumer groups, other regulatory agencies, and the voluntary sector
       and community groups in order to improve intelligence and targeting, business
       compliance and standards of fair and safe trading.

7      Create a range of innovative and practical methods for intelligence led investigation
       to ensure the effective assessment and reduction of risks to consumers and honest
       businesses from unfair, unsafe and unscrupulous trading activities.


       In addition each the job holder has specialist responsibilities as follows (however
       there is flexibility and crossover between the role of this and the Business Support
       and Regulation Team Leader, and each job holder has to have an awareness of
       other responsibilities):


Team Leader Investigations:

Develop an effective system for the review management and completion of complex
investigations in order to ensure statutory requirements are met and offenders are
successfully prosecuted in the criminal courts.
Create and develop an intelligence database to assist in the effective targeting of
high risk businesses.

Work collaboratively with a range of regulatory organizations to ensure that
standards of consumer protection across the county are improved.


NOTE
Notwithstanding the detail in this job description, the job holder will undertake such
work as may be determined by the Director/Head of Service/Service Manager from
time to time, up to or at a level consistent with the Principal Responsibilities of the job
and in any location within the Borough of East Cheshire.
