Background

Royal Town Planning Institute (RTPI) accreditation is seen as the international
benchmark for initial professional planning education. Candidates seeking to
become a Chartered Town Planner must meet the RTPI’s academic
requirements for corporate membership and complete a combined course or a
spatial planning course and a specialist planning course.

Planning Officer posts at Gedling Borough Council are advertised as being
ideal for newly qualified, or about to qualify, planners as the first step in their
career or for an existing planner looking to gain further experience towards
MRTPI.

The person specification for the post requires a planning degree giving RTPI
final exemption. This means that successful non-planning graduates with a
relevant degree must undertake an RTPI accredited post-graduate course in
order to become a Chartered Town Planner.


Purpose of Report

The current Career Graded Scheme (see Appendix 1) for a non-planning
graduate Planning Officer in Development Control or Planning Policy relates
to an earlier three-year Planning Diploma course, which has now been
superseded.

Subject to certain criteria, this enables progression from Band 5 to the bottom
of Band 8, following the completion of one-year post-Diploma and obtaining
MRTPI.
However, the majority of appropriate part-time, combined RTPI accredited
post-graduate degree courses now only take two years, which the Career
Graded Scheme does not currently recognise and is therefore inapplicable.

There are currently two Planning Officers within Development Control
undertaking the part-time MSc degree in Urban and Regional Planning at
Sheffield Hallam University, which is the most appropriate locally. Both have
now successfully completed their first year, which in itself equates to the
award of the Postgraduate Certificate in Urban and Regional Planning.


Proposal

It is proposed that the Scheme be amended (see Appendix 2) to include
provision for two year, part-time combined degree courses. Whereas the
current Scheme allows no progression beyond Band 5 at the end of the first
year of the course, it is considered that this should be amended for these
courses to enable progression to the bottom of Band 6, followed by
progression to the bottom of Band 7 after completion of the second, and final,
year of the course. Progression to the bottom of Band 8 would remain
dependant on the completion of one-year post-qualification and obtaining
MRTPI.

There would be no change in the overall grades for Planning Officers as a
consequence.


Resource Implications

The introduction of this amended Scheme, would increase Development
Control salary costs for the current financial year by approximately £1334
(including NI and Pension).

This can be met through staff vacancy savings this year.

It should also be noted that if Chartered Town Planners had originally filled
these posts, their starting salaries would have been higher.


Recommendation

Members are recommended to update and amend the current Career Graded
Scheme to reflect the current two-year part-time, combined RTPI accredited
postgraduate degree courses and enable progression through the grades at a
comparative rate; and that the new Scheme be applied to existing employees,
as appropriate, from the date following the Committee. The scheme would, in
future, apply to all Planning Officers.
