									Minutes of the Ordinary Meeting of Kirkbymoorside Town Council held at Manor Close
Community Centre, Kirkbymoorside on Monday 19 May 2008 at 8pm


Present:          Councillors G De Barr, S Brown, J Coughlan, M Dickinson, M Donald, J Emerson, L Mudd
                  and N Richardson.

Also present:     County Councillor V Arnold and 2 members of the public.


10      APOLOGIES FOR ABSENCE

        Councillor Russell.


11      MINUTES

        The Minutes of the Ordinary Meeting held on 21 April 2008 were approved by the Town Council
        and signed by the Chairman as a correct record.


12      TOWN CLERK’S REPORT

        Members noted:

             the Parish Representative to ‘Safer Ryedale’ was Councillor G Rennie;
             the Five Towns’ clerk representative on ‘Safer Ryedale’ was Sandra Doubtfire;
             a letter of thanks had been received from a resident of Slingsby Garth for the hard work undertaken
              by the Town Council to have the cycle path diverted on the Persimmon development;
             the following publications had been received and lodged in the Town Council office:
              Clerks & Councils Direct; LCR; Yorkshire Moors & Coast Newsletter; Moors Messenger.


13      DISCUSSIONS WITH LOCAL REPRESENTATIVES OF THE DISTRICT AND COUNTY
        COUNCILS

        Discussions took place on the following topics:

                 Repairs to the footpaths in the town.
                 3 tier working.
                 Management changes at Ryedale District Council.

        Members discussed a change to the format for this agenda item and agreed that in future items would
        be brought to the Clerk one week in advance. The County and District Councillors would then be
        informed of these items


14      DEVELOPMENT CONTROL


        a)        Planning decisions received from Ryedale District Council

                  Members noted the following approval which was in accord with their own views:

                  08/00233/FUL change of use of ground floor fitness studio to fitness studio and separate antiques
                  shop at 6 Market Place.

          b)       Planning applications received from Ryedale District Council

                   Members considered two applications:

                   08/00360/FUL: erection of 1.52m high hurdle fence to replace existing 1.52m high rush fence at
                   70 West End by Miss J Lawrence
                   08/00377/FUL: erection of two-storey extension at 2 Oak Close by Mr M Foster
                   and had no objections to either of them.

          c)       Planning applications received from North Yorkshire County Council

                   Members considered two applications:

                   i)      external works to include part demolition of existing rear wall and provision of level
                           access to rear extension at Church House, High Market Place
                   ii)     extension and conversion of Church House to form library and adult learning centre,
                           including new ramped access to main entrance. External works to include part of the
                           existing rear wall and provision of access to rear extension. Internal works to include
                           removal of internal walls and stairwell and formation of new openings at Church House,
                           High Market Place

                   and had no objections to either of them.


15        MEMBERS REPORTS

          Councillor De Barr gave a verbal report on the 5 Towns meeting.


16        FORMER HIGHWAYS DEPOT AT MANOR VALE

          Members were informed that the agents for the County Council were appealing against the planning
          decision given by Ryedale District Council, which refused a housing development on the former
          Highways depot at Manor Vale Lane. Several uses for the site were identified by the Town Council
          but it was agreed to wait to see what the outcome of the Appeal was before doing anything further.


17        AUTHORISATION OF SIGNATORIES AS REQUIRED BY THE NORTH YORKSHIRE
          PENSION FUND

          The Town Council appointed Councillors Coughlan and Donald to be the signatories for any forms
          required by the North Yorkshire Pension fund.


18        DOCUMENTATION REQUIRED FOR RYEDALE VIEW PLAY AREA1

          a)       Equal Opportunities Policy

                   Members received and approved an Equal Opportunities policy.

          b)       CRB Check

                   Members were informed that one of the requirements of the funding from the Big Lottery was
                   that a member of the Council, involved with the Ryedale View Play Area, should be CRB
                   checked. It was agreed that the best person to hold the CRB certificate would be the person
                   who carried out the weekly inspection of the equipment. The Town Council appointed
                   Councillor Richardson to do this job.

           c)      Child Protection Policy

                   Members agreed to defer this item to allow further information to be sought.


19         FINANCE

           a)      Monthly Accounts

                   The Town Council approved payments to the value of £3,359.49.

           b)      Accounts for the year 2007-08

                   Members received and approved the accounts for the financial year 2007-08.

           c)      Insurance

                   The Town Council considered two quotations for the insurance policy, payment for which was
                   due on 1 June 2008.

                   The Town Council resolved that the quotation from WPS Insurance Brokers be accepted and that
                   the premium of £1,261.45 be paid.

           d)      Clerk’s salary

                   Members approved the annual increase in the Clerk’s salary to point 29 on Scale LC2.

           e)      Grass Verge Cutting Contract2

                   Members were informed that a mistake had occurred on the maps issued by County Council for
                   the verge cutting at Kirby Mills, in that the verge in front of the houses had been omitted. The
                   Town Council resolved that this area be added to the contract.

           f)      Dog bins

                   The Town Council resolved that a new dog litter bin be purchased and that it be sited in Back
                   Lane.

           g)      Grant request from the Parochial Church Council of KMS

                   Members considered a request from the PCC for a grant towards the cost of the upkeep of All
                   Saints’ churchyard. The Town Council approved a grant of £500.00.

           h)      Councillor Training

                   It was agreed that Councillors De Barr and Brown attend the ‘Councillor Skills’ course, which
                   was being organised by YLCA and would be held on 31 July 2008 at the Memorial Hall
                   Pickering, at a cost of £60. plus VAT.

           i)      Valuation of Library for Insurance purposes

                   It was agreed that the Library building on Church Street be valued for insurance purposes.

           j)      Mayoral Allowance

                   The Town Council resolved to keep the allowance for the Mayor at £1,000. but this would be split
                   into two categories. £500. to cover personal expenses and £500. to cover the Civic function.

20     TOWN COUNCIL POLICY ON SEATS IN KIRKBYMOORSIDE

       Members were informed that there was no policy in place for Memorial seats although it was apparent
       from correspondence that the Town Council did not replace these seats once they were beyond repair. It
       was resolved that when someone enquired about donating a memorial seat they be sent a letter stating that
       the Town Council would repair the seat whilst this was possible but would not be responsible for
       replacement. The person who had donated the seat would be informed when it was no longer viable to
       repair the seat and given the chance to replace it, should they wish to do so.
