REGIONAL SPATIAL STRATEGY FOR THE SOUTH EAST: PARTIAL REVIEW
OF PLAN-REVISED APPOINTMENT OF PRIMARY LAND-WON AGGREGATES
EXAMINATION IN PUBLIC

1. Thank you for your representation to the above mentioned Review.

2. An Examination in Public (EiP) will be held to review Policy M3-Primary land-
   won aggregates and sub-regional apportionment, starting on 6 October 2009.
   It provides the opportunity to have a structured discussion on issues arising
   from the proposed policy. The EiP will be carried out by an independent
   Panel, appointed by the Secretary of State, of Mr Chris Offord BA MRTPI
   (Panel Chair) and Mr Brian Cook, BA(Hons) DIP TP MRTPI (Panel
   Inspector). A Planning Officer, Mike Hale BA (Hons) MPlan will also be
    in attendance to assist the Panel.

3. I have been appointed as the Panel Secretary for the EiP and my details are
   given above and on the website. I am the first point of contact for any
   administrative or procedural matters regarding your representation or the
   Examination process itself. The office can be contacted by telephone, fax or
   e-mail as above; normal office hours are 09.00-16.30, Monday to Friday
   (excluding Public Holidays). Should you wish to leave a message outside these
   hours, or in the event that the office is left unattended for a brief period, there
   is a voicemail facility on the above number. Alternatively, please email.

4. An analysis of the representations made has produced the enclosed draft list
   of Matters for discussion, and Participants to be invited to, the EiP – this will
   be posted on the Planning Inspectorate EiP website at the following link
   http://www.planning-inspectorate.gov.uk/pins/rss/south_east_m/index.htm
   together with a summary of the analysis of representations. Those who have
   made similar comments on the proposed policy may wish to consider
   combining forces for the purposes of presenting evidence to the EiP using a
   single spokesperson.
5. Following publication of this draft list of Matters and Participants there is now
   a 28 day consultation period for any comments on this list. If you wish to
   comment please submit these to me by Tuesday 11 August 2009.


6. The Preliminary Meeting will start at 10am on Tuesday 21 July at Penta Hotel
   Oxford Road, Reading, RG1 7RH. This meeting is to explain the procedures
   that will be followed at the EiP: it will not be dealing with any of the evidence
   that will be presented either orally or in writing to the Panel at the EiP. It is
   anticipated that those attending will, in the main, be those who have been
   invited by the Panel to participate at the EiP. It would be helpful if just one
   person per participant attended (such as an agent) as seating will be limited.
   In any event it is essential that you notify me of your intention to attend this
   Preliminary Meeting. Minutes of the Meeting will be sent to all those who
   attend, will be posted on the EiP web site and will be available, upon request,
   from me. Following the Preliminary Meeting there will be a seminar on the
   methodology used and the sub-regional apportionment.


7. Paper copies of all the representations will be available for viewing in this
   office, and at the office of the South East England Partnership Board, together
   with any other documents relevant to the EiP as they are received but you are
   asked to telephone first to make an appointment.

8. Your respondent number is listed below above and it would enable us to deal
   more promptly with any enquiry you may have if you could quote this in your
   communications.    When communicating by e-mail please include your
   respondent number and organisation name (if applicable) in the subject line.

9. Also enclosed is a copy of the Guidance Notes for Participants. This should
   cover all the information you will need to participate in the examination. I
   wish to draw your attention to paragraphs 21 to 32 of the Guidance Notes.
   Your careful adherence to these paragraphs will significantly help in the
   processing of submissions.
