‘The CPS is a prosecution service that is confident and independent, efficient and effective – becoming truly world class. Everything that we
do aims to deliver justice for all and to make our community safer’:-
SECTION 1: Working Effectively and Efficiently to bring Offences to Justice - PSA Target No 23 and 24
    Progressing the implementation of the Optimum Business Model in CPS Dorset and realising the business benefits.
    Continuing to embed Criminal Justice Speedy, Simple, Summary (CJSSS) in Dorset.
    In support of CJSSS implementing the Director’s Guidance on the Streamlined Process in Dorset.
    Ensuring that the successful implementation of Conditional Cautioning in Dorset is strengthened.
    Ensuring that the benefits realisation of Statutory Charging is delivered in Dorset so that unsuccessful outcomes are reduced.
    Increased deployment of our Crown advocates, Designated Caseworkers and Crown Prosecutors so that our resources are used more
     effectively in the Courts and our reliance on agents and Counsel is reduced.
    Continuing to focus on and prioritise a range of offender types that impact adversely on communities.
    Progressing the development of the Wessex Group structure to deliver a consistent, high quality service.

SECTION 2: Championing Justice and the Rights of Victims and Witnesses – PSA Target No 23 and 24
     Strengthening our commitment and service to Victims and Witnesses by promoting our policies and expectations to all our staff.
     Continuing to improve our use of performance management systems and our people so that accurate information to support Victim
      and Witness care is available and satisfaction levels are improved.
     Specifically improving our performance in relation to the Direct Communications with Victims Scheme (DCV).
     Implementing CPS strategic issues that support Victims and Witnesses of crime.
     Strengthening the way that we prosecute offences of Violence Against Women which includes Domestic Violence, Rape, Sexual
      Offences, Honour Crimes and Trafficking.

SECTION 3: Inspiring Confidence in the Communities We Serve - PSA Target No 23 and 24

   Building and strengthening the Community engagement and media activity that we have already established.
   Continuing to educate and involve our workforce so that they appreciate the needs of the communities we serve and feel enabled to
    participate in engagement activities within the community.
   Depriving Criminals of the Proceeds of Crime – confiscating assets from criminals to show communities that crime does not pay.


SECTION 4: Working in Partnership to Serve the Public - PSA Target No 23 and 24

   Continuing to foster strong working partnerships to deliver a safer Dorset where everyone has a part to play in creating a healthy,
    crime free and prosperous quality of life for all communities.
   Continuing to work with our CJS partners to strengthen and link our IT systems to provide a more efficient and effective service to
    the public.


SECTION 5: Improving Ourselves to Improve the Service we Give – PSA Target No 23 and 24

   Ensuring that we continue to review our staff and Leadership training so that we have the right people with the right skills in place to
    deliver a high quality service to the community in Dorset.
   Ensuring that we enable our people and managers to perform to the highest standards by listening to and rewarding them.

Introduction

Dorset: Geography and Demography

Dorset covers approximately 1025 square miles and has a population of approximately 692,700. According to the Census 2001 figures, 97.9% of the population
of Dorset (including the Unitary Authorities of Bournemouth and Poole) describe their ethnic origin as white. Overall the largest ethnic minority group are
Chinese. 74.4% of the population indicate that their religion is Christian. Across the County the largest non-Christian section of the community are Jewish (0.5%
of the population).

The main conurbation is Bournemouth, Christchurch and Poole; sizeable towns are at Weymouth, Dorchester, Bridport, Wimborne and Blandford.


Dorset CPS: Organisation and Staffing

Dorset CPS covers the County of Dorset. The Office is located in Bournemouth on the first 3 floors of Oxford House, a relatively modern 6 storey building.
Oxford House is close to the Bournemouth Magistrates’ Courts, the Dorset Police Force Criminal Justice Department Headquarters and the Bournemouth
Divisional Police Headquarters.

There are presently 63.6 full time equivalent members of CPS staff of which 20.6% are part time, 5.9% are from BME backgrounds and 1.5% have a disability.
There are also 57 Police staff in Dorset CPS Area, working with us in 2 Prosecution Teams - the Combined Unit (This deals primarily with Magistrates’ work but
also some Crown Court work) and the Crown Court Unit. The Witness Care Unit, which was established under the No Witness, No Justice initiative is also
located at Oxford House alongside the Combined Unit.


Dorset Police Force

There is one Police Force for the County. Operationally the County is divided into 2 Police Divisions or Basic Command Units (BCUs):

Poole and Bournemouth Police Division/BCU;
Dorset County Police Division/BCU.


The Force Headquarters is at Winfrith.

H.M. Courts Service


This provides a combined administration service to the Crown and Magistrates’ Courts of Dorset.


(i) Dorset Magistrates’ Courts

    There is a Clerk to the Justices and there are 2 Magistrates’ Courts Petty Sessional Divisions and 7 Magistrates’ Courts Centres. There are 2 Magistrates’
    Court User Committees, and a County wide Co-ordinating Inter-Agency Youth Court User Committee.
