General Specification

Scope of Works

The works involve the replacement of the existing kitchen units
and associated pipework and finishes to ??? properties of
differing house, flat and bungalow types in various locations.

The typical works to each property is to strip out existing kitchen
units, temporarily reposition appliances, remove existing wall and
floor coverings, remove existing waste pipework, overboard
existing ceiling with skim finish, re-wire kitchen circuit complete,
renew consumer unit if necessary, install new kitchen to chosen
layout and colour, provide new vinyl floor coverings and ceramic
tiling to chosen colour, remaining walls and ceilings to be
decorated, refix existing appliances. The scope of works may
vary and will only be confirmed following the survey. Properties
may be encountered that have had alterations carried out by the
residents or the Council.

Schedule of Properties

Addresses to be confirmed to successful contractor.

??? properties identified. the total number of units
may be subject to change. No claim, or variation
to rates, will be considered for the reduction, or
increase in the number of units.
The Contractor is to allow for the works to be carried out from
three separate locations, one each in Canterbury (20% of
properties), Whitstable (50% of properties) and Herne Bay (30%
of properties). Allowance should be made for a fully operational
compound to be located at each at separate times (ie compound
to be relocated on two occasions). On no account should the
Contractor price for this item on the assumption that a void
property     may     become     available    for   office/welfare
accommodation.

Drawings

Drawings of the various house types can be supplied if
necessary.

Procedure

The procedure for the works is to be as follows:-

    Upon receipt of the Contractors Draft Programme,
    Canterbury City Council‟s Housing Services will write to
    residents informing them of the works and giving an
    approximate start and completion date taken from the
    programme.

   Each property will then be visited by the Council
    Representative, and a representative of Howdens Joinery to
    complete the Tenant Choice Form, Appliance List and the
    Survey Form.

   The Contractor will then give each resident two weeks notice,
    in writing, of the exact start date. The notice is to include the
    start and completion dates. At the start of the Contract only,
    the two weeks notice can be waived providing that the
    contractor has agreed the start date with the resident and no
    objections have been raised.

   The works will then start and upon completion the Survey
    Form is to be completed to confirm the extent of works,
    signed as agreed by the Council Representative, and is to be
    forwarded to the Contractor for the costs to be added then
    passed to the Contract Administrator for approval.

   A Customer Satisfaction Questionnaire will then be left at
    each property which is to be returned directly to the Council.
    The results of the questionnaires will then be forwarded to
    the Contractor.

Pricing of the Works

The Contractor is required to price the Schedule of Works which
shows each overall heading of each operation required for the
carrying out of the works. The Schedule is based on a typical
layout shown in Appendix F, using approximate quantities, which
when priced will be used in the build up to the give the tender
sum. It will also serve as a provisional sum and instruction to
proceed for each and every property until confirmed at
completion.

The Schedule of Additional Works is a list of items which may be
encountered during the course of the works and is not
exhaustive. This also requires pricing and will be used as and
when appropriate. The rate for any item of work encountered that
is not included on the list will be agreed as and when necessary.

Upon completion of the works to each property, the exact extent
of works is to be recorded, and the Schedule of Works and the
Schedule of Additional Works will be used to confirm the exact
cost. This will then form the individual property final account.

NOTE

The Contractor is made aware that the kitchen layout shown is a
typical layout and is for tendering purposes only.

The Contractor is also made aware that the actual layout for each
individual property will be varied to suit the residents preferences
and appliances. It should NOT be assumed that one layout
will suit all properties.

Survey Form (Appendix C)

This form is to be completed for each property prior to the
commencement of the works. The Contractor is responsible for
completing this form in conjunction with the Council
Representative. All lengths, areas etc are to be agreed with the
Council Representative as the survey is carried out. During the
survey or during the course of the works, if it becomes apparent
that additional lengths, areas, etc. or additional works will be
required, then these are to be included on the reverse side of the
form, only with the full agreement of the Council Representative.
Upon completion of the works, all rates are to be transferred from
the Schedule of Works, and the Schedule of Additional Works if
necessary, to give a total cost for the property.

A representative of Howdens Joinery Ltd will also be present to
check dimensions and to confirm that standard layouts are
suitable or to adapt the same to accommodate the residents own
appliances.

Tenant Choice Form (Appendix D)

The Tenant Choice Form is to be completed prior to works
starting and preferably at the same time as the Survey. It sets out
the colour options that each resident can choose from.

The form also sets out the tenants preference regarding working
hours and gives any further information that the Contractor may
need ie health considerations, shift working etc.

Customer Satisfaction Questionnaire (Appendix E)

This form is to be sent to the resident of each property upon
completion of the works. It asks the resident to comment on three
specific areas, consultation, during the works and at completion
of the works. The results will be used to monitor the performance
of the various Council Departments and that of the Contractor, to
improve the service provided where necessary.

Contractors Obligations and Method Statements

The Contractor will be required to submit the following prior to the
commencement of the works.

Overall Programme - This is to be in a bar chart form with
properties listed top to bottom and the Contract Period timescale,
shown in weeks, from left to right. The programme is to show the
overall duration of each property and also any Statutory Holidays
that may occur within the Contract Period. It will be used to
monitor the progress of the overall Contract.

Individual Programme - This is to be in a bar chart form with the
various operations listed top to bottom and the proposed
timescale for a typical property, shown in days, from left to right.
This will be used to monitor the progress in each property.

Method Statements - The Contractor is to submit his Method
Statement stating how he intends executing and administering
the works.

Information - The Contractor is to keep the residents fully
informed of progress, appointments are to be kept, and
explanations to be given if delays occur. Sufficient notice is to be
given if a pre-arranged appointment cannot be kept. The
Contractor is to inform adjoining residents of dates for carrying
out works.

The Contractor is advised to employ a dedicated Tenant Liaison
Officer for this project. Allow here for costs in providing this
service. If the Contractor chooses not to employ a Tenant Liaison
Officer then details must be provided on alternative arrangements
in dealing with the residents on a daily basis.

Method of Work

The Contractors Method of Work should be carried out so as to
cause minimum disruption to the residents. Visits are to be kept
to a minimum with as much work as possible being carried out
during each visit.

Restrictions

In addition to the Preliminaries and General Conditions, the
Contractor will be bound by the following restrictions:

The Contractor shall ensure that each resident has a facility for
cooking and washing up at the end of each working day. Allow to
disconnect move and reconnect on three occasions during the
course of the works to each property. If, for any reason that this
is not possible, then the Contractor is to provide temporary
facilities achieving the same criteria.

All works must be carried out within the working hours agreed
with the resident and as stated on the Tenant Choice Form.

Each property will only be deemed as being complete once the
Clerk of Works has agreed and signed the fully completed Survey
Form.

Payment

Interim valuations will include only those properties that are
confirmed as being complete and will be in the total value
stated and agreed on the Survey Form. It is in the Contractors
interest to ensure that the completed Survey Forms are issued to
the Contract Administrator immediately after the completion of
each property.

Technical Specifications
Kitchens

Kitchens to be obtained from

Units to be rigid carcase with a choice of different door fronts to
residents selection, and are to be installed as the typical drawing
contained in Appendix G. The typical layouts are subject to
change depending on the residents own appliances, fixtures and
fittings.

Individual kitchen cost deemed to include all units, worktops,
stainless steel single bowl single drainer sink, plinths and all
other items required to allow the full installation as shown on
individual kitchen layouts.

Delivery to be arranged with Howdens Joinery. For the purposes
of the tender, it is to be assumed that all deliveries will be made
by Howdens free of charge.

Taps

Supply and install Deva Sandpiper quarter turn lever mono sink
mixer, SQT13/CP chrome. Available from Fokard Boulding.

Foul Drainage above ground

Existing waste pipe from existing kitchen sink is to be renewed. It
is assumed that for all properties the pipe passes through the
external wall and discharges at ground level over an existing
gully.

It is also assumed that the existing holes in the masonry can be
reused and are to be made good upon the installation of the new
waste pipework.

All new pipework to be MuPVC pipes and fittings to BS5255 with
solvent welded joints, inclusive of all jointing pieces, connectors
etc, fixing with pipe clips to backgrounds requiring plugging.

All diameters stated are nominal. Traps to have 75mm seal.

All external visible pipework, fittings, fixings etc. to be BLACK.

Flooring

POLYFLOR XL PU Marbleised vinyl sheet flooring, 2mm thick,
2.0m wide, each roll 20 lin m, to selected colours from Polyflor
Ltd, PO Box 3, Radcliffe New Road, Whitefield, Manchester M45

Installation shall be in accordance with BS 8203 1996. Subfloors
must be smooth, hard, clean and dry before laying. Majority of
existing floors are concrete and are to receive Latex levelling
compound to ensure a smooth even surface. Vinyl must be
allowed to relax for 24 hours in a uniform room temperature
between 18ºC and 27ºC prior to installation. Adjacent sheets
should be reverse laid. Vinyl must be seam welded and sealed at
the perimeter. Vinyl should be laid with manufacturer approved
adhesive.

The contractor shall allow for all wastage. Vinyl flooring is NOT to
be laid under kitchen units but is to be laid into recesses for
appliances.

Apply sealant to junction of vinyl flooring and kitchen unit plinths/
new/existing skirtings etc. Sealant to be Dow Corning 785
Silicone Sealant (or a similar approved product), applied in
accordance with the manufacturers recommendations. Colour to
be „CLEAR‟.

Wall Tiling

Hack off all existing ceramic wall tiling, make good and leave in
suitable condition to receive new ceramic wall tiling.

New ceramic wall tiling to be PRISMATICS, gloss finish, to
selected colours from the following colours:

PRM57 White/Shark, PRG36 Peach Sorbet, PRV2 Victorian
Cream

150 x 150 x 6.5mm glazed ceramic wall tiles rom selected stock
range colours.

Tiles should be fixed in accordance with BS5385:part 1:1990,
“Code of Practice for the design and installation of internal
ceramic tiling and mosaics in normal conditions” and BS5385:part
4:1986, “Code of Practice for ceramic tiling for the design and
installation of internal ceramic tiling and mosaics in specific
conditions”.

All existing tiles removed and background of plastered masonry
walls or plasterboarded partitions prepared to provide adequate
key.

Bedding to be ribbed thin bed adhesive using Bal-Wall White Star
or a similar approved product.

Grouting to be Bal-Grout or similar approved product.

Joint width to be 2mm.

Sealant movement joints at all internal corners. Apply silicon
sealant to perimeter of all newly installed worktops. Sealant to be
Dow Corning 785 Sanitary Silicone Sealant (or a similar
approved product, applied in accordance with the manufacturers
recommendations. Colour to be „WHITE‟.

Typical locations and areas of tiling to be 3 courses above total
perimeter of worktops, behind cooker space from skirting to
worktop, and to under extractor hoods if fixed.

Decorations

Strip existing wallpaper (if necessary) and leave walls ready for
new wallpaper or paint finish subject to choice of resident. It is
assumed that all walls will require making good to achieve the
desired finish.

Wallpaper:
Apply vinyl wallpaper supplied by resident when necessary.

Emulsion paint on walls and ceilings from:
Crown Trade Silk Vinyl (or similar approved manufacturer).
Colour to be
BS 08 B 15 - Magnolia for walls, BS 00 E 55 - White for ceilings.

Preparation generally:

   Carefully remove all loose or defective areas of coating to a
    firm edge.
   Thoroughly clean by wiping down with white spirit or washing
    with water containing detergent. Remove heavy deposits of
    oil, grease, etc. with a suitable proprietary cleaning solution.
   Sand down gloss surfaces while still wet to provide a key.
   Rinse off and allow to dry.

Fill joints, cracks, holes and other depressions with filler worked
well in and finished off flush with surface. Sand smooth and
remove dust.

Cleaning/stopping/filling/sealing/etc. materials to be types
recommended by their manufacturer and the coating
manufacturer for the situation and surfaces being prepared,
unless specified otherwise. Use in accordance with the
manufacturers recommendations.

Apply 1 mist and two full coats of Silk Vinyl emulsion to all
prepared areas.

Gloss paint to all door, linings, architraves, skirtings, windows
from:-
Crown Trade Full Gloss (or similar approved manufacturer)
Colour to be BS 00 E 55 (white)
Preparation to be as described above.
Apply 1 undercoat and 1 coat of Full Gloss paint to existing gloss
painted timber surfaces.

Replacement of Incoming Water Service

During the survey, an inspection of the incoming water service is
to be carried out to determine the material. If it is found to be in
lead, then it is to be replaced, any other material is acceptable
and no further works will be required. The successful contractor
will be required to enter into a domestic sub contract
arrangement with Waterlink, a division of Mid Kent Water to carry
out all works relating to existing water services.

     Kitchen Replacements

     Schedule of Works

     Listed below are the items of work that will be deemed to be
     included under each heading on the Survey Form. Each item to
     be priced individually which when collated will give an all
     inclusive cost for that heading.

1.   Demolition/Strip

A    Remove existing kitchen - Carefully remove all existing base
     units, worktops, larder units and wall units and cart away
     ensuring no damage is caused to existing finishes, etc. Cut
     existing copper hot and cold water pipework ready for new tails
     500mm long.

B    Remove existing vinyl sheet/tiles - Take up two layers of
     existing floor coverings and cart away. Allow 10m² average per
     layer.

C    Remove existing tiling - Hack off existing wall tiles and tiled
     window cill and prepare walls ready to receive new wall tiling.
     Allow 4.0m² average.

D    Strip existing wallpaper - Completely strip existing wallpaper.
     Allow 15m² average.

E    Infill - Remove existing 9” sq air brick and brick up to match
     existing.

F    Protection - Allow for protection of existing carpets, fixture,
     fittings and finishes during the course of the works including wall
     hung boiler.

2.   Enabling Works

A    Drain down existing system - Examine each individual heating
     and hot and cold water system and identify all pipe runs in the
     vicinity of the works. Follow manufacturers recommendations for
     the draining down of the system prior to removing radiators and
     water carrying pipework. Allow here to remove and refix 1no.
     radiator.

B    Re-fill system - Follow manufacturers recommendations for re-
     filling the heating and hot water system upon completion of the
     works. Test operation and leave system in full working order
     ensuring all air has been purged.

C    Move appliances - Carefully examine existing appliances, note
     any defect/damage. Move appliance to temporary location
     agreed with resident. Allow three moves during course of the
     works including temporary connections.

3.   Replace kitchen

A    Fix new kitchen - Supply and install new kitchen to layout as
     shown on drawing in Appendix G, including stainless steel inset
     sink top with taps. Allow access to stop cock, electric meters,
     controls etc.

B    40mm waste pipe - Fix new waste pipe, for connection to new
     trap. Existing hole in masonry to be reused. Allow 2m linear
     length average and 1no. bend.

C    Trap - 75mm deep seal trap, with spigot for washing machine
     waste pipe connection. Fix only, item supplied with kitchen.

D    15mm tails for hot and cold water - Fit new copper tails,
     500mm long, with isolating valves, 2no., at junction of existing
     pipework and new tails with new tap connectors, 2no.

E    Washing Machine connections - Allow to extend hot and cold
     water supplies to washing machine location, each supply 2m
     long, complete with tap suitable for connecting hoses.

F    Skirting - Allow to replace 3.0m linear of skirting, assumed
     100x19mm section size.

4.   New flooring

A    Latex to floor - Apply one layer of Latex self levelling compound
     to existing concrete floor where units are not to be fixed. Allow
     6m² average.

B    New vinyl flooring - Provide and lay Polyflor XL vinyl sheet
     flooring in strict accordance with the manufacturers instructions.
     Colours to be as selected by resident. Allow for 6m² actual area
     average. Rate to include for wastage.

C    Silicone Sealant - Apply waterproof sealant at junctions of
     flooring and kitchen unit plinths and skirtings. Allow 14m average.

D    Edge strip – Allow to install 1no aluminium edging strip to
     junction of new vinyl and existing floor coverings.

5.   New ceiling

A    Overboard ceiling - Overboard existing ceiling using 12.5mm
     plasterboard with skim coat finish. Allow 10m² average.

6.   Wall tiling

A    Wall tiling - Fix new glazed ceramic wall tiling to perimeter of
     worktops, window cill, behind cooker from skirting to worktop and
     below extractor hood if fitted. Tiles to be fixed as previously
     described. Resident to have choice of five different standard
     colours. Allow 6.0m² average.

B    Silicone Sealant - Apply waterproof sealant at junctions of
     worktop and ceramic wall tiling. Allow 11m average.

7    Painting (Emulsion)

A    Paint walls - Paint made good walls using vinyl silk emulsion as
     previously described. Allow 15m² average.

B    Paint ceilings - Paint previously overboarded ceiling using vinyl
     silk emulsion, colour White. Allow 10m² average.

8    Painting (Gloss)

A    Prepare and paint joinery - Prepare and paint all existing joinery
     within the kitchen n.e. 300mm girth as previously described.
     Allow 10m linear length average.

B    Prepare and paint joinery - Prepare and paint all existing joinery
     within the kitchen over 300mm girth. Allow 4.0m² average
     (includes one side of door and radiator).

C    Paint pipework – Prepare and paint all new and existing
     pipework with 2 undercoats and 1 full gloss coat. Allow 5.0m
     linear length average.

9    Fixtures

A    Remove and refix fixtures - Typical fixtures to include roller
     blind/ curtains, net curtain and 3no miscellaneous items that
     require plugging and screwing. Any further fixtures to be noted
     on Survey Form.

10   Rewire existing kitchen

A    Rewire – Strip out existing and rewire kitchen complete from
     Consumer Unit. Allow for 4no. Double switched socket outlets
     fixed above worktop, 3 no fused spurs above worktop level
     operating 3no low level single outlets (fridge, freezer & washing
     machine), 1no cooker point, 1no.1500mm fluorescent light and
     diffuser with light switch.

     Supply and install suitably sized extractor fan complete with
     isolator. Allow for Ferrob kitchen wall model Sensortronic M1000
     Micro with self cleaning humidity sensor, 2 light status and infra
     red readout with electrically operated backdraught shutter and
     removeable grill. Include for 150mm dia hole in external wall.

     Ring main to be chased into existing walls, cables above worktop
     to be chased in with metal capping protection. Cables in ceiling
     taken behind new overboarded ceiling.

     Carry out all electrical supplementary bonding following the
     installation of the stainless steel sink.

     Allow 3m linear length average/unit of surface trunking where
     necessary.

     All components to be approved fittings from Caradon MK
     Electric Ltd only.

B    Provide Electrical Test Certificate for complete property upon
     completion. Note: This item must be priced separately.

11   Gas pipework

A    Allow to adapt existing gas supply to new cooker position.
     Pipework to be 15mm. Allow 3m length provisional.
     Allow to maintain supply to existing boiler.

B    Supply and install safety chains to gas cookers. Allow 50% of
     properties to have gas cookers.

C    Provide gas safety certificate for each property. Note: This item
     must be priced separately.

12   Completion

A    Clean and leave in tidy condition - Thoroughly clean kitchen,
     reposition appliances, remove protection and leave areas
     affected by the works in a clean and tidy condition.

      Additional Schedule of Works

      Do not include in general summary

      The items listed below are works that may be reasonable
      foreseen during the replacement of the kitchen. Where such
      additional item(s) are found, the Clerk of Works agreement, or in
      his absence, the Contract Administrators agreement must be
      obtained prior to progressing. The quantity of each item can then
      be agreed and included on the Survey Form.

A1    Remove existing polystyrene tiles from ceiling. Allow 10m² total
      area.

A2    Hack off loose and defective plaster to walls. Make good ready
      for skim coat. Allow 1m².

A3    Provide and fix additional wall tiling to previously prepared walls
      where agreed. Allow 1m².

A4    Construct two sided horizontal / vertical pipe casings using
      38x38mm treated sw framework clad with 6mm ply. Casing not to
      exceed 300mm girth on any face. Allow 1.5m length.

A5    Carefully remove door and frame, erect timber studwork to both
      sides, finish with skim coat of plaster. Allow to decorate lounge
      side of opening only. Extent of redecorations agreed on site.

A6    Provide and fix glazed ceramic wall tiling to horizontal/vertical
      pipe casings not exceeding 300mm girth to any face. Allow 1m
      length.

A7    Replace existing cladding to existing horizontal/vertical pipe
      casings with 6mm WBP ply, casing not exceeding 300mm girth
      on any face. Allow 1.5m length.

A8    Allow to hack off existing mastic asphalt skirting where exposed,
      provide and fix new timber skirting (100x19mm nom.). Allow 1m
      length.

A9    Hang only vinyl wallpaper supplied by resident. Allow 10m2.

A10   Form new hole in masonry cavity wall, approx. 275mm thick, n.e.
      110mm for ventilation to tumble drier and fix only tumble dryer
      venting kit supplied by resident. Allow 1no.
A11   Allow here for extra over costs of carrying out the works outside
      the normal working hours of 0800 to 1730 hours Monday to
      Friday, 0800 to 1300 hours Saturdays. State cost per hour.

A16   Remove existing brick larder wall, door and frame (assume 900 x
      900mm plan area) and make good to floor, wall and ceiling.

A17   Supply and install new 900mm wide x 600mm high radiator, allow
      to connect to existing system.

A18   Plumb in resident‟s dishwasher.

Daywork Rates

Labour
Add .............% of the Prime Cost of Labour. (The term prime
cost as used above shall be held to mean the basic wage rates in
accordance with the relevant Working Rules, as published by the
National Joint Council for the Building Industry or other
authorised body, ruling at the date of the execution of the
Dayworks, to cover for all supervision, use of all non- mechanical
plant, tools, repairs, sharpening of tools, all insurance required
under this Contract, expenses in connection with Holidays with
Pay Scheme, travelling time, allowances and subsistence
allowance, bonus incentives, and all other payments by the
Contractor to or in respect of such labour, establishment charges
and profit and other expenses incurred).


Add ............% to the Prime Cost of Labour as before for all of the
above in respect of work carried out during the Defects Liability
Period.

Materials

overheads, expenses and profit.
