Title:                        INTEGRATED ROAD SAFETY STRATEGIC PLAN

                                       This Brief will describe how Council will develop an

                                          Establish clear road safety goals for Council and the
                                           community;
                                          Contribute to the Local Government Road Safety
                                           Program objectives of Safer Roads, Safer People and

                                          Provide a framework and direction for Council, the
                                           community and other interested groups;
                                          Reaffirm road safety as a priority within Council in the
                                           management of transport and land use;
                                          Ensure the continued integration of the activities of
                                           different divisions of the Council in the achievement of
                                           road safety objectives;
                                          Maintain community support for awareness and
                                           ownership of, and participation in, the process of
                                           improving local road safety;
                                          Reduce road trauma and associated costs to Council and
                                           the local community; and
                                          Be in a position to take greater advantage of Federal and
                                           State road safety funding.



Background/Context:           The existing Road Safety Strategic Plan for the Queanbeyan City
                              Council was written in 2000 for the purpose of describing Council‟s
                              strategic objectives with respect to road safety for the period 2001-
                              2005.

                              Now in 2007, it is necessary that Council evaluate the outcomes of
                              the expired Strategic Plan and determine appropriate strategic
                              objectives in a new road safety environment.

Output(s):                    This project will deliver an Integrated Road Safety Strategic Plan
                              that will guide Council‟s efforts in road safety related areas for the
                              period 2008-2012.

                              The Plan will evaluate the existing plan, describe the existing road
                              safety environment and provide Council wide objectives for the
                              enhancement of road safety in our local area.

                              The Plan will support the objectives of the RTA and guide the road
                              safety related aspects of Council‟s Management Plan.

Governance:                   The Project is overseen by Council‟s Road Safety Steering
                              Committee. The Committee will facilitate access to relevant
                              stakeholders and information, mentor the Project Manager and
                              provide political support. The Committee will meet in person, or
                              electronically, as required by the needs of the Project.

                              The Project Manager will report progress of the Project to the
                              Committee.

                              The Project Manager will be mentored by a Project Supervisor. The
                              Supervisor will be a suitably qualified senior representative of the
                              Road Safety Steering Committee.

Resources:                    The Project requires a Working Party whose members will be
                              selected for their specialist knowledge and decision making skills
                              relative to Council business and road safety. The working party will
                              compile strategies and objectives based on the road safety
                              environment, Council‟s Management Plan and the input of
                              stakeholders.

                              The Project requires a Reference Group made up of stakeholders
                              with a vested or implicit interest in road safety. The Reference
                              Group will be consulted for their input to the Plan but will not have
                              right of veto or power to require change. The Reference Group
                              could include members of the NSW Police, road user representative
                              groups, NSW Health Services, NRMA and Council engineers.

Literature Search:            Analysis of the road safety environment and recent trends in
                              improving safety in the road environment will be assisted by input
                              from the Australian College of Road Safety, the Motor Accidents
                              Authority of NSW and the Australian Transport Safety Bureau.

Reporting                     The Project Manager will distribute an IRSSP Project Report to the
Requirements:                 Road Safety Steering Committee members by close of business on
                              the last Friday of each month (with the exception of December „07).
                              Reporting is to begin a month after the endorsement of this Brief.

                              The format for the Project Report is attached as Attachment 1.

Assumptions and               The Project is constrained by the need for the IRSSP outcomes to be

                              The Project is constrained by the need for the Project Manager to
                              fulfil existing road safety service commitments as well manage the

Major Risks &                 The Plan risks not being embedded in Council‟s Management Plan.
Minimisation                  This will significantly impact the relevance of the IRSSP and the

                              The Plan risks being left to the Road Safety Officer to implement.
                              The Plan will be an Integrated Road Safety Strategic Plan that
                              requires implementation by many elements of Council beyond the
                              scope of the Road Safety Officer.

Risk Management:              Ratification of this Brief implies commitment to embedding the
                              IRSSP within Council‟s Management Plan.

                              Council‟s Management Plan must delegate responsibility for the
                              implementation of Council‟s Strategic Road Safety Objectives in a
                              way that ensures the implementation is measured and accounted for.

Issues Management:            The efforts necessary to complete the Project will conflict with
                              others tasks required of the Project Manager. The Road Safety
                              Steering Committee regards the IRSSP as a priority in the
                              continuum of work required of the Road Safety Officer.

Related Projects:             The IRSSP must be completed in sufficient time for Council‟s
                              Strategic Road Safety Objectives to be represented in Council‟s
                              Management Plan of 2008-09.

Guidelines/Standards: The Project will be broadly conducted within the guidelines
                      described in “A Guide to Developing Council Road Safety Strategic
                      Plan.” Institute of Public Works Engineering Australia (NSW
                      Division) Limited 2006

Capturing the Lessons At the conclusion of the Project, a project evaluation will be written
Learnt:               highlighting the difficulties experienced and lessons learned. The
                      evaluation will be presented to the Road Safety Steering Committee
                      for the use of future Project Managers within Council.
