1. Plan Description
The main objectives of this process are to produce two management products:
 the Project Initiation Document (PID) and..
 the Stage Plan for the stage immediately following initiation.
At the end of initiation the project board will expect to see not only the PID but also a
detailed plan for the next stage, because the extent of their actual commitment will only be
for the next stage.

2. Pre-requisites
Before creating an initiation stage plan the following components should be completed.
 Established project management team
 Completed project brief
 Defined project approach

3. External Dependencies / Responsibilities
The project manager is responsible for planning the initiation stage, however, if applicable
the appointed project assurance and project support roles can also assist / guide.

4. Tolerances
A tolerance or constraint which would normally be of cost, quality or time will be unlikely in
the production of the initiation stage plan. However it should be noted that if the project is
part of a programme that the end date for the initiation stage should be checked against that
held in the programme plan.

5. Reporting
Communication with the Project Board is likely to be so frequent in the initiation stage that
very formal reporting arrangements are not necessary. Normal reporting frequencies may be
too long for such a short stage.

6.3 Initiation Stage Financial Budget
It is unlikely that the initiation stage will have a financial implication, but one
example is that you may require the resources of a third party to generate some
specialist area / element of the PID.

6.4 Initiation Stage Resource Requirements
This section is to ensure that sufficient resources are available to help the project
manager develop each of the elements of the PID and the subsequent stage
plan. To be included during this evaluation process are:
                  Management team time
                  Project Assurance
                  Project Support
 Other (third party consultation etc.)

6.5 Risk Assessment
Management of Risk is done so by exception. The initial risk log will have been
          created.
