Background:
The Abidjan-Lagos Corridor Organization (ALCO) has been designated by the Economic
Community of West African States (ECOWAS) to pursue the implementation of the
Memorandum of Understanding (MOU) and its annexes on trade facilitation signed in
Accra on September 11, 2007 by Ivory Coast, Ghana, Togo, Benin, and Nigeria, and
ECOWAS. To that end, ALCO seeks to strengthen its institutional capacity as executing
agency of ECOWAS, in monitoring and evaluating the performance of the Abidjan-
Lagos Corridor in terms of trade and transit facilitation. The activity is supported by the
World Bank through an Institutional Development Fund (IDF) grant.

ALCO seeks to contract consulting services of: i) Transport Economist, ii) Customs
Expert, iii) Statistician, and iv) Highway Engineer to work as a project team. They
shall be responsible to identify and develop an appropriate monitoring and evaluation
framework and establish baseline indicators to measure the Corridor performance in
terms of trade and transit facilitation and at a later stage organize workshops to
disseminate the final results.


Qualification and experience:
(i) Transport Economist: The successful candidate should have a Master degree in
Economics or other related field and at least 8 years of relevant experience in transport
economics and trade facilitation;
(ii) Customs expert: The potential candidate should have at least a degree in Economics
or other related field and at least 5 years of experience working in Customs
Administration;

(iii) Statistician: The candidate must have a Master degree in Statistics, Economics or
any other related field and 5 years of experience working with financial, economic, trade
or social data;

(iv) Highway Engineer: The successful candidate should have a degree in Civil
Engineering or Public Works and 5 years of experience on road infrastructure projects in
particular on road maintenance and regulation.

All candidates should have excellent verbal and written communications skills in French

The assignment is based in Cotonou with extensive travel to the Corridor countries. The
assignment is expected to begin by 3rd of November, 2008. It will be a contract period of
one year, with a possibility of renewal based on performance. Compensation would be
attractive and commensurate to the qualifications and experience of the selected
candidate. The recruitment will be in accordance with the: Guidelines: Selection and
Employment of Consultants by World Bank Borrowers May 2004.
