Update on Previous Action Items
• Concern over the amount of time allowed for services to complete tenders by DADHC – discussed with DADHC in the past, and will raise again • Met North raised a concern that NDS appeared to be lobbying to keep wages down, rather than for funded wage increases. – NDS position on wage rises: fundamental to the sector, however, need to ensure that all wage rises are fully funded by governments. Update on Previous Action Items
• The Health and Epilepsy Policies only apply to in-home or drop-in support workers if a person being supported has epilepsy
• Concern about the process for new services that may wish to enter into the Transition To Work (TTW) system. – NDS will raise this issue with DADHC. The NDS State Management Committee agreed that the NDS position is that Existing TTW providers, who are meeting all their objectives should not have to re-establish their bona fides to provide the service. • Concern that people leaving TTW and entering DEN who do not find work may be falling into a gap in the system. Business Services at Risk Project
• Funded by FaHCSIA and run by NDS • Services with major viability issues can „self identify‟ • Participation in the project is not a proxy application process for FaHCSIA funding • Services that self identify will have their financial health assessed by a diagnostic tool • Up to 30 organisations will be assessed by expert panel and then be referred to mentors • All other services will have the extent of their viability issues assessed • Panel will develop standard reporting forms and set parameters to identify eligible services

Business Services at Risk Project
• Mentors will be “paired” with organisations from non conflicting areas
• Mentors matched to organisations on basis of skills, industry type and location

• Review of Job Capacity Assessment (JCA) System - NDS‟ submission argues for :
– Strengthening of the Service Provider Pathway – All employment services to access Job Capacity Account – Postponing of automatic DSP review until Job seeker has secured employment – Extra training to increase assessors‟ awareness of Business Services – Recognition of Assessor time constraints and conflict of interest Issues

Open Employment Update (cont.)
• DEN services have received their Star Ratings: – Not known if the ratings will affect procurement arrangements – Delays in release of star ratings affect services ability to address any shortcomings
– Business reallocation won‟t flow from current round of star ratings – Issues relating to data collection and reporting processes must be resolved to ensure support for Star Ratings system – Ratings are available on the DEEWR website • Employment programs are under review – DEN currently excluded and funding agreements have been extended until 28 Feb 2008 • Consultations on the national disability and mental health strategy
