(Detract from Amenities) 2 Inadequate visibility splays are provided at the junction of the access with the highway and this would cause danger and inconvenience to users of the adjoining highway and the proposal is therefore contrary to Policies T.1 and T.2 of the adopted Winchester District Local Plan Review. In addition the proposed landscaping is poorly related to the surrounding area and does not represent a cohesive scheme and is therefore contrary to Policies DP.1, DP.3 and DP.5 of the adopted Winchester District Local Plan Review. 4 The proposal is contrary to the policies of the Hampshire County Structure Plan Review and the Winchester District Local Plan Review in that it fails to make adequate provision for public recreational open space to the required standard, and would therefore be detrimental to the amenities of the area in that it would undermine this Plan's Policies for recreational open space provision within the District and is therefore contrary to Policy RT.4 of the adopted Winchester District Local Plan Review. (No Open Space) 5 The proposed development, by reason of its size, bulk, massing, design and layout would not respond positively to the character and appearance of the surrounding area and is therefore contrary to Policy DP.3 of the adopted Winchester District Local Plan Review.

The applicant's attention is drawn to the sensitive and prominent nature of the site, which demands the use of a good quality handmade plain clay tile **** . It is the Local Planning Authority's policy to require the use of new materials rather than second hand. The stock of second hand tiles is a diminishing resource best used for works of repair. Furthermore, altering a materials established environment can diminish its performance, and reliance on second hand materials enhances their value, encouraging architectural theft which is a direct threat to the District's historic buildings. 4. The applicant's attention is drawn to the fact that it is a criminal offence to undertake unauthorised works to a Listed Building and breach of any condition is likely to attract the same penalties as carrying out work without consent. The relevant legislation is contained within the Planning (Listed Buildings and Conservation Areas) Act 1990, Section 9 (2) and (4). A Listed Building is defined under the Planning (Listed Buildings and Conservation Areas) Act 1990, Section 5 as the building on the list entry and any object or structure fixed to the building and any object of structure within the curtilage of the building and forms part of the land and has done so since before 1 July 1948. 5. CONSERVATION GUIDELINES FOR FLINTWORK POINTING
Repairing and repointing flint walls is a skilled task and should only be carried out by a specialist experienced in such work. Unfortunately, a great deal of repair and repointing of flint walls is poorly executed with mortar smeared crudely over the faces of the flints, using an incorrect cement rich mortar. The points below are intended for guidance and close reference should be made to match existing historic finishes. More detailed Guidance is given in SPAB Technical Pamphlet 16: Care and Repair of Flint Walls (Tel. 0207 377 1644 or www.spab.org.uk). All new flintwork should be bedded and pointed using a lime based mortar; a mix of 1:3 (lime: sharp sand/course aggregate) is normally recommended as this is breathable and flexible and unlikely to crack. Non-hydraulic lime putty or alternatively a naturally hydraulic lime can be used, these are easy to work and readily available (The Lime Centre, 01962 713636 and Bursledon Brickworks, 01489 576248, are local suppliers). The aggregate should match as closely as possible the size and colour of the aggregate used in the original mortar.

The pointing finish should either be flush or slightly recessed to flint face. A rough ‘buttered’ appearance is relatively common on boundary walls and rural buildings. However, smooth flat joints, weather struck pointing, beak pointing - with a ‘V’ point, raised strap pointing and other obviously modern joints which draw attention to the joint and not the flints, should not be used. Semi-set pointing should be stippled with a brush, as this will expose the aggregate to give it a weathered textured appearance. A sample panel of a minimum 600mm x 600mm should be provided for the Council’s approval (if requested). New pointing should not be carried out when there is a risk of frost. All new pointing should be protected from rain, wind and direct sun with loose covers and kept slightly damp for several days to avoid cracking.

2 The proposed development would be likely to encourage the parking of vehicles on the public highway due to inadequate parking being provided within the site, which would interrupt the free flow of traffic and thereby add to the hazards of road users at this point and is therefore contrary to Policy T.2 of the adopted Hampshire County Structure Plan Review and Policy T.2 of the adopted Winchester District Local Plan Review. (Parking on Highway) 3 Stockbridge Road is unsuitable in its present condition to take the type and amount of traffic likely to be generated by the proposal and is therefore contrary to Policies T.2 and T.3 of the adopted Hampshire County Structure Plan Review and Policy T.2 of the adopted Winchester District Local Plan Review.
