           MINUTES OF THE MEETING OF THE PARISH COUNCIL
               held in the Church Hall Tuesday 10th March 2009.
Present:       Cllr Keith Vincett (Chair)
               Cllrs Henry Green, Robert Mackley, Gwen Salmon, Gordon Sives and the
               Clerk Allison Ward

PUBLIC MEETING – No matters were raised

1. APOLOGIES FOR ABSENCE – Cllr Jon Sams (holiday), Cllr Tricia Clifton
   (holiday), District Cllr Jackie Cheetham (holiday).

2. DECLARATIONS OF INTEREST – None.

3. MINUTES OF THE PARISH COUNCIL MEETING 10th February 2009 were
   approved and signed as a true record.

4. MATTERS ARISING FROM THE MINUTES NOT ELSEWHERE ON THE
   AGENDA

   E-mail addresses for Cllrs, as requested, have been removed from the Parish Council
   web-site. Clerk to investigate options including whether it is possible to have an
   indirect e-mail address which then forwards e-mails to the true e-mail address.
   Outstanding is the requirement to investigate a central e-mail for Great Canfield
   Parish Council. Clerk to contact Simon Mainwaring to confirm if when the web-site
   service was purchased whether any e-mail addresses were included and if they are
   available for use.

   Clerk to filter e-mail correspondence and only forward relevant information to Cllrs,
   consolidating information where practical.

   A letter has been sent to Cllr Cheetham thanking Uttlesford for their efficient
   clearance of the snow.

   Following recent discussions on the storage of documents, Cllr Vincett proposed and
   all agreed that planning documents should be kept until the appeal time on the
   decision has elapsed.

   This year’s application form for Village of the Year includes questions on
   playgrounds and sports facilities. All agreed Great Canfield would not submit an
   entry.

5. DISTRICT COUNCILLORS’ REPORT - None

6. CORRESPONDENCE

    Comments from circulated mail and other correspondence.

    6.1. Fitzjohn’s Lane Definitive Map, no further update.

    6.2. The skip will be at the Church Hall in Great Canfield on Sunday 5th July from
         8am to 11.30am.

    6.3. Clerks Bursary, no funds are available as the application was retrospective.

    6.4. EALC have an agenda and minutes course on Saturday 28th March, the Clerk is
         unable to attend on that date

    6.5. It was agreed to hold a Spring Tidy-up on Saturday 18th April and Sunday 19th
         April. Clerk to contact Uttlesford to request litter pickers and bags, book Church
         Hall from 10am to 2pm and produce posters for the noticeboards. Coffee and
         cake will be provided.

    6.6. Following a request from The Dunmow Broadcast, they have been added to the
         distribution list for the Parish Council minutes.

    6.7. A letter was received from Homestart requesting a donation. All were in
         agreement not to make a financial donation in accordance with normal practice
         not to make donations. Cllr salmon to contact Anne Smith to understand more
         about the organisation and possibly promote it on the website and newsletter. The
         Clerk to reply to the letter received.

7. REPRESENTATIVES REPORTS

    7.1. Footpaths, Byeways, Bridleways and Greens
.
        7.1.1. Great Canfield footpath 22 to High Roding, an e-mail has been received
             from Essex CC confirming that the footpath has been temporarily closed, as
             the ground conditions have not allowed for the damaged bridge to be
             repaired.

             Great Canfield footpath 5 to Little Canfield. The steps to the bridge have
             moved during the recent flooding. The Clerk reported this during the month.
             Cllr Salmon to confirm if the works have been completed.

      7.1.2. Bridleway Canfield Hart to Puttocks End, Essex Legal Services have
           requested further information on who was on the Parish Council in 1953.
           After some discussion it was agreed the Clerk would write advising the
           oldest minute books were 1956 and confirming that the Cllrs believed only
           one resident from that time was still in the village.


      7.1.3. Bridleway 24 enforcement, an acknowledgement has been received from
           Essex CC.

  7.2. Highways and Road Safety

      7.2.1. Kerbing at Bullocks Lane – In correspondence with EALC seeking Legal
           advise, no further update at this time.

      7.2.2. No further development on the signs for Unsuitable for Heavy Goods
           Vehicles. High Roding Parish Council will now discuss at their meeting of
           23rd March.

      7.2.3. Last year the Parish Council identified a number of roads for resurfacing.
           Some of these were completed, however the area from Bacons Farm Road to
           Junction B184 and Bacon End Road to High Cross Lane which has not been
           resurfaced for 10 years, was not completed. Cllr Mackley to draft a letter for
           the Clerk to send, asking for confirmation that this area is in the budget for
           2009.

      7.2.4. A letter has been sent to Essex CC requesting an update on the progress to
           remove the weight restriction limits on Hope End Bridge.

      7.2.5. Following the visit by Essex CC to review the damaged Grass Verges a
           letter summarising the agreed works has been received. As well as repairs to
           verges and potholes, 2 locations have been noted where extra/replacement
           reflective posts are required and 2 locations have been identified where Road
           Liable to Flooding signs are required. These works should be completed in
           2-3 months. In addition the Cllrs requested an update on Hope End Bridge
           and looked at the Long Culvert opposite Middle Barns. It was confirmed the
           landowner is responsible for the ditch, Cllr Mackley to contact the
           landowner. As time ran out a second visit was expected, Cllr Vincett to
           contact Essex CC to confirm this has been completed. A letter was received
           from Mr and Mrs Perry commenting on the state of the verges and roads.
           These agreed works should address the issues they raised and Cllr Sams has
           responded.

  7.3. Crime Prevention – Nothing to report.

  7.4. Tree Warden – Nothing to report.

8. PLANNING

  8.1. Applications/Determinations/Enforcement

      Cllr Vincett issued a summary of the planning applications and appeal.

      APPLICATIONS

      APPL No.              UTT/0185/09/FUL
      DEVELOPMENT           Removal of condition C.6.1 from planning approval
                            UTT/2015/03/FUL ( The premises shall be used for B1 use
                            and no other purpose in the schedule to the Town and
                            Country Planning (use classes) Order 1987).
      LOCATION              Little Bullocks Farm Hope End Green

      It was agreed that the Parish Council would submit comments as below, rather
      than object. The Clerk to forward the response.
      1. Only a variation of condition.6.1 allowing other sub divisions of Use Class
         B1 should be considered and not removal of the condition.
      2. That there is a recent 3 ton weight restriction on the road bridge between the
         B1256 and Hope End and that the alternative route is along 3.4 km of the
         village's narrow lanes.
      3. That the council would be strongly opposed to any attempt to access mineral
         extraction workings through the Little Bullocks Farm site.

      The Parish Council have no comment on this application.

      APPEALS

      APPL No.              UTT/1770/07/FUL
      DEVELOPMENT           Change of use from agricultural land to residential land.
                            Alteration of vehicular and pedestrian access
      LOCATION              Hobbs Farm Bacon End Great Canfield
      It was agreed that without prejudice to the Council's usual policy of not
      supporting planning appeals it would comment to the Planning Inspectorate that: -
         The land in front of the barn conversions and to the South West and East of
          the pond is registered Village Green.

            A large majority of the immediate neighbours did not wish to see a driveway
             re-established across the Green.
            None of the immediate neighbours objected to the new driveway
       The decisions made on previous planning applications were noted with no further
       comments from the Parish Council.


       There is nothing to report on the Griffin Farm enforcement.

  8.2. Crumps Farm - Application for a new waste processing operation, reference
       ESS/46/08/UTT

       The Parish Councils response to this application has been submitted. A
       subsequent letter has been received from PDE Consulting commenting on the
       various points raised by the Parish Council in their response. It was agreed that
       Great Canfield Parish Council would make no further comments in response to
       the letter from PDE. Cllrs Clifton and Green have been registered to speak and a
       notification of the meeting date will be received approximately two weeks
       beforehand

  8.3. Minerals Development Document

       Cllr Green produced a draft response to the Minerals Development Document
       which following discussion and minor amendment was proposed by Cllr Vincett
       and seconded by Cllr Salmon with all in agreement that this response be
       submitted by the Clerk.

9. FINANCE

  9.1. Cheque Approved for Payment

           Allison Ward (Parish Clerk – February 2009),                   £169.34

  9.2. Three responses to the tender for the Grass Cutting contract have been received.
       After discussion is was agreed that Cllr Vincett would contact Mr and Mrs Perry
       to clarify their response. If further discussion by the Parish Council is required a
       decision will be held over until the April Parish Council meeting.

10. REPRESENTATION TO THE SECOND STANSTED RUNWAY INQUIRY – Cllr
    Green reported that the Government has decided to delay the inquiry timetable for a
    short time. The inquiry will not now start on the 15th April and the deadline for
    submissions has been suspended. We will be informed of the new inquiry timetable
    within 4 weeks of the decision of the Competition Commission's final report on
    whether BAA will have to sell Stansted. There will be a minimum of 8 weeks’ notice
    of the new inquiry start date

11. GYPSY AND TRAVELLER POLICY – Following the article in the January 2009
    edition of Making the Links, Cllr Clifton produced a report that was briefly discussed.
    Cllr Vincett will forward to Cllr Clifton the details on the process for commenting as
    the original deadlines have passed, although it may be possible to comment post the
    Government review. The decision on whether to comment and the response will be
    held over until the next Parish Council meeting.

12. PROPOSAL TO CONSIDER PUBLISHING THE REGISTER OF MEMBERS
    INTEREST ON THE GREAT CANFIELD WEBSITE – Cllr Vincett proposed, Cllr
    Mackley seconded with all in favour that the Register of Members Interest would not
    be published on the web-site but would continue to be available in paper format from
    the Clerk.

13. FREEDON OF INFORMATION ACT – The Clerk presented a final draft of the
    Model Publication Scheme. After some minor amendment it was proposed by Cllr
    Vincett and seconded by Cllr Sives with all in agreement that this report be adopted.
    Clerk to amend and publish on the web-site.

14. PROPOSAL TO MOVE THE APRIL PARISH COUNCIL MEETING TO 21ST
    APRIL – It was agreed to move the April meeting to 21st April. Clerk to contact
    PCSO Emma Webb to notify her of this change of date.

15. ITEMS FOR SUBMISSION TO THE GREAT CANFIELD NEWSLETTER,
    WEBSITE AND PARISH NEWS

   A summary of the Parish Council meeting will be included in Parish News.

16. MATTERS RAISED IN PUBLIC SESSION FOR NEXT AGENDA - None

17. ADDITIONAL ITEMS FOR NEXT AGENDA
