JOB DESCRIPTION


JOB TITLE:               District Support - Family Information Adviser

GRADE:                   G

HOURS:                   37 hours per week

DEPARTMENT:              Children, Young People & Families

LOCATION:                North Cornwall

RESPONSIBLE TO:          Childcare & Play Development Manager / FIS Manager

IMPORTANT FUNCTIONAL RELATIONSHIPS:

      Head of Family Service
      FIS Manager
      District based Area Manager
      Childcare and Play Development Manager
      Members of the Family Service
      Staff within the Children, Young people and families’ directorate and other
       County Council Departments.
      Public, private and voluntary agencies and organisations involved in providing
       support for children, young people and families.
      Providers of early education and other organisations and agencies involved
       with early years education and childcare, general public, employers, partner
       organisations and OFSTED.

MAIN PURPOSE OF THE JOB:

      To provide district support to the newly developing multi agency teams
       providing information to children, young people and families. Family
       Information Service, particularly targeted at hard to reach groups,
       disadvantaged areas and employers.

      To promote the FIS as a one stop information point across the county for
       children, young people, parents/carers and practitioners.

      To ensure the integrity of the information provided by the service including
       adhering to data protection and child protection procedures

      To maintain at all times a first class customer focussed Family Information
       Service.
MAIN DUTIES AND RESPONSIBILITIES:

Specialist advice & guidance & support

 1.   To have a thorough knowledge of childcare, early education and support
      services for children, young people and families across Cornwall with a focus
      on the allocated district.

 2.   To have a thorough knowledge of specialist national support agencies.

 3.   To provide one to one consultation on childcare, early education and support
      services throughout the allocated district and centrally when required.

 4.   To provide advice via the telephone, face to face or other medium on childcare,
      early education and support services for children, young people and families as
      appropriate.

  5. To maintain the FIS database and other computer records in line with Ofsted
     protocols.

  6. To work out of the central information hub at least one day per week in order to
     provide specialist knowledge via the freephone number.

Specialist District Support Work

1. To provide a one stop shop childcare and family support enquiry service and
   outreach support for all groups including rural and hard to reach groups within the
   allocated district.

2. To liaise with FIS centrally based team and Family Service staff in identifying areas
   in need of childcare and family support related services.

3. To organise a programme for supporting identified targeted groups and areas
   within the allocated district, working in partnership with the district based co-
   located team and district Area Manager and FIS Manager.

4. To provide childcare and family support surgeries in areas as identified by the co-
   located team and FIS central support such as Jobcentre Plus, Children Centres,
   Extended Schools, Connexions etc.

5. To identify the appropriate method of communication to be used to target specific
   groups within the district and to set out the content and delivery to best suit those
   target groups.

6. The district support Family Information adviser will manage his/her time in order to
   deliver the required level of service and will devote the appropriate amount of time
   and resources to achieve their objectives.

7. To liaise with partner organisations and appropriate agencies to maximise access
   to targeted groups.

8. To maintain and further develop existing links and build relationships with childcare
   providers and existing family support services within the district.

9. To research and collect relevant and accurate local information to share within the
   Family Information Service team to support FIS targets and to enable such data to
   be easily maintained by the central FIS hub and Service Directory.
10.        As required, to assist with the district data collection of information to support
           outcomes appertaining to the FIS and its contribution to the Family Service.

11. To monitor contacts made with children, young people and families carried out
    within the allocated districts for use within monthly and quarterly FIS and family
    Service statistics.

12. To outreach within the allocated district delivering information and making links
    to share with the district team and hub as necessary.

Marketing and Promotion

    10.    To promote the Family Information Service as a one stop information point for
           children, young people and families with employers and other organisations.

    11.    To assist in the production and distribution of literature and promotional
           materials for the Family Information Service

    12.    To act as link between users, providers and the Family Information Service to
           develop and improve the service.

    13.    To assist in the collation of children and family information in Cornwall to
           enhance and improve the information available.

    14.    To attend Introduction to Childminding briefing sessions for the allocate
           district and promote the support that is offered to registered childcare
           providers

    15.    To attend promotional events and conferences as appropriate on behalf of the
           Family Information Service and area team in the allocated district.

    16.    To prepare and deliver presentations to groups as required to raise
           awareness of the service and the multi agency approach within the district.

17.        To promote a positive image of the Family Information Service at all times

    18.    To undertake the duties of the post during out of office hours, including
           weekends and evenings, as required.

Generic:

         The post holder must undertake other duties appropriate to the grading of the
          post as and when required.
         The post holder must carry out his/her duties with regard to the Council’s Equal
          Opportunities Policy.
         The post holder must undertake training as required.
         The post holder must work at all times within the requirements of the Health
          and Safety legislation.
         The post holder must carry out his/her own self development on a continuous
          basis.
