Rules and Regulations
Version 1.02 June 2005




                                     PREAMBLE

   In these Regulations any reference to ‘the League’ shall, where the context
permits, apply to Members of the IFA Intermediate League.
   Furthermore any reference to ‘the Association’ shall refer to the Irish Football
Association Limited.
   In addition all players are classified either as amateur or non-amateur, as defined
by FIFA.


                                  CONSTITUTION

1.- For the purposes of Football Competitions the IFA Intermediate League shall be
composed of two divisions which shall be the clubs in membership of the Irish
Football League Ltd at the conclusion of the 2003/04 season.

Membership of the League shall constitute an agreement between the League and
each Club to be bound by and comply with
   1) These Regulations of the League.
   2) The Rules of the Irish Football Association,
   3) The Laws of the Game,
   4) The Rules and Regulations of any body of which the League is a Member,
   5) The terms of any sponsorship agreement entered into by the League,
   6) And the terms of any Cup or other Competitions conducted or controlled by
       the League, each of the aforesaid as altered, revoked or added to from time to
       time.


                MEMBERSHIP FEES AND CASUAL VACANCIES

2.- The Annual Subscription of each Club to the League shall be £500.

All Annual Subscriptions shall be paid on or before the 31st August in each year to the
Secretary of the League who shall have notified each Club that the subscription is
due.

Any Club whose subscription is not paid by 31st August shall not be entitled to be
represented at any meeting (including a Divisional meeting) until same shall have
been paid and will be fined £100 for every month or part month that the subscription
has not been paid.


                                      NOTICES

3.- A notice may be given by the League or the IFA Intermediate League Committee
to any Club or any Club representative either personally or by sending it by post to the
registered address supplied by the Club or representative for the giving of notices.
Where a notice is sent by post service of the notice shall be deemed to be effected by

properly addressing, prepaying and posting a letter containing the notice, and to have
been effected at the expiration of 24 hours after the letter containing the same was
posted.

4.- The affairs of the League which shall be comprised of a First Division and a
Second Division shall be vested in a Committee hereinafter called the IFA
Intermediate League Committee which shall have full power to act as it thinks fit,
including power to suspend, fine or expel any club, club official or player guilty of a
criminal offence, misconduct, infringing or failing to observe the rules of the League
or acting in a manner which could be construed as bringing the game into disrepute
and contrary to the best interests of the League as a whole. The IFA Intermediate
League Committee shall also have power to deal with any other matters not provided
for in the rules and such authority shall also be vested in an Executive Committee as
elected by the IFA Intermediate League Committee.

N.B.- This rule will not apply to any field offences or any other matter which would
normally be dealt with by the Association.

5.- The IFA Intermediate League Committee shall consist of one representative from
each club in membership of the League and each club shall also be required to
nominate a second representative (or deputy) who shall be entitled to attend any
meeting of the IFA Intermediate League Committee in the absence of his club’s
original nominee.

A representative from each of seven clubs shall form a quorum.

6.- The IFA Intermediate League Committee shall cause Minutes to be made in books
provided for the purpose:-
a)      of all appointments of Officials made by the IFA Intermediate League
      Committee,
b)      of all the names of members of the IFA Intermediate League Committee
      present at each meeting thereof and of any Committee appointed by the IFA
      Intermediate League Committee, and
c)      of all resolutions and proceedings at all meetings of the IFA Intermediate
      League Committee and of any Committee appointed by the IFA Intermediate
      League Committee.

Every member of the IFA Intermediate League Committee (or his deputy) present at
any meeting shall sign his name in a book to be kept for that purpose.

7.- The Committee at its first meeting after the conclusion of the playing season in
each year shall elect from its number six members (three from the First Division and
three from the Second Division) to form an Executive Committee with full powers to
act and decide any matter arising between meetings of the IFA Intermediate League
Committee pertaining to the League.


The Chairman and the Vice-Chairman shall be ex-officio on all Committees and the
Chairman shall have a casting vote in cases of equality of voting.

If at any meeting neither be present within fifteen minutes after the time appointed for
holding a meeting the representatives present shall choose one from their number to
be chairman.

Three members present shall for a quorum.


  OFFENCES, INQUIRIES AND COMMISSIONS THEREON, DISPUTES AND
                           APPEALS

                Offences by Clubs, Players, etc., Illegal Inducements:

8.- Any club, official or player either directly or indirectly inducing or attempting to
induce a player of another club to leave the club for which he is registered for any
purpose whatsoever shall be deemed guilty of misconduct and shall be liable to be
expelled, fined or otherwise be dealt with by the IFA Intermediate League Committee
as they shall see fit, in accordance with the FIFA regulations governing the status and
transfer of players.

                         Misconduct in pre-arranging Results.

9.- Any club, official or player offering or receiving a payment or any form of
inducement from any other person or organisation to win, lose or draw a match shall
be deemed guilty of misconduct and shall be liable to a fine of £2000 and shall be
subject to such further sanction as the IFA Intermediate League Committee shall see
fit.

The IFA Intermediate League Committee shall have the power to expel, fine or
otherwise deal with any club or player, or any member or employee of any club,
whose conduct may be deemed objectionable, in or in connection with a League
fixture or a decision of the IFA Intermediate League Committee or a Committee or
Commission thereof as they think fit.


                                 Protests and Appeals:

10.- Protests by all clubs must be received by the Secretary of the League per special
delivery, bearing postmark, within four days after the cause of the protest,
accompanied by a deposit of £100 which shall be forfeited in all cases where the
protest has not been sustained. A copy of the protest must also be sent by the
appellant club by special delivery to the club protested against, if appropriate, bearing
postmark within four days after the cause of the protest.


All appeals against decisions of the IFA Intermediate League Committee must be
lodged in accordance with the Articles of the Irish Football Association.

In the case of protest or appeals, if the IFA Intermediate League Committee has any
doubts as to the qualification of any player taking part in any competition it shall have
power to call upon such player, or the club to which he belongs or for which he

played, to prove that he was qualified according to the Rules and Regulations of the
League, and failing satisfactory proof shall deduct three points in the competition
from the offending club or may disqualify it from the competition, and may expel,
fine or otherwise deal with the offending player as they think fit.

A club may be represented at the hearing of an Appeal, Protest or Inquiry by one or
more of its members. A Barrister or a Solicitor may only represent a club of which he
is a member, if he be the Chairman or Secretary. Any person summoned to attend an
Appeal, Protest or Inquiry must attend personally and not be legally represented.

All questions of eligibility or qualification of clubs or players, or of the application of
the Laws of the Game, or of the Articles of Association or Rules shall be referred for
decision to the Executive Committee of the Association.


                                       MATCHES

11.- The IFA Intermediate League Committee shall organise and arrange competitions
as it thinks fit, and shall have power to organise and provide rules for any additional
competitions, either on a knock-out or on a league basis, as it considers appropriate.

12.- All matches shall be arranged by the IFA Intermediate League Committee and
matches must be played as per the fixture list (such fixture list to be issued in a timely
manner) supplied by the League. The only exceptions being if permission has been
sought in writing for a ‘free day’, and permission been granted by the Committee in
writing or unless both clubs and the League have agreed to a re-arrangement.

Clubs failing to comply with this rule shall be fined in a sum of £250.00 and shall
forfeit three points, such points shall be accredited to the opposing team and a
scoreline of 1 goal to nil awarded to their opponents. Also, in the event of a club
failing to fulfil an arranged fixture the appropriate Committee shall be empowered to
grant compensation to the other club for actual expenses incurred for such match. A
club failing to fulfil an arranged match for a second time in the current season shall be
dismissed from membership of the League.

Each club shall play home and away fixtures in the League Competition and all
matches shall be played under the rules and regulations of the League and in
accordance with the Laws of the Game.

Any match not completed may be ordered to stand as a completed fixture, or the
unfinished time may be ordered to be played, or the fixture ordered to be replayed in
its entirety as the Committee or Executive Committee may see fit.

Clubs must arrange and play fixtures from the Friday preceding second Saturday in
August or as otherwise directed.

13.- The hour of kick-off in all fixtures shall be decided by the IFA Intermediate
League Committee and clubs failing to start matches at the appointed time may be
fined at the discretion of the IFA Intermediate League Committee.

14.- In the event of inclement weather the home club will request a referees inspection
not later than four hours before kick-off time and he/she shall decide on the fitness of
the ground not later than three hours prior to kick-off.

Should the ground be deemed unfit by the inspecting referee, the home club shall
advise both the League and their opponents of the postponement not later than three
hours prior to kick off.

Where possible the officially appointed referee shall carry out the inspection, but if
he/she is unavailable then the League shall appoint another referee.

Should the match referee deem the ground unfit for play then he/she shall be paid half
the match fee and travelling expenses actually incurred by the home club. Should
another League appointed referee deem the ground unfit for play then he she shall be
paid £5 plus travelling expenses actually incurred.

15.-Should the official Referee fail to turn up the clubs may agree upon a referee and
if so agreed such fixture shall stand as a competitive match.

16.- The fee payable to referees shall be such sum as decided by the IFA Intermediate
Committee together with the appropriate rate for travelling expenses actually
incurred. In all league fixtures the home club shall retain the gate receipts and shall be
responsible for all expenses including the referee’s fee and travelling expenses
properly incurred.

17.- A player eligible to take part in a fixture under the jurisdiction of the League
must be a bona-fide member of a club in membership of the League and registered as
such in accordance with the rules and regulations of the League and of the Irish
Football Association.

18.-
a)       At the end of the league championship competition the club scoring the
       greatest number of points in each Division shall be declared the winners of that
       Division, three points being counted for each league match won and one point
       for each league match drawn.
b)       Should a vacancy arise in either division the Committee may fill the vacancy
       by inviting applications, new applications for membership of the Second
       Division these must be received in the League Office by special delivery not
       later than 1st March in each year. Such clubs will have their grounds inspected
       by the Executive Committee and those clubs whose ground does not reach the
       standard as approved by the League shall not be considered further for
       membership.
       All clubs meeting the required ground standards shall be reduced to one (or the
       number that may be required to fill the vacancies) in number by playing against
       each other in competition to be determined by the Executive Committee and
       such clubs shall be restricted to the playing of players who have been registered
       in their own League not later than 1st March.
       The Executive Committee shall determine the date(s) and the venue(s) of all
       such matches.

c)      At the end of the season the club finishing as winners of the ‘First Division’
     shall be promoted to the ‘Premier Division’ provided it meets with the criteria
     for the ‘Irish Premier League’ and the club finishing bottom of the ‘Irish
     Premier League’ shall be relegated to the ‘First Division’. The club finishing in
     second bottom position in the ‘Irish Premier League Division’ shall play against
     the club finishing second in the ‘First Division’ and the winner of the play-off
     (which will be on ‘home’ and ‘away’ basis with ‘away’ goals to count double)
     will be promoted to or remain in (as the case may be) the ‘Irish Premier
     League’. The loser of the play-off will be relegated to or remain in (as the case
     may be) the ‘First Division’. If at the end of the second play-off game the
     aggregate scores are equal then that game will be played to a finish by the
     playing of extra time of 15 minutes each way and by the taking of penalty kicks
     if necessary.
     If however the winners of the First Division do not meet the necessary criteria
     for promotion to the Irish Premier League but the runners-up do then the
     runners-up club shall play the bottom placed club in the Premier Division and
     the winner of this play-off (which will be on ‘home’ and ‘away’ basis with
     ‘away’ goals to count double) will be promoted to or remain in (as the case may
     be) the Irish Premier League. If at the end of the second play-off game the
     aggregate scores are equal then that game will be played to a finish by the
     playing of extra time of 15 minutes each way and by the taking of penalty kicks
     if necessary.

Should two or more teams be equal in points then in all cases goal difference, then
goals scored, then a play-off to decide shall apply.

The first match shall be played at the ground of the ‘First Division’ club whilst the
second match shall be played at the ground of the ‘Premier League’ club.

The clubs finishing as winners and runners-up in the ‘Second Division’ shall be
promoted to the ‘First Division’ provided that they meet with the appropriate criteria
and the clubs finishing in the bottom two positions of the ‘First Division’ shall be
relegated to the ‘Second Division’

Note: If neither of the winners nor the runners-up of the First Division do not meet the
required membership criteria then there shall be no promotion to the Premier League.
For the avoidance of doubt neither the third highest placed club nor any other club in
the First Division will be eligible for promotion (and neither the lowest placed club or
any other club in the Premier League shall be relegated).

The play-off matches to determine the final composition of the Premier and First
Divisions shall be played during the first week following the completion of the league
season or as soon as possible thereafter.

A club in membership if the IFA Intermediate League and meeting the required
promotion criteria as detailed above do not need to be elected into the Irish Premier
League.

19.- Any club may resign from the League providing it notifies the Secretary of the
League by special delivery not later than 15th day of April of their intention to
discontinue membership at the end of the current season.

20.- If any club is expelled, or resigns from the League without the consent of the IFA
Intermediate League Committee, it shall forfeit the sum of not less than £250.00 and
shall be excluded from making a further application for membership for a period to be
determined by the IFA Intermediate League Committee.

The players who are registered with that club shall be granted ‘free agent’ status in
accordance with the FIFA regulations governing the Status and Transfer of Players.


                                  Substitute Players:

21.- A club may at its discretion use three substitute players at any time in any match,
except to replace a player who has been suspended from the game by the Referee. The
substitutions can only be made when play is stopped for any reason and the referee
has given permission.

Only three substitutes by each side will be permitted in any match and the substitute
players must be nominated prior to the commencement of the match.

All substitute players shall be construed as taking part in the game for which they
were nominated whether they are required to play or not.

Should any nominated player or substitute sustain an injury or become otherwise
incapacitated after the submission of the team sheet to the referee and before the kick-
off he may be replaced provided that the referee and the opposing club are informed
prior to kick-off.

                                 Player Identification:

22.- The players shirts must be clearly numbered on the back and must correspond
exactly with the referees card handed to the referee before any match under the
jurisdiction of the League, and the team captain shall wear a distinguishing armband
to indicate his status.

                            Completion of Referee’s Card:

23.- Secretaries or other responsible persons acting for competing clubs shall thirty
(30) minutes prior to kick-off notify in writing the names of players taking part in
each match under the jurisdiction of the League (including the name of the nominated
substitute or substitutes) to the referee, and also to the representative of their
opponents in the presence of the referee in his dressing room; and the list shall also
indicate the colour of the goalkeeper’s shirt. Clubs failing to do so will be dealt with
at the discretion of the IFA Intermediate League Committee.

                                       Late Start:

24.- The IFA Intermediate League Committee shall fine clubs for late start of matches
in the sum of £250 except in exceptional circumstances. Referees must report late
starts to the League.

                                     Weak Teams:

25.- Each club shall play its full strength in all matches under the jurisdiction of the
League unless some satisfactory explanation is offered to the IFA Intermediate
League Committee. In the event of the explanation not being deemed satisfactory the
Committee shall inflict a fine on the club of not less than £1000.

                               Objection to Ground, etc.:

26.- Any objection to ground, goal posts or goal nets must be lodged with the Referee
before the game is started, and the Referee shall have power to have such objections
made right before the match is started.

                                        Medals

27.- The IFA Intermediate League Committee may, at its discretion, award 14 medals
or badges to the winning clubs for presentation to their players each of whom shall
have taken part in at least half of the games constituting the IFA Intermediate League
Championship(s). Additional medals or badges may be requested by the clubs
concerned, if so warranted.

                                Admission to Grounds:

28.- The maximum charge for admission to any senior match shall be determined by
the IFA Intermediate League Committee in each year, and the charge for admission to
seated accommodation shall be at the discretion of the home club.

                                    Share of Gates:

29.- The admission charges to the ground in all League matches shall be retained by
the home club, unless otherwise stated.

                                         Fines:

30.- All fines imposed by the IFA Intermediate League Committee shall be paid
within twenty-one days, otherwise offending clubs will be fined £250 per month or
part of a month that a fine is outstanding.

If any club fails to make any payment to the League in accordance with the
requirements of these rules the League shall be empowered to deduct the amount of
any such payment(s) from any money payable to the debtor club.

                       REGISTRATIONS AND TRANSFERS

                     Restrictions on all except bona-fide Players:

31.- A bona-fide player (amateur or non-amateur) of a club is one who has signed the
necessary registration documents (such signature to be duly witnessed) and has been
registered and approved by the League before playing. No player may play in any
competition under the auspices of the League unless and until he has been so
registered and it shall be the responsibility of all clubs playing in any match organised
by the League to ensure that its players are eligible to play in any such match. Failure
to do so constitutes misconduct and the defaulting club(s) shall be liable to such
penalties as are indicated in Rule 45.

The receipt by the registering club of the certificate of registration (which must be
retained as evidence) shall confirm the eligibility of the player to play in any match
under the auspices of the League.

This Rule is subject to and must be read in conjunction with Rules 32-51.

32.- Players wishing to be transferred to another country may do so at any time
provided that the registration period is open in that country and clubs must submit
properly completed registration forms in order to effect a request for an International
Registration and Transfer Certificate.

No International Registration and Transfer Certificate can be sought or granted for a
player under 16 years of age.

33.- No amateur or non-amateur player, except in the case of a goalkeeper, shall be
eligible to play in any games under the auspices of the League for the remainder of
the current season if their Registration or Transfer of Registration has been received
after 12 noon on 20th February of that season (or if 20th falls on a Saturday or a
Sunday, the Friday preceding). In the case of a goalkeeper a signing may be made
after 20th February but only in extenuating circumstances and only with the prior
approval of the IFA Intermediate League Committee.

In the event that all of a club’s registered senior goalkeepers (senior being defined as
someone who has made 10 or more senior appearances) are unavailable, that club
must apply and present its case fully in writing to the National Association for special
exception to sign a replacement goalkeeper.

For the purposes of this rule, the Premier League Committee will decide, on a case by
case basis, if it deems a goalkeeper to be unavailable. Where medical or employment
issues have been cited by a club, official and original written confirmation from a
doctor or employer must be provided by the club.

                                Registration of Players:

34.- No player under 16 years of age can be registered as a non-amateur player.

                                      Work Permits

35.- Players who are nationals of a country not in membership of the European
Economic Area require a work permit in order to obtain employment as a Football
Player within the United kingdom.


                                  Registration Forms:

36.- Registration Forms shall be of two kinds – amateur and non-amateur and shall
contain all such information for the guidance of the player as shall apply to his
particular status. The documents of Registration and of Transfer of Registration of a
player must be in the forms approved and issued by the Association, and not
otherwise. All such information shall be treated as private and confidential and an
exact copy of his Agreement must be handed to the player at the time of signing the
said Agreement entered into with his club.

In any dispute between the player and the club the remuneration and any other
benefits contained in the Agreement shall be deemed to be the player’s complete
entitlement.

                                 Mode of Registration:

37.- (a) In order to register a player the prescribed registration form duly signed by the
player (which signature must be properly witnessed) and by the club desiring
registration must be sent singularly by post (Special Delivery for Non-Amateurs and
Recorded Delivery for Amateurs) approved by the Association.

All Registration Documents, including where applicable, but not limited to, Clearance
Certificates, Cancellations, Agreements or Contracts of Service and any amendments
thereto, must be returned to the Association within two days from the date of signing,
excluding Sunday. Documents will be deemed to be in the hands of the Association as
of the date of the postmark.

The time of receipt shall determine the eligibility of the player to play for the
registering club in all games under the auspices of the League.

(b) No player may be registered for a period less than one month (i.e. 28 days)

(c) A player will only be eligible to play in a match organised by the League if the
appropriate forms including clearance certificates are received and found to be in
order by 12 noon on the day preceding such match. For games scheduled for
Mondays, such players must be registered by 12 noon on the preceding Friday.

(d) In the event of a player signing Registration Forms for more than one club priority
shall be the deciding factor. The club submitting the later form shall be notified of the
prior registration of the player and the circumstances under which the Registration
Forms were signed shall be investigated by the IFA Intermediate League Committee.
A player found to have wilfully signed Registration Forms for more than one club

shall be dealt with as the Committee may determine. A club found to have knowingly
induced a player to sign a Registration Form, shall be fined £500.

                                 Speedy Registration:

38.- A club in order to effect a speedy registration of a player may do so by facsimile
machine provided that the original Registration is posted to 20 Windsor Avenue,
Belfast within 24 hours of the date on which the form was signed, and failure to do so
shall incur a fine of £500.

The faxing of registration forms will only be permitted in cases of ‘speedy
registration’.

                       Transfers of Registration/ Cancellation:

39.- The transfer or cancellation of the registration of a player from one club to
another must be made in writing on the Official Cancellation Form issued by the
Association, duly signed by the club and player and forwarded to the Association for
approval and registration.

Such players registration with his previous club is not cancelled until the cancellation
document has been completed in full by all parties and forwarded to, and received by,
the Association. Such Cancellation Forms may be transmitted by Facsimile Machine.

The original of such forms is to be forwarded to the Association, by recorded delivery
post, within two days of the signing thereof. Such forms will be deemed to be in the
hands of the Association as of the date of the postmark.

Approval will not be given to any transfer which stipulates when or against whom the
player may or may not play. Clubs should contact the Association in order to
determine the number of disciplinary points (if any) recorded against the player prior
to signing.

Unless otherwise mutually agreed and committed to writing at the time of such
transfer of registration at least 50% of the transfer fee plus VAT at the standard rate
must be paid on the date of signing, and any balance outstanding must be paid in full
within six months of the registration of the transfer, and at the end of the six month
period should any balance remain outstanding then the defaulting club shall no longer
be permitted to use the services of such player until the full amount outstanding has
been paid. Similarly the same restriction shall apply where a club has mutually agreed
in writing to pay a transfer fee by instalments and subsequently defaults with such
payments. The offended club shall inform the League in writing of the circumstances
and the Secretary shall notify the offending club accordingly.


                      Temporary Transfers re. Players on Loan:

41.- Temporary transfers of registration for players on loan from one club to another
shall be subject to the following terms and conditions:-

   a) Temporary transfers for players on loan shall be for a period of not less than
      one month (28 days) except in the case of a goalkeeper whose agreement may
      contain a recall clause which may only be implemented in exceptional
      circumstances and with the consent of the IFA Intermediate League
      Committee;

   b) Temporary transfers for players on loan will only be for a defined period, and
      subject to the conditions of such transfer having the player’s consent prior to
      the registration of such transfer with the League;

   c) A player whose registration is temporarily transferred shall be permitted to
      play only for the borrowing club during the period of such transfer;

   d) Approval will not be given to any temporary transfer which stipulates when or
      against whom the player may or may not play.

   e) A copy of the loan agreement must be furnished to the League.

Note: Players on loan within the League may include both amateur and non-amateur
Players.

                                Non-Amateur Players:

42.- Non- Amateur players under written contract do not require re-registration each
season.

                                  Dual Registration:

43.- Notwithstanding anything in the above mentioned regulation, no player may be
registered with a club in membership of the Irish Premier League, Reserve League or
Youth League if said player is a bona-fide player for a club in membership of the IFA
Intermediate League.

Note: This rule is not applicable should a club in membership of the IFA Intermediate
League have a team, directly affiliated to it, competing in the Youth League.

Any dispute arising in this regard will be considered in conjunction with Rule 37.

                                Ineligibility of Players:

44.- Failure to comply with any of the conditions relating to a registration will render
the player ineligible to play for the club concerned as not being a bona-fide player.

               Penalty for Playing Unregistered or Ineligible Players:

45.- Any club playing an ineligible player or players in any match under the auspices
of the League shall be fined a sum of £250 per player per match. In addition should
the match in question result in a win for the offending team, or end in a draw, then
such points shall be forfeited by the offending club and its opponents awarded three
points in respect of that match and a scoreline of 1-0 recorded in its favour.

Should this relate to a knockout competition (or a competition with a knockout stage),
in addition to being fined as above, the club fielding the ineligible player shall be
disqualified and removed from the competition and their opponents awarded the tie
and reinstated.

Nothing in these regulations shall entitle the League to deduct points or impose fines
for registration or other offences committed by any club during any previous season.
(For the purpose of all League regulations a season will be deemed to end on 31 May
in each year).

For the purposes of these regulations an ineligible player is a player who has not been
properly registered, or who has played whilst under suspension, or who has otherwise
played in contravention of the rules of the competition in which he has taken part.


                Agreement between Non-Amateur Players and Clubs:

46.-Agreements between non-amateur players and clubs may be for a term of variable
years (maximum of five years). A copy of each Agreement or Contract of Service
must be sent to the Association.

A Player shall be free at the end of his contractual agreement to seek registration with
any club of his choice.

                          Amateur Players Refusing to Play:

47.- Where an amateur player refuses to play for the club holding his registration in
any competition for any reason other than illness or injury (such condition to be
verified by medical evidence) his registration for another club shall not be sanctioned
by the League Committee until all League fixtures have been completed during the
season in which his amateur registration was due to expire.


Termination of Registration of Amateur Players and Reacquisition of Amateur Status

48.- The registration of a amateur player may only be terminated during the season as
follows:-

           1. By mutual consent of club and player.

           2. For other reasons satisfactory to the Premier League Committee.

49.- Any player who has been registered as a non-amateur with a National
Association may not be re-classified as amateur until a period of 30 days has elapsed.

This period shall start as from the day the player competed in his last match with the
club with which he was registered as a non-amateur.

                                  Right of Approach.

50- A Club intending to conclude a contract with a player who is at present under
written contract with another club is obliged to inform the club and the player in
writing before commencing negotiations with either of them.

The player shall only be free to conclude a contract with another club if his contract
with his present club has expired or will expire within six months.

All correspondence in this regard must be sent by special delivery post to both the
player and the club and to the Premier League.

Any club found making an illegal approach to a player of another club will be fined in
the sum of £5,000 with £4,000 going to the club that has lost the player, and £1,000
going to the Premier League.

51 - Notwithstanding anything in Rule 50, should a club which to place a player on a
transfer of registration list (which will be held by the Premier League) then clubs are
free to contact said player.


                                   Players’ Appeals:

52.- Players dissatisfied with the transfer placed on them, or unable to arrange their
transfers with the clubs with which they are registered, may appeal to the IFA
intermediate League Committee who shall have power to adjudicate. (No fee is
payable in connection with such appeal). All appeals shall be heard within 14 days.

                                  Alterations to rules

53.- Any alteration to be made to these rules must be done so in writing and
forwarded to the League, for consideration at a meeting of the Full Committee, or
Executive Committee, between the conclusion of one season and the commencement
of the next season.

The IFA Intermediate League Committee, or Executive Committee, may also make
rules or alterations thereto, as to all business duties, management or otherwise which
may be required and same shall become operative seven days after posting to
members and shall remain operative until the end of the season or until adopted or
annulled.

54.- In season 2006/07 the Association shall establish a Premier Intermediate League
in accordance with its Article 27(4). Clubs should be fully conversant with all the
ramifications of this Article.
