					WALKERTON TOWN COUNCIL MEETING
NOVEMBER 20, 2006

REGULAR MEETING
   A meeting of the Walkerton Town Council was held on Monday November 20,
  2006, at the Walkerton Town Hall, 510 Roosevelt Rd., Walkerton, Indiana.

1. MEETING CALLED TO ORDER: The meeting was called to order at 7:00 P.M.
   by President Gene Reese. Pastor Brian Baughman offered the opening prayer and
   President Gene Reese led the Pledge of Allegiance.

2. ROLL CALL: A silent roll call was taken by the Clerk-Treasurer:

   Council President Gene Reese              present

   Town Attorney Fred Jones                  present

   The Clerk Treasurer noted there were 9 other people present.

3. MINUTES: There being no additions or corrections Council President Gene Reese
   declared the Minutes of November 6, 2006 approved as presented.

4. CITIZENS INPUT:

   A. MR. DAVID REED: Announced he would have a Grand Opening for a Barber
   Shop called Hot Clips at 404 Illinois on November 24, 2006, from 8:00 A.M. to 8:00
   P.M. at Mr. Reed asked the Town Council if he could close two (2) parking spaces,
   in order to have a cook out. Council Member Karol Jackson made the motion to allow
   Mr. Reed to close two (2) spaces during the Grand Opening. Council Member Lee
   Morton seconded the motion. The motion passed with a vote of 5 – 0.

5. CORRESPONDENCE:

   A. MAJOR MOVES MONEY: Has been put in a Certificate of Deposit.
   B. “CIRCUIT BREAKER” LOST REVENUE: The estimated loss of Property Tax
   revenue due to the “Circuit Breaker” legislation if it were in effect for taxes collected
   this year, 2006. The Town of Walkerton Budget would be cut $160,594.00

6. OLD BUSINESS:

   A. EMS /POLICE COMPLEX: Council Member Lee Morton explained the
   estimated funds for building the EMS/POLICE COMPLEX would be 1.5 million.
  Council Member Lee Morton previously reviewed the schedule of estimated annual
  tax impact to the 10, 15 and 20 year payment options. A bid was presented from
  Dzierla and Associates to do the Architectural Services. Town Attorney Fred Jones
  advised the Town Council they needed to get a couple more bids. Council Member
  Lee Morton will try to get a couple more bids for the December 4th meeting.
  B. WALNUT CROSSING: Town Attorney Fred Jones presented a letter to the
  Council about the Title Search Report received from Metropolitan Title concerning
  Walnut Crossing. Town Attorney Fred Jones also explained after looking at the Plan
  Commission Minutes of 2001 he wanted to make the Town Council aware that Mr.
  Bob Stevens is totally responsible for all the infrastructure, the Town is in no way
  responsible for any of it. Town Attorney Fred Jones at this time suggested sending a
  letter to Bob Stevens lawyer with a copy of the Plan Commission Minutes. Mr. Steve
  Heim had contacted Council President Gene Reese to discuss this issue. The Council
  scheduled an Executive Session for Monday November 26th at 7:00 A.M.
  C. UTILITY ORDINANCES: Town Attorney Fred Jones explained he has the
  Ordinances ready, the Town Council just needs to decide if they want the 3-Phase or
  the 4-Phase. Town Council agreed to look at Steve Carter’s letter of July 26th and put
  this on the agenda for December 4th. Town Attorney Fred Jones also pointed out the
  July 13th letter concerning the WasteWater rate, 2-Phase or a 3-Phase
  D. INDIAN TRAILS: Council President Gene Reese will try to contact Regg
  Williams again.
  E. TAX SALE PROPERTIES: Town Attorney Fred Jones will be keeping a watch
  on the Tax Sale Properties time will be up about around July 2007.
  F. CYBERLINK: Scheduled for the first meeting of December.

7. DEPARTMENT HEAD REPORTS:

  A. AMBULANCE: Council Member Karol Jackson reported there will be a meeting
  at the end of the month.
  B. CODE ENFORCMENT: Code Enforcement Officer Tom Fox asked if there
  were any questions about his report. There were no questions. Code Enforcement
  Officer Tom Fox suggested the Council look into the agreement with Don Fozo, due
  to the fact that Phil Buckmaster is putting in a lot of leg work to keep up with Town
  codes. The Town Council will talk to Phil Buckmaster to see if he is interested in
  taking over the Building Inspector Job. Council President Gene Reese asked Clerk
  Treasurer Penny Perry to contact Phil Buckmaster for a meeting on November 27th at
  7:30 A.M. Copy the Ordinance giving Don Fozo authority to do building inspections
  in Walkerton.
  C. COMPUTER SERVICES: Computer Analyst Craig DeMyer reported he had
  increased the warranty time to 2009. The Licenses thru A Prompt will be renewed for
  two (2) years at a cost of about $2,800.00. Council Member Karol Jackson made a
  motion to approve the purchase of the A Prompt upgrade and licenses for $2800.00 to
  be taken out of CCI. Council Member Lee Morton seconded the motion. The motion
  passed with a vote of 5 – 0.
  D. ELECTRIC/WATER: Superintendent Kent Van Dyne pointed out in his report
  the Electric Department needs to replace 2 of their trucks. They would like to
purchase a 4 X 4 with a snow blade before the end of the year and a pick-up with a
utility bed in the early spring. A digger derrick truck will take longer to spec out and
about nine months to build. Superintendent Kent Van Dyne will bring more
information to the 2nd Meeting in December. Superintendent Kent Van Dyne will
bring an explanation of why the Town went ahead with Peerless doing the repairs on
the Water Softener to the next meeting.
E. EXECUTIVE TEAM: Superintendent Kent Van Dyne stated the Executive
Team will schedule an employee meeting. The Employee Meeting was then set for
November 28th at 9:00A.M., with the meeting for Direct Deposit following at 10:00
A.M.
F. STREET/WASTEWATER: No Report.
G. FIRE: Fire Chief Kenny Eggleston thanked everyone for all their support during
the Smoker Fundraiser. The Firefighters visited several community schools during
Fire Prevention Week. We were able to present several areas of fire safety, and
enjoyed a wonderful day with Walkerton area school children, The Fire Department
also gave about 15 fire detectors to families that didn’t have one.
H. PARKS: Park Superintendent Brittnie Whitaker pointed out that Santa will be at
the Youth Building on December 9th from 10am-12pm to visit with children. Park
Superintendent Brittnie Whitaker then asked the Town Council if they had made any
decision concerning the Park Bond. Council Member Karol Jackson stated she felt
some of the list for the Bond is maintenance issues. Council President Gene Reese
asked Park Superintendent Brittnie Whitaker to come back with a maintenance
priority list and cost spread over five (5) years, for the next meeting.
I. POLICE DEPT: Police Chief Bob Hockett asked if there were any questions
concerning his report. There were no questions. Police Chief Bob Hockett then asked
the Town Council if he could hire two (2) part time dispatchers (Phil Marek and
Cindy Quivey). Council Member Karol Jackson made the motion to hire these two (2)
people as part time dispatchers. Council Vice President Glenn Jerrell seconded the
motion. The motion passed with a vote of 5 – 0. Then Police Chief Bob Hockett
asked for a donation for the FOP Shop with a Cop Program. Council Member Karol
Jackson made the motion to donate $1000.00 to FOP Shop with a Cop to be taken out
of the Donation Fund. Council Member Lee Morton seconded the motion. The
motion passed with a vote of 5 – 0.
J. FINANCIAL: Council President Gene Reese asked Clerk-Treasurer Penny Perry
if she could come up with description for merit based pay for the Clerks Office for the
next meeting. Clerk-Treasurer Penny Perry reported the Major Moves Money was put
into a Certificate of Deposit, which will generate an estimated $6,500.00 for 6
months. The Town Council elected to give the employees Gift Certificates for either a
ham or turkey from Kenny and Carl’s for Christmas.
K. WAEDC: Executive Director Steve Heim reviewed his report with the Town
Council and asked if there were any questions. Council Vice President Glenn Jerrell
made the motion to have Executive Director Steve Heim represent the Town at the
sale of Lot 12 of Walkerton Industrial Park Northeast. Town Attorney Fred Jones has
already prepared a Partial Mortgage Release for Lot #12. Council Member Lee
Morton made the motion to approve Executive Director Steve Heim to present the
partial mortgage release of Lot #12 at the closing and collect the money for the Town.
   Council Vice President Glenn Jerrell seconded the motion. The motion passed with a
   vote of 5 – 0.

8. NEW BUSINESS:

   A. EXECUTIVE SESSION: Interview employee at 8:00 A.M. on November 27,
   2006

9. REVIEW PROJECTS IN PROGRESS:

    A. STOP SIGN: Council Member Lee Morton made a motion to put a 4-way STOP
   at Van Buren and Michigan. Council Vice President Glenn Jerrell seconded the
   motion. The motion passed with a vote of 4 – 1.
   B. TRASH FEE: Council President Gene Reese asked Clerk Treasurer Penny Perry
   to refigure the Trash Fee so it zeros out at the end of each year.
   C. 1100 OHIO ST: Discuss at next meeting
   D. EMPLOYEE RECOGNITION PLAQUE:
   E. NEW LIBRARY: In preliminary stages.

10. CLAIMS: All claims were approved on a motion by Council Member Karol Jackson
          and seconded by Council Vice President Glenn Jerrell. Motion carried with
          a 5-0 vote.

11. ADJOURNMENT: There being no further business, Council President Gene Reese
    declared the meeting adjourned at 9:00 P.M.
