Executive Summary
The overall goal of the project is to assist, upon the request of the Government of the Republic of Belarus and the State Border Patrol Troops Committee of the Republic of Belarus (SBPTC), in further strengthening the state border security and cross-border crime prevention capabilities. It should be noted that the present-day migration situation demands further coordination of the activities of the international community, and the European countries, in particular, in terms of the implementation of actions on effective illegal migration counteraction, the decrease of “migration tension” in concrete countries and the European continent in general.

Background and Justifications
The elements of strengthening the state border security include developing the information system of supervision and analysis of illegal activities at the state border of the Republic of Belarus (here and thereafter – state border), equipping the relevant subdivisions of border patrol troops and the SBPTC information centre with modern computer technologies, and, finally, supplying all border checkpoints with modern technologies. With the aim of providing an effective analysis of the situation at the state border as well as making a reliable prognosis of an effective counteraction of illegal activities at the border, a number of measures have been implemented enabling to improve the technological level of the information system of operative subdivisions of patrol troops. It is expected that the project will contribute to the improvement of the technical level in the analytical subdivisions of border patrol troops of the Republic of Belarus, upgrade IT equipment and databases in border patrol troops and their subdivisions, checkpoint “Minsk” and the Institute for border troop officers (11 dislocation places in total). Such a database system will enable the operationallevel staff-members of the Belarusian border troops to quickly receive, process and analyze the information on offences at the state border, evaluate the possible risks while maintaining the state border security in the Republic of Belarus. At present, all necessary legal and organisational provisions for further expansion of the data base have already been created. This project complements other joint project activities carried out by the SBPTS in cooperation with the European Union, the UNDP, the UNHCR and the IMO (Soderkoping Process – cross-border cooperation). The present project will be linked to the EU/UNDP programme “Enhancing border management in the Republic of Belarus” (BOMBEL) in order to avoid duplication of activities and provide an effective cooperation.
3. Project Objectives
1. To assist the SBPTC in further strengthening the rule of law and developing relations with the civil society through the improvement of computer data base, enabling therefore to prevent, detect and control illegal activities at the border. 2. To advance the capacity of operational level border patrol troop personnel of the Republic of Belarus in revealing and
evaluating the possible risks as well as decision-making on border patrol troop management. 1

4. Project Outputs
1. Nine (9) places of dislocation of border troop detachments of the Republic of Belarus, the SBPTC, and the Institute for border patrol troop officers will be equipped with modern technological means for management and transfer of information on illegal border activities. In accordance with OSCE rules and procedures, the following equipment will be purchased: file server (1), PC (22), portable PC (11), modem (11), video camera (11), digital camera (11), digital dictaphone (22), printer (11), scanner (11), furniture appliances (22), uninterruptible Power Source (UPS) for server (1), UPS for PS (22). 2. Six (6) SBPTC staff-members, engaged in the construction of information system for operational level subdivisions and the analytical research, will advance their knowledge on international standards on the construction and management of data bases. Such knowledge and skill advancement will be enabled through the participation in a trip into a border troop analytical centre of a EU country. 3. Twenty (20) operation-level staff members of border patrol troops of the Republic of Belarus, engaged in the analysis of possible risks at domestic and regional levels, will expand their professional knowledge and skills on analytical system management and risk analysis through the participation in a 3-day seminar in Minsk.
5. Assumptions and Risks

6. Horizontal Issues
Support by the Government of the Republic of Belarus. The project was proposed at the meeting of the Working Group on Civil Society and was approved for registration by the Ministry of Economy. • Additional support thanks to OSCE participation: facilitating the freedom of movement and improvement of cross-border cooperation; assisting the Government of the Republic of Belarus in further strengthening the civil society and human right protection system in the framework of thr mandate of the OSCE Office in Minsk. • Social and cultural concordance: bringing to the European standards, improving the professional level of border patrol troop staff-members of the Republic of Belarus, advancing the knowledge of the population of Belarus in the area of European standards on cross-border management. •
7. Implementation Modalities
7.1 Timeline

7.2 Partnership Framework
The project is carried out by the OSCE Office in Minsk together with the SBPTC. Legal conditions: “The Memorandum of Understanding between the Government of the Republic of Belarus and the Organisation for Security and Cooperation in Europe on the OSCE Office in Minsk”, signed on 30 December 2002. The SBPTC provides funding for the development of the information system. Other participants’ rights: respective OSCE Secretariat departments will provide the technical assistance to the OSCE Office in Minsk if necessary. Monitoring, reporting and assessment procedures: the OSCE Office in Minsk, together with the SBPTC and a respective OSCE Secretariat department, is responsible for monitoring the realization of the present project and its final assessment.

7.4 Exit Strategy
After the project is realized, the SBPTC will start managing the computer data base of the analytical system. The cooperation between the SBPTC and the OSCE Office in Minsk will continue in this area. The OSCE Office in Minsk is responsible for the transference of the purchased equipment to the SBPTC. A respective OSCE Secretariat department is responsible for the technical support to the OSCE Office in Minsk. Project funding is provided from extra-budgetary funds of the respective Programme Department of the OSCE
