Use the ranked programme gap analysis (above) to define objectives for the integrated change programme. These should clearly relate to the
overall ISI Plan Priority Objectives. Objectives should be SMART (specific, measurable, achievable, realistic and time-bound).

This section describes how the work to measure benefits will be organised so that the
benefits can be shown to have been realised.
After analysing the benefits and part-completing the benefits profiles, consider combining
the task of measuring several benefits (baselines and actual delivery to target) into a single
Benefits Measurement Work Package, to avoid duplication of effort.
Wherever possible use or exploit the data from existing measurement methods.
Further details (e.g. timing, pre-conditions…) are then documented as part of the
respective benefit profiles.

 A benefit profile is created for each identified benefit. The benefit profile contains a
 complete description of the benefit. If there is a large number of benefits consider using a
 tool (Excel spreadsheet, database etc.) to store and manage the set of benefits profiles. In
 this instance include a summary description for each benefit.
 Ensure there is consistency between the document as a whole and the benefits profiles.
 The first template below contains guidance on filling out each section of the benefit
