What is NetOps?
RPS
Network Operations (NETOPS): the allocation of network, information system, information security, and information dissemination resources directly in support of the Warfighter. NetOps enables the Commander through: • Management Assured Network Availability:
Planning, Engineering, Reconfiguration, Operations
• IA/CND Assured Information Protection:
Computer Network Defense, Information Assurance, Information Protection
• IDM/CS Assured Information Delivery: The
Right Information, The Right Priority
GEM: Global Enterprise management GND: Global Network Defense GCM: Global Content Management
TRADOC FMI 6.02-71 – NetOps/ Joint NetOps CONOPS
• NETOPS capability is achieved with the implementation of all 3 sub-areas • NETOPS Tools enable the G6/S6 to execute IAW the Commander’s priorities throughout the enterprise

Strategic Framework
– Moved from an emphasis on the Signal Battalion with execution by the S3 to the Maneuver Commander with execution by the G6/S6 – Moved from circuits and networks separated into multi-channel and single channel to EOIP and networking waveforms – Moved from the “multi-channel” network executed by the Signal Battalion and the “Single channel” network executed by the S6 to everything being the responsibility of the S6 (with support/oversight by the G6) – Moved from Network Management to Network Operations – Publication of the LandWarNet CONOPS, NTS & EMSO CCP’s, and NSC construct – The emergence and importance of the Cyberspace discussion
• What has changed?
• Implications
– – – – Move from an emphasis on interfaces to an enterprise approach NETOPS as a capability area The “network” (LandWarNet) is more than Win-T and can be seamless The “tactical” network can be an extension of the GIG and not a separate network
Note: NETOPS and EMSO comprise 4 of 5 Regimental Corps Competencies

Background
RPS
• BG Foley created TPO NETOPS on 16 Nov 07
• Mission: Perform as the focal point for developing and synchronizing NETOPS, EMSO, and COMSEC Ops capabilities
• Focus: Deliver a unified Tactical Enterprise NETOPS solution, aligned with BC and Network offerings, to enable the Commander • 3 major objectives:
• • • Develop, synchronize, and integrate NETOPS capabilities Develop, synchronize IA and COMSEC solutions Develop, synchronize, and integrate EMSO capabilities
4 of 5 Corps Competencies
NETOPS is the key C2 enabler by providing the right information, to the right Warfighter, in the right place, at the right time, and in the right format.

Observations and Recommendations
• Recommendations/Insights from the TRAC LandWarNet NETOPS Study:
– Recommendations: • Integration of NETOPS between current force Win-T, and FCS must be achieved. The current difficulty in information sharing and resulting potential for non-conformity between systems has the potential to interfere with seamless NETOPS. • Establish a proponent for NETOPS who is responsible for the development, integration, and enforcement of policy and concepts for seamless NETOPS. – Insight: • Integrated and fused NETOPS is vital to operations in a Net-Centric environment. Effective control of the network through network management and security is critical to information flow and operations

The Challenges
– Strategic, Tactical, Joint become One Network
• The Changing Battlefield • NETOPS Operational/Developmental Environment
– – – – – Multiple PEOs, PMs/Vendors developing systems Multiple emerging concepts (NSC-R, EMSO,UBC, etc) Multiple architectural efforts Multiple definitions based on various doctrinal pubs Multiple field units executing based on Cdr’s intent
• No organization charged with bringing all of this together for the Commander • What is the best way to bring it together?
