Computing & Information Technology (C&IT) Project Management Process Project Charter A Project Charter is a formal, approved document used to guide both project execution and project control. Once a project has been approved, the sections that are contained in the Project Initiation Form are deemed to be part of the Project Charter. The approval officially signals that the project can commence. The Project Charter (including the sections from the Project Initiation Form) forms the basis for all management efforts associated with the project. The Project Lead is responsible for completing all of the sections in the Project Charter A. General Information The information in Part A is provided by the project lead and gives a specific name to the project. The information should be inserted directly from the Project Initiation Form is one was completed for the project. If it was not completed, then enter the information below. When completing the position information enter whatever titles are appropriate to match the resources assigned to the project. Organization Breakdown Structure This Organizational Breakdown Structure (OBS) represents the project organizational structure arranged and coded in a hierarchical format to improve communication throughout a project. The OBS assists in reporting project attributes that are the responsibility of any given department. . Use an Organization template such as Word or Visio to create the Organization Breakdown Structure and attach it to the Project Charter. Roles and Responsibilities This section discusses the overall structure of the project organization and the roles and responsibilities of the project participants throughout the project phases. Note: As an addendum to this sub-section, it may be advisable to develop a responsibility matrix in those cases where the success of the project requires a full definition for each resource. In the majority of cases this is not necessary. The matrix lays out the major activities in the project and the key stakeholder groups. It also provides a good example of showing crossfunctional/organizational interaction. Project Deliverables The main deliverables of the project can be found in the WBS and also are reflected in the Project Scope Statement. The following table identifies the key deliverables, their due date, the staff member responsible for the delivery and the actual date the deliverable was completed. The list of deliverables should include the Project Closeout Form and the Responsible Names should be indicative of who will have sign off responsibility for the project completion and closure. This section also contains the Change Control Form template. Any deviations from the process that is outlined in that section should be identified in this part of the Project Charter. For example, if there is a change to how the Change Control Form is approved, identify the approval process here. F. Communications Plan The Communications Plan Process and Procedures are described in the Communications Plan Process and Procedures section. This section also contains the Communications Plan template. G. Status Reporting Process The Status Reporting Process and Procedures are described in Project Status Reporting Process and Procedures. That section also contains the Status Report Templates. Identify in this section of the Project Charter the agreed upon schedule for producing a status report and the recipients. H. Issues Management Process The Issues Management Process is described in Project Issues Management Process and Procedures. This section also contains the Issues Reporting Template.
