SIGNIFICANT EVENTS

     On January 1, the National Weather Service issued a Flood Watch for the
      Skokomish River in Mason County. The river was expected to rise above flood
      stage of 16.5 feet around 9 p.m. on January 1st and crest at that level around 10

    p.m., however the rain did not materialize and the Flood Watch was cancelled
    the morning of January 4th.

   On January 3, Whatcom County commenced a rescue operation for an injured
    snowmobiler on Easton Glacier on the south side of Mt Baker. Snohomish
    County Sheriff’s helicopter extracted the subject and transported him to a local
    area hospital in stable condition.

   On January 4, the National Weather Service issued a Winter Storm Warning for
    Chelan, Okanogan, Douglas and Ferry Counties with 3-5 inches of snow
    expected in the lowlands and 5-8 inches in the mountains. The Winter Storm
    Warning was cancelled for Chelan, Okanogan & Douglas Counties at 1915 hours
    the same day and continued for Stevens, Pend Oreille and Spokane Counties.
    The last of the warnings closed out the morning of January 5th.

   On January 10, a new approaching storm front prompted the National Weather
    Service to commence issuing a series of High Wind Watches and Warnings,
    Marine Storm Warnings, Gale Warnings, Flood Watches and Warnings for many
    Western Washington Counties. The storm impacted the Washington Coastal
    Counties on January 11 and moved inland; bring heavy rains to the Olympic
    Mountains and north into Whatcom County. No major flooding resulted from this
    system.

   On January 14, a new weather system prompted the National Weather Service to
    issue a Flood Watch for King, Thurston, Pierce, Lewis, Clallam, Jefferson, Grays
    Harbor, Mason, Whatcom, Skagit, and Snohomish Counties. Six to eight inches
    of rain was forecast for the south facing slopes of the Olympic Mountains, with
    three to five inches possible on the southwest facing slopes of the Cascades. In
    addition, areas of Pend Oreille and Stevens Counties were under a Flood Watch
    for potentially heavy rainfall. As the weather system moved on shore early on
    January 15th, a High Wind Warning was issued for the entire Washington Coast.
    On January 16 the NWS lowered the Flood Warning for the Skokomish River and
    issued a High Wind Watch for the coast for Sunday evening to Monday morning.
    The Watch became a High Wind Warning for the South Coast along with a High
    Surf Advisory.

      On January 16, a fourth round of storms from a weather system coming from the
       southwest through California and Oregon to Washington State caused heavy rain
       and high winds throughout Western Washington. The storms passed without
       causing significant impact to the state.

      On January 22, news media reported Great Britain raised their terror alert level
       from “Substantial” to “Severe” due to chatter from numerous intelligence sources
       indicating an attack from Al Qaeda is “highly likely”. There appeared to be no
       direct threat to the United States.

      On January 24, the NWS issued a high surf advisory for the southwest
       Washington coast in Pacific & Wahkiakum counties for the 25th. The advisory
       expired uneventfully.

      On January 27, the Umatilla Chemical Depot reported a routine leaker of mustard
       gas in Igloo K1863. There was no release to the environment.

      On January 27, Yakima opened a search for a missing snowmobiler near
       Rimrock Lake. Snowmobilers search and rescue volunteers from Kittitas
       County assisted in the search. The subject was located on January 28 in good
       condition.

      On January 29, Whatcom County commenced a recovery operation for a missing
       boater in Lake Patton in Bellingham. Additional resources were coordinated from
       Skagit and San Juan Counties. The body was recovered on January 30.

      On January 30, Pasco Police in conjunction with Washington State Patrol issued
       an Amber Alert for a 5 year-old boy that was taken by his father who reportedly
       threatened to kill the child. Allen Luan, was last seen at an apartment complex in
       Pasco during the early morning hours. The child was safely recovered at 9th
       Ave/Court St in Pasco, WA. The alert was cancelled at 0654 hours January 30,
       2010.


      For the month of January 2010 the SEOO’s:

 Issued 119 warnings to jurisdictions for imminent or occurring emergencies

 Issued 79 warnings to tribal nations for imminent or occurring emergencies

 Conducted 889 notifications to state agency liaisons for imminent or occurring
  emergencies

 Coordinated 51 resources for search, rescue, recovery and response operations

 Participated in 12 exercises of which 7 were vessel spill drills

 Made 1390 and answered 1831 telephone calls

 Conducted 2014 National Warning System Tests, conducted 260 Comprehensive
  Emergency Management Network (CEMNET) radio tests. (connects all counties and
  many cities via Zetron Radio Console)

 Conducted 60 dedicated line tests with the Chemical Stockpile Emergency
  Preparedness Program (CSEPP)

 Conducted 7 dedicated line tests with the Department of Energy, Hanford Site
  (DOE)

 Conducted 12 dedicated line tests with the Columbia Generating Station
  (CGS)

 Conducted 3 Emergency Alert System (EAS) tests. Broadcasts emergency
  information to the public via television and radio mediums.

 Conducted 33 All Hazards Alert Broadcast System (AHAB) Daily Function Tests.
  Tests functional capability of all coastal and Puget Sound AHAB siren systems.

 Conducted 1 All Hazards Alert Broadcast System (AHAB) Siren Tests. Activates
  coastal and Puget Sound voice and tone sirens during tsunami and other hazardous
  incidents.

 Conducted 27 Olympic Peninsula Public Safety Alliance Network (OPSCAN).
  Connects public safety organizations throughout the Olympic Peninsula.

 Conducted 1 State Agency Emergency Network (STAEN). Connects state agencies
  via an 800 mhz radio system.

 Conducted 3 King County 800 mhz Radio System. Connects the Alert and Warning
  Center with King County key emergency management and response organizations.
