BAXX BAO Policy Template The policy number followed by a concise title that accurately conveys the purpose of the policy and includes terms that a user would likely use in searching for the policy. The BAO policy team will assign the policy number. Effective 1 Jul 2001 Last Revised 4 June 2002 Who Should Read This Policy The scope of the policy, to whom it applies. Background & Purpose A brief introduction that includes the policy's background and purpose. Example: This template represents a standardized format for all BAO policy. It was developed and adopted by the BAO Policy Team. Its purpose is to assist BAO departments in writing policy and make policy easier to understand and implement. Policy The rules or standards that those affected must comply with. Authority Indicates who at UO has authority for administering this policy. Example 1: The Director of Business Affairs has authority for administering this policy and has delegated its implementation to the BAO Policy Team. Example 2: The UO Vice President for Finance and Administration has authority for administering this policy and has delegated its implementation to the Director of Business Affairs. References (If Applicable) The legislative and regulatory framework for the policy, including all applicable references. Example: The Oregon University System Controller FASOM 13.01 or State of Oregon OAR 541-40-XXX. Related Procedures (If Applicable) A brief set of business processes that should be followed in order to comply with the policy. Alternatively, a link to more lengthy and detailed procedural documentation. Q&A (Recommended) Answers to questions that might frequently be asked. Compliance Examples (Recommended) Example scenarios, set in the UO context, that demonstrate compliant processes or procedures. Example: Department A decides to sell a product via the web. Department A purchases a dedicated ecommerce server, server software, and contracts with a credit payment verification service that is approved by the Oregon State Treasury. In doing so they comply with OUS Board and State of Oregon procurement statutes, rules, and regulations. They build and host their own electronic storefront. They securely store and archive all data. They restrict nonUniversity advertising to that which is approved in accordance with University or Oregon policies. They transmit financial information electronically, using an appropriate level of security, (secure sockets layer), publish an appropriate privacy statement and adhere to accounting standards established by the Vice Chancellor for Finance and Administration for electronic commerce transactions.
