                              Bad Debts - Write Off

           Report of the Director of Planning, Transport and
                          Economic Strategy

Recommendation
This report recommends that the Bad Debts over £1,000 as detailed in Appendix A
are written off.


1.       The County Council has a policy of pursuing outstanding debts, which is detailed
         within the Warwickshire Statement of Required Practice - Income Collection and
         Debt Recovery. (Also referred as WSORP 6).

2.       WSORP 6 requires that debt recovery performance is reported regularly to the
         Departmental Management Team as well as the relevant Service Committee.

3.       As a consequence of the requirements outlined in WSORP 6, a comprehensive
         debtor control system known as Ash Debtors has been introduced Authority
         wide by the County Treasurer.

4.       Financial Services have formulated in-house procedures to ensure not only
         compliance with WSORP 6, but to ensure all invoices raised have robust
         documentation to reduce the number of bad debts.

5.       Although the introduction of these measures aids the effective management of
         outstanding debts, it is inevitable that some bad debts do arise and it is
         necessary to write them out of the accounts against the bad debt provision set
         up in previous years. Thus, there is no impact on revenue spending - during this
         year of write-off.

6.       The County Council’s Financial regulations require that the write-off of debts
         over particular amounts must be authorised by Chief Officers, The County
         Solicitor and Members respectively as follows:

         (i)       Chief Officer - write-off limits up to the value of £500.

         (ii)      County Solicitor - write-off limits from £500 - £1,000.

         (iii)     Committee Approval for all debts over £1,000.
