Job title: Financial Planning Manager P068

Reports to: Head of Business Analysis and Performance
Directorate: Finance

Location: Manchester
Salary: Level 4 - £34,224.75

Section 1
Job Purpose

   To ensure the proper delivery and maintenance of the
    financial reporting and budgeting framework across all the
    Equality and Human Rights Directorates
   To manage and develop employees within the Management
    Accounting Team.
   To support the Head in the successful delivery of team
    objectives and purpose.

Main Duties and Responsibilities
   To support all managers and Directors across the
    Commission in the monthly financial review process, and
    corporate budgeting/forecasting/reporting requirements
   Providing advice and guidance around related policies and
    procedures, ensuring that budget holders understand and
    are confident with financial systems reporting
   Manage the work of the Management Accounting Team,
    monitoring and developing their performance in meeting
    service goals and overseeing the effective use of resources
   Manage the successful operational delivery of key services
    such as income management/Grant in Aid, procurement
    approach, annual efficiency review, Grants processing and
   Support the Head of BA&P in the planning and delivery of
    annual budgeting process
   Undertake specific projects across the Finance spectrum as
    instructed by the Group Director Corporate Management and
    Director of Finance, and all other duties commensurate with
    the job grade as directed

Personal Specification

Experience – The job holder will be able to demonstrate and
evidence significant practical and technical financial management
experience at a management level with other similar sized
organisations. This will include:
   Preparing multi-cost centre budgets
   Undertaking complex reconciliation and investigative
    variance reporting
   Financial management including forecasting, cash
    management and identifying risk areas.
   Delegated budget management and reporting processes to
    senior level
   Liaising and building relationships with other teams (eg
    Business Planning), to ensure financial control and corporate
    governance is duly regarded.
   Successfully managing a team of finance professionals.
   Supporting budget holders and staff and assisting in the
    introduction of new policies and processes
   Developing new initiatives, systems and procedures to
    improve quality, efficiency and timeliness.

   Jobholder is required to have a good understanding of
    Government Accountancy Office requirements for PNDPBs
    in order to produce accounts to required standard
   Must be familiar with preparing accounts to trial balance
   Must be able to apply and interpret policies and procedures,
    giving accountancy guidance to managers
   Must hold Chartered Accountant (CCAB) status

   Ability to plan and prioritise workload, support the growth of a
    performance culture
   Good people management skills, including the ability to co-
    ordinate the work of others and provide direction to the team
   Good analytical skills with the ability to identify problem
    areas and follow those through to satisfactory conclusion
   Ability to motivate and develop staff to allow them to reach
    their full potential
   Excellent oral and written communication skills with the
    ability to write concise and meaningful financial reports.
   Ability to successfully manage resources to deadlines
   Advanced level IT skills in Microsoft Excel, intermediate skills
    in other standard Microsoft packages
   Ability to plan for and implement change and improvement to
    systems and procedures.
