                                                THE POSITION
The City of Oakland is currently recruiting to fill seven Sewer Maintenance Leader vacancies with the
Public Works Agency. Under supervision from the Public Works Supervisor I, the incumbent performs a
variety of duties in sewer maintenance including construction, repair and inspection; provides direction to sewer
maintenance crews with more difficult tasks requiring greater skill and knowledge; and performs related duties
as assigned. The eligibility list established from this examination may be used to fill other vacancies
that may occur and permanent full-time and permanent part-time positions in this classification.
Typical duties may include, but are not limited to the following:
•   Act in lead position to direct and perform the more skilled work of sewer maintenance
•   Inspect, clean, repair, and open clogged sewers and inlets/sanitary sewer systems; inspect and clean lift
    stations
•   Read sewer and street maps
•   Build and repair sanitary sewer systems; build and maintain temporary sewer systems
•   Build and repair “clean outs” to maintain sewer systems
•   Handle sewage and hazardous materials related to the job; treat root growth and remove grease in sewer
    mains with restricted chemicals containing herbicides
•   Inspect building and side sewer connections
•   Inspect tools and equipment for safety and mechanical defects
•   Maintain logs of daily reports of service requests, repairs, and work orders into the Public Works’ newly
    integrated computerized Maintenance & Management System
•   Operate hydraulic flushers and dump trucks exceeding 26,000 lbs gross vehicle weight rating
•   Transport personnel and equipment to and from project sites
•   Remove debris and sewage from lines by hand rodding; operate drag machine
•   May operate closed circuit television camera for inspection of sewer systems
•   Use gas detectors

                           MINIMUM REQUIREMENTS FOR APPLICATION
Any combination of education and experience that is equivalent to the following minimum
qualifications is acceptable.
Education: Equivalent to the completion of the twelfth grade.
Experience: Three (3) years of experience in public works maintenance field.
License: A valid Class B (or Class A) California Driver's License with hazardous materials, air brake
and tank endorsements included is required. The license is to be maintained throughout employment
with the City of Oakland.
Additional License Requirement: A current (within the last 30 days) Department of Motor
Vehicles (DMV) printout of the last seven years.
Promotional/Restricted Recruitment: This position is restricted to City of Oakland and Port
employees. Employees who have completed a probation period and maintained a record clear of any
disciplinary action for a period of one year prior to the date of the examination are eligible to apply.
Additional Qualifications: Bilingual skills in Spanish, Cantonese, Mandarin and Vietnamese are
desirable.
                                            QUALIFICATIONS
Knowledge of: methods, tools, and equipment used in the construction, maintenance, and repair of
sewers, gas detection procedures, shoring and trench preparation; city street maps and directories; road
work hazards and safety methods; construction and occupational hazards, safety procedures, safety
regulations and safe lifting methods; safety precautions for toxic chemicals and first aid techniques and
procedures.

Ability to: communicate effectively both orally and in writing; follow oral and written directions;
follow safety procedures; lead and train assigned; work in inclement weather in and around raw
sewage; work underground in shored trenches and in confined spaces; and maintain effective work
relationships with those contacted in the performance of required duties.
                                      THE SELECTION PROCESS
Stage I: The first stage in the selection process will consist of a review of each applicant employment
application, a current (within the last 30 days) Department of Motor Vehicles (DMV) printout of
the last seven years, and signed supplemental questionnaire for minimum qualifications (weighted
pass/fail). Applications submitted without all required materials will not be given further
consideration.
Stage II: The second stage will consist of subject matter experts evaluating and rating the completed
supplemental questionnaires. Applicant responses to the supplemental questions must demonstrate the
knowledge, skills and abilities listed in the qualifications section of this announcement. The evaluation
of supplemental questions may be weighted 100% of an applicant score (before residency and/or
veteran points) and may determine rank on the eligible list. If a sufficient number of quality
application packets are received, the supplemental screening may be followed by a third stage and the
most qualified applicants will be invited to the next stage. Meeting the minimum qualifications does
not guarantee advancement to Stage III.
Stage III: The third stage may consist of an oral examination that may be preceded by a brief written
exercise (weighted 100%) and that will test the knowledge, skills and abilities listed in the
qualifications section.

The ranked eligible list may be developed directly from the supplemental screening OR the results of
Stage III. Candidates must earn a scale score of 70 in this examination process to be placed on the
eligible list for employment consideration.
The City of Oakland reserves the right to modify the selection process as necessary to conform to
administrative or business necessity.
