TITLE:                                        Engineering Technician III
SALARY:                                       $ 4,300/Month

GENERAL SUMMARY

Under general supervision, the employee occupying this position is expected to perform complex
duties, occasionally in the absence of clearly defined procedures, where independent judgment is
required. Tasks will be assigned which may require extensive research or extensive knowledge
of the assigned function.

All City employees are expected to work and act as a team player in interaction with other city
employees and provide a high level of customer service to the public, other agencies, and
elected/appointed officials. Must have the education, experience and physical ability necessary to
satisfy job requirements.

ESSENTIAL FUNCTIONS/MAJOR RESPONSIBILITIES

needs of the employer and requirements of the job change.)

    1. Design and draft complex capital improvement projects using current computer programs
       and software applications including AutoCAD; calculate project cost estimates and
       quantities of materials needed;’ calculate and prepare engineer’s estimate for the project;
       compile and prepare project documents, specifications and copies.
    2. Manage projects through construction phases to completion; prepare bid documents,
       contract documents, specifications, cost estimates and engineering drawings for assigned
       projects. Oversee the work of contractors and developers to assure compliance with
       specifications and applicable laws and codes.
    3. Review plat submittals, construction drawings, engineering plans, specifications and
       professional reports for compliance with developments standards.
    4. Review requests for deferrals and variances to plans and projects then present
       recommendations to the Public Works Director;.
    5. Prepare and maintain accurate records of Public Works street, storm, and sanitary sewer
       systems and assist in the updates of GIS database.
    6. Prepares and maintains records regarding LID, ULID and Developer Reimbursement
       Agreements. Calculates LID, latecomer, connections and system development fees.
    7. Participate and coordinate various administrative functions; conduct pre-construction
       meetings with contractors, consultants and appropriate City personnel; prepare notice of
       award, notice to proceed and notice of completion letters to contractors and State
       agencies; coordinate construction staking schedules and needs with contractors; calculate
       pay estimates, change orders, plan review and construction inspection fees.
    8. Experience with writing procedures, development standards, developer agreements, and
       general office correspondence.
    9. Respond to questions and inquires from contractors, engineering professionals, internal
       staff, and the general public.


LEVEL OF SUPERVISION

This position receives general supervision requiring a self-starter that is comfortable with
independent decision-making.

MENTAL AND PHYSICAL REQUIREMENTS

Ability to operate computers and motor vehicles.

Long periods in both office and field settings. May be asked to perform manual labor out doors
in all weather conditions, and in dirty, uncomfortable conditions. May be at a desk or computer
terminal for long periods of time.

Occasionally required to work extended or flexible hours including evenings and weekends.

Required to lift up to 40 pounds.

May be required to travel outside city boundaries to attend training or meetings.

EDUCATION AND/OR EXPERIENCE

       Valid Washington Drivers License with a good driving record.
       High School diploma or G.E.D.
       Graduation from vocational school or community college with an emphasis in either
        drafting or mathematics.
       Four years of increasing responsible engineering experience.
       Possession of an appropriate, valid EIT certificate is highly desirable.
       Any combination of education and experience which would provide the applicant with
        the desired skills, knowledge, and ability required to perform the job.
       Ability to clearly and concisely communicate orally and in writing.
