CLASSIFICATION SUMMARY

Under the general administrative direction of the City Manager, serves as the department head for the City
Attorney/City Clerk Department. The incumbent is responsible for planning, organizing and delivering of
legal advice and City Clerk services to the City by establishing goals and objectives within the policy
directives set forth by the City Council and developing and implementing procedures to accomplish
departmental goals and objectives. The City Attorney acts as the legal advisor and advocate for the City, its
employees and elected officials. This is a single position classification. It is not part of a series.

MISSION

The primary mission of all employees is to provide the citizens of the City of Kennewick with the most
efficient and effective service possible. Salaries are paid by the taxes, revenues, and users fees collected
from the citizens of Kennewick. Each employee is expected to treat all people with the courtesy and respect
due them at all times.


ESSENTIAL DUTIES
FREQUENCY BAND/GRADE

1. Establishes goals and objectives for the Department to ensure compliance with City Council policy
directives and any applicable local, state or federal laws, rules and regulations.

2. Plans, coordinates and evaluates the activities and services of the Department including formulating
policies and procedures to ensure its effective and efficient operation, quality service to the City and
compliance with all applicable federal and state laws, rules and regulations.

3. Supervises the activities of administrative support staff, City Clerk and professional staff. Supervision
includes assignment and review of projects/programs, providing assistance, evaluating performance,
administering discipline, and making hiring, termination and pay change recommendations.

4. Develops, recommends and monitors Department budget by reviewing past expenditures, determining
future needs and making determinations regarding the necessary resources to accomplish department goals.

5. Prepares reports and correspondence relating to departmental activities, direction, accomplishments,
funding, etc.

6. Represents the Department at City Council and other committees and boards meetings to present the
Department's plans, accomplishments, actions, to discuss the development and implementation of programs,
etc.

7. Advises employees, officials of the City and City Council as to the appropriate course of action based
upon existing law. Advises Police concerning appropriate charges and prosecute cases as needed.

8. Represents the City in all civil litigation by investigating facts, determining applicable law, assessing
likelihood of success and settling or litigating accordingly.

9. Responds to public inquiries and concerns on a variety of issues to maintain positive
community/customer and employee relations for the Department and the City.

10. Performs other duties of a similar nature or level.

MINIMUM QUALIFICATIONS

Juris Doctorate degree and seven or more years of previous municipal law experience at a level equal or
above that of Assistant City Attorney or an equivalent combination of education and experience to provide
sufficient evidence of the successful performance of the essential elements of the job such as those listed
above. Admission to practice before the Supreme Court of Washington is also required.

PHYSICAL ACTIVITY/REQUIREMENTS

To perform the essential functions of the job, incumbents must be able to perform the following:

Fingering, grasping, talking, hearing/listening, seeing/observing, repetitive motions.

Sedentary Work: Exerting up to a 10 pounds of force occasionally and/or a negligible amount of force
frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required
only occasionally and all other sedentary criteria are met.
