3.    Description of Current Proposal

3.1   These applications relate to school premises, which is a Grade II Listed property part
      within the Lower Halliford Conservation Area and part within a Protected Urban Open
      Space. The existing school buildings are within the Conservation Area and outside the
      protected urban open space. The main school buildings, which is the building
      mentioned in the listing of the property, is at the front of the site facing Russell Road.
      To the rear of that building is the more modern addition of an assembly hall and library,
      with the two-storey Baker Building (a classroom block) on the west boundary of the
      site, fronting Wadham Close. The stable block in front of the Baker Building is used for
      drama productions and was approved under PA/99/0549 and LBC/99/0022. The
      remainder of the development approved under those permissions has not been built
      and, in a reconfigured form, is the subject of these revised applications together with
      the proposed two storey extension to the Baker Building. To the rear of the existing
      buildings on the site are the playing fields, which are within a protected urban open
      space.

3.2   The proposal is to demolish the assembly hall (used as a gym) and library and erect a
      two storey rear extension to the Baker Building to provide classrooms and associated
      accommodation. This will be on land within the Protected Urban Open Space. A gym
      and library building with associated accommodation linked to the front of the Baker
      Building by a covered walkway. The application under 02/0372/FUL relates to the
      planning application and 02/369/LBC relates to the application for Listed Building
      Consent for the same development.

3.3   The main differences between the previously approved development (under
      permissions PA/99/0549 and LBC/99/0022) and the latest proposal is to reconfigure
      the gym/library and associated accommodation in one building with all classroom
      facilities to be provided as an extension to the Baker Building. The new gym/library
      building would have a different footprint, which will enable additional car parking to be
      provided between the proposal and the Baker Building. The parking provision for the
      school would be increased from 49 to 89 spaces, 13 more than provided for the
      previously approved scheme.

4.    Consultations

4.1   Surrey County Council (Highways) – no objection raised.

4.2   Listed Building and Conservation Advisor – no objection raised.

4.3   Tree Officer - no objection raised. Requests condition.


5.    Third Party Representations

5.1   Two letters of objection received objecting to the Baker Building extension on the
      grounds of loss of privacy from overlooking, visual amenity and over dominance. One
      objector is concerned about the loss of listed buildings (the listed building would
      remain unaffected by the proposal) and disruption by noise and traffic during
      construction.

6.    Issues

7.    Planning Considerations

7.1   The proposed gym/library building would be positioned no closer to the listed building
      than the previously approved scheme and would replace a building with no
      architectural merit. It has a design similar to that previously approved. The proposed
      extension to the Baker Building is towards the rear of the site, some distance from the
      listed building, The views between the site of the proposed extension and the listed
      building is obscured by the remaining Baker Building. Both of these proposals have an
      acceptable design and are considered by the Council’s Historic and Listed Building
      Advisor to not have an adverse impact on the listed building or Conservation Area
      status of the site. No objections are raised to the proposal on conservation grounds.

7.2   The proposed two storey rear extension to the Baker Building has a depth of 9 metres
      and a width of 15 metres. The extension would be inset by 3 metres further into the
      site than the existing Baker Building, to enable the retention of a tree on the west
      boundary of the site. This tree does have some value in the streetscene, and with
      careful construction of the extension and minor pruning could be retained. A condition
      in this respect has been added.

7.3   The extension to the Baker Building would be within the Protected Urban Open Space.
      This designation under Policy BE14 seeks to protect designated open land within the
      urban area from development. The protected space in this location incorporates three
      separate adjoining areas of land – the school playing fields, allotments and a
      recreation ground. The proposed extension is a minor incursion into this open space,
      which would not have a significant visual impact or significantly reduce the area of
      open space. The policy does allows limited development required for essential
      educational or outdoor recreation needs. In this case it is judged that the school
      facilities are required and the encroachment into this protected open space in this case
      is considered to be acceptable.

7.4 The proposed two storey rear extension to the Baker Building would have no substantive
    greater impact on the amenity of the nearby residential properties, which

     face the school in Wadham Close than the existing Baker Building. It would be
     positioned at a greater distance from these properties than the existing building because
     of the set-in discussed in Paragraph 7.2 above. The gym/library building would be
     positioned behind the Baker Building with no visual impact on the residential properties
     in Wadham Close. The revised proposal would be positioned no closer to the residential
     properties in Russell Road than the previously approved scheme and indeed the closest
     part of the building to these properties would have a slightly lower eaves height. No
     adverse visual impact to residents from the proposed development is envisaged. The
     controls on hours of use and access to the site by non school uses is controlled in the
     same manner as the previously approved scheme to ensure that there is no adverse
     impact due to noise/disturbance from these activities.

8.    Recommendation


      For application 01/0369/LBC, GRANT CONSENT, subject to the following conditions:-

      1.     LISTED BUILDING/CONSERVATION AREA CONSENT (C3)

      2.     COMPLETED DEVELOPMENT – OCCUPIABLE STRUCTURES (C5). Insert
             “the proposed development”.

      0700 hours on the following days.

 7.   Prior to the building and extension hereby approved being brought into use,
      details of cycle parking shall be submitted to and approved by the Local
      Planning Authority and these shall be provided thereafter in accordance with
      those details.
